JOB TITLE: Emergency Preparedness and Response Officer - Programme Policy Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The humanitarian context in Colombia remains complex with multiple risks and affectations coexisting. Colombia CO will likely assist close to one million people in 2026 under its country strategic plan.
Colombias 50-year-long armed conflict left close to 10 million IDPs and while the country has set a path of peacebuilding and stabilization violence caused by armed groups linked to illegal economies has dramatically upsurged since 2022 affecting hundreds of thousands of Colombians. Colombia is also prone to natural 2026 Cordoba and surrounding department were flooded and hundreds of thousands lost their livelihoods. A strong el Niño is predicted to reach its peak between October and December 2026. Harsh rainy seasons and even the impact of hurricanes affect more than 100000 people
which has significantly increased in 2022. Added to these events the recent Iran crisis is causing increasing prices for food and agricultural inputs which may further aggravate the food security of thousands of vulnerable households generating populations affected by multiple crisis.
The job holder will work under the direct supervision of the Deputy Country Director for Programme and will oversee coordinating the implementation of these complex emergency operations as well as of ensuring the humanitarian-development-peace nexus for the short period during which the activity manager will be absent from the office.
JOB PURPOSE:
To provide support to policy and programme activities that effectively meet food assistance needs.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Manage the continued implementation of WFPs humanitarian assistance under US funding both bilateral (WHA) and from the Regional Humanitarian Fund.
2. Participate in all related fora of coordination related to the Regional Humanitarian Fund find common ground with sister agencies work toward joint targeting and monitoring mechanisms
3. Work with Reporting to ensure all reports are submitted on time
4. Help design and implement any activities related to El Niño (predicted at the time of writing).
This may consist mostly in preparedness activities.
5. Participate in the Humanitarian Country team if delegated by CD or DCD
6. Oversee the continued implementation of components 1 of the MinIgualdad grant
7. Support the capacity building of WFP staff partners and national government to prepare for and respond to food assistance needs e.g. through providing inputs into training materials.
8. Guide and supervise more junior staff acting as a point of referral and supporting them with analysis and queries.
9. Other as required.
DELIVERABLES AT THE END OF THE CONTRACT:
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in International Affairs Economics Nutrition/Health Agriculture Environmental Science Social Sciences or other field relevant to international development assistance or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: At least four (4) years of postgraduate professional experience of which minimum of three (3) years of experience working on humanitarian programs.
Knowledge & Skills:
- Has deepened technical knowledge through exposure to technical teams.
- Has experience designing implementing and supervising projects and programmes particularly those related to humanitarian response and preparedness disaster risk reduction or early recovery.
- Experience working with international national and local NGO and/or other humanitarian actors on emergency management preferred.
- Previous experience supporting complex emergency responses strongly preferred.
- Has provided input into policy discussions and decisions.
- Computer literacy in word processing and spreadsheets is required.
Languages:
Excellent communication skills and ability to work under pressure.
Fluency in Spanish and English (Level C).
