Our client is looking for an HR Supervisor to oversee daily HR operations including recruitment payroll and benefits labour law compliance employee relations training and HR administration. The role will ensure smooth HR operations legal compliance accurate employee records and effective support for both factory and office employees.
A. Recruitment & Staffing (20%)
- Manage end-to-end recruitment for production warehouse sales and office roles including job posting CV screening interview scheduling reference checks and offer preparation.
- Maintain an active candidate pipeline for high-turnover production roles to fill staffing gaps within 7 days.
- Prepare and issue employment contracts (FDC and UDC) in Khmer and English ensuring correct classification and probation terms.
- Manage structured onboarding including company introduction factory hygiene and GMP induction safety briefing contract signing and NSSF registration within the first week.
B. Payroll Benefits & Attendance (20%)
- Prepare monthly payroll including attendance and timesheet consolidation overtime calculation night/holiday premiums deductions and bonuses.
- Submit payroll to Finance for verification and Managing Director for approval before disbursement.
- Administer NSSF registration/deregistration monthly contribution filing occupational risk claims healthcare claims and maternity benefits.
- Coordinate with Finance on Tax on Salary withholding and Fringe Benefit Tax reporting to the GDT.
- Manage employee leave administration including annual sick maternity special leave and public holidays.
- Track and calculate seniority payment obligations in accordance with Labour Law and MLVT guidance.
C. Labour Law & Regulatory Compliance (15%)
- Maintain and update the companys Internal Work Rules and ensure proper registration and display.
- Maintain accurate payroll ledgers staff movement declarations and required MLVT filings.
- Manage renewals of labour-related permits and declarations and act as the company contact point during labour inspections.
- Ensure annual health certificates for all food-handling staff are valid and up to date for GMP/HACCP and customer audit requirements.
- Monitor working hours and overtime against legal limits and report potential compliance risks to management.
D. Employee Relations & Discipline (15%)
- Handle employee grievances conflicts and disciplinary matters fairly confidentially and in accordance with Internal Work Rules and Labour Law.
- Issue warnings and manage termination processes including notice final payment and required documentation.
- Conduct exit interviews and analyse employee turnover particularly within production.
- Conduct regular floor walks and listening sessions with production staff to identify and resolve issues early.
E. Training & Development (15%)
- Maintain the annual training calendar covering GMP personal hygiene food safety HACCP awareness occupational safety and fire safety.
- Deliver or coordinate refresher training and maintain signed training records for audit and certification purposes.
- Work with department heads to identify skill gaps and develop supervisors and team leaders internally.
- Support womens empowerment initiatives through fair promotion practices leadership development for female employees and maintaining a workplace free from harassment.
F. HR Administration & Reporting (15%)
- Maintain complete confidential and audit-ready personnel files for all employees.
- Maintain accurate headcount organisational charts and job descriptions for all positions.
- Prepare monthly HR reports for the Managing Director covering headcount turnover absenteeism overtime costs recruitment status disciplinary cases and training completion.
- Oversee general office and factory administration as assigned including uniforms and PPE issuance staff facilities and administrative supplies.
- Bachelors degree in Human Resources Management Business Administration or a related field.
- Minimum 35 years of HR experience preferably in a factory manufacturing FMCG or food production environment.
- Strong knowledge of Cambodia Labour Law NSSF MLVT requirements payroll and employee relations.
- Experience handling recruitment payroll contracts disciplinary procedures and HR administration.
- Knowledge of GMP/HACCP food safety and workplace safety is an advantage.
- Good communication interpersonal problem-solving and organizational skills.
- Able to work independently and handle confidential information professionally.
- Good command of Khmer and English.
