Job Summary

Our client is looking for a Senior HR Officer to support and manage daily HR operations including recruitment payroll and benefits employee relations training labour law compliance and HR administration. The role will ensure smooth HR operations and provide effective HR support to both factory and office employees.

Main Responsibilities:

Recruitment & Staffing (20%)

  • Manage end-to-end recruitment for production warehouse sales and office positions including job posting CV screening interview coordination reference checks and offer preparation.
  • Maintain an active candidate pipeline to support timely staffing for production and other operational positions.
  • Prepare employment contracts (FDC and UDC) in Khmer and English ensuring accurate employee information and terms.
  • Coordinate employee onboarding including company introduction factory hygiene and GMP induction safety briefing contract signing and NSSF registration.
  • Maintain accurate recruitment and employee records.

Payroll Benefits & Attendance (20%)

  • Support monthly payroll preparation by consolidating attendance timesheets overtime night/holiday premiums deductions and bonuses.
  • Coordinate with Finance to ensure payroll information is accurate and submitted on time.
  • Manage NSSF registration/deregistration and support monthly contribution filing occupational risk claims healthcare claims and maternity benefits.
  • Support Tax on Salary and Fringe Benefit Tax reporting with Finance.
  • Manage employee leave records including annual sick maternity special leave and public holidays.
  • Maintain accurate attendance and employee benefit records.

Labour Law & HR Compliance (15%)

  • Ensure HR practices comply with Cambodia Labour Law NSSF MLVT requirements and company policies.
  • Maintain employee contracts personnel documents payroll records and required HR declarations.
  • Support the preparation and updating of Internal Work Rules and HR policies.
  • Assist with labour-related inspections reporting and documentation when required.
  • Monitor working hours overtime and employee records to identify potential compliance issues.

Employee Relations & Discipline (15%)

  • Support the handling of employee grievances conflicts and disciplinary matters fairly and confidentially.
  • Assist in preparing warning letters disciplinary documents and termination documentation in accordance with company policy and Labour Law.
  • Conduct exit interviews and maintain employee turnover records.
  • Work closely with supervisors and employees to address workplace concerns and maintain positive employee relations.

Training & Development (15%)

  • Coordinate the annual training plan and training schedules for employees.
  • Organize and maintain training records for GMP personal hygiene food safety HACCP awareness occupational safety and fire safety.
  • Coordinate internal and external training programs with relevant departments and trainers.
  • Support supervisors and department heads in identifying employee training needs.
  • Maintain accurate training attendance and evaluation records.

HR Administration & Reporting (15%)

  • Maintain complete and confidential personnel files for all employees.
  • Maintain accurate headcount organization charts job descriptions and employee records.
  • Prepare regular HR reports covering headcount recruitment turnover absenteeism overtime employee movement and training.
  • Support HR documentation and administrative activities for both factory and office employees.
  • Assist with uniforms PPE staff facilities and other HR-related administrative matters as assigned.
Main Requirements:
  • Bachelors degree in Human Resources Management Business Administration or a related field.
  • Minimum 23 years of HR experience preferably in a factory manufacturing FMCG or food production environment.
  • Good knowledge of Cambodia Labour Law NSSF MLVT requirements payroll recruitment and employee relations.
  • Experience in recruitment payroll support employment contracts employee records and HR administration.
  • Knowledge of GMP/HACCP food safety and workplace safety is an advantage.
  • Good communication interpersonal problem-solving and organizational skills.
  • Able to work independently manage multiple tasks and handle confidential information professionally.
  • Good command of Khmer and English.
  • Proficient in Microsoft Office especially Excel and Word.
