Your area of work:
The TARGET Services Centre of Competence (CoC) role acts as the Operations focal point for TARGET Services across Clearstream Banking Frankfurt (CBF) and LuxCSD. The role is responsible for enabling the successful delivery testing operational readiness and adoption of TARGET Services-related initiatives releases migrations and regulatory changes.
Working across Operations Product IT and external market infrastructures the role ensures that TARGET Services changes are delivered efficiently tested effectively and embedded sustainably into business operations while maintaining the highest levels of operational excellence and regulatory compliance.
Your responsibilities:
- Act as the Operations Centre of Competence for TARGET Services covering CBF and LuxCSD.
- Lead and coordinate Operations activities for TARGET Services projects releases migrations and regulatory changes.
- Ensure alignment between Operations Product IT and external stakeholders throughout the transformation lifecycle.
- Support project governance through planning progress monitoring risk identification dependency management and stakeholder coordination.
- Represent Operations in strategic TARGET Services initiatives and transformation programs.
- Coordinate internal business acceptance testing and validation activities for TARGET Services projects releases and regulatory changes.
- Define testing scope scenarios validation criteria and execution approaches in collaboration with stakeholders.
- Ensure testing activities are completed within agreed timelines and quality standards.
- Manage defect tracking resolution follow-up and formal business validation processes.
- Drive continuous improvement and standardization of TARGET Services testing practices.
- Drive internal operational readiness activities for TARGET Services initiatives.
- Perform operational impact assessments and identify risks associated with new releases regulatory requirements and process changes.
- Ensure procedures controls support models and operational documentation are aligned prior to implementation.
- Coordinate handover and transition activities to Operations teams.
- Support the sustainable adoption of new processes and operating models across Operations.
- Serve as the primary Operations interface to TARGET governance bodies and internal stakeholders.
- Coordinate communication and alignment across CBF LuxCSD Product IT Risk Compliance and Operations teams.
- Represent Operations interests in governance forums working groups and market infrastructure discussions.
- Prepare and present progress updates key decisions risks and recommendations to relevant stakeholders.
- Foster collaboration and ensure consistent implementation approaches across entities.
- Ensure consistent high-quality adoption of TARGET Services changes across Operations.
- Identify opportunities for process optimization standardization and automation related to TARGET Services activities.
- Promote best practices and lessons learned across projects and releases.
- Contribute to strengthening Operations role as a proactive partner in transformation initiatives.
- Support the development of scalable delivery and readiness frameworks for future TARGET Services changes.
Your profile:
- Proven experience (5 years) leading complex projects transformation initiatives or regulatory change programs in an international and regulated financial services environment.
- Experience within financial market infrastructures post-trade services custody settlement payments or securities processing.
- Proven track record of managing cross-functional stakeholders and delivering change in matrix organizations.
- Experience with operational readiness testing coordination release management or transformation delivery is highly desirable.
- Strong understanding of TARGET Services and related market infrastructure processes.
- Knowledge of settlement custody and post-trade operations.
- Experience with business testing change management and operational implementation.
- Understanding of project governance risk management and delivery methodologies.
- Familiarity with automation process optimization and digital transformation approaches.
- Strong project leadership and organizational skills.
- Excellent stakeholder management and communication abilities.
- Analytical structured and solution-oriented mindset.
- Ability to operate effectively in a complex international and matrixed environment.
- Proactive quality-focused and delivery-oriented approach.
- Fluent in English; French and/or German are considered an advantage.
