About the position
Consultant for Policy Gap Analysis and Stakeholder Coordination Burkina Faso
ORPH
The ORPH CROPS project aims to support the integration of neglected and underutilized species (NUS) into sustainable agri-food systems with a focus on strengthening biodiversity-based value chains and improving the resilience of food systems.
Building on existing analytical outputs (country studies value chain analyses and transition frameworks) the project seeks to identify policy gaps that may hinder the scaling up and institutionalization of NUS and diversified production systems in Burkina Faso and addition strengthening dialogue among stakeholders is essential to ensure ownership and relevance of the results.
Objective
The objective of this assignment is twofold:
Conduct a policy gap analysis in Burkina Faso and Niger
Act as a local focal point by facilitating stakeholder engagement and dialogue around the findings
The assignment aims to produce actionable policy analyses while promoting national ownership and validation through stakeholder consultations.
Scope of Work
a) Policy Analysis
The consultant will be expected to:
Review and synthesize existing SUSTLIVES documents relevant to Burkina Faso on policy strategies related to the conservation and use of NUS and identify appropriate synergies and integration needs within national plans particularly by reviewing and comparing the results of SUSTLIVES Activity 1.3 with the Conagrep action plan.
Identify gaps inconsistencies and misalignments in current policy frameworks
Assess the implications for:
conservation and sustainable use of agrobiodiversity
promotion of NUS
development of NUS value chains
Compare findings between the two countries
b) Stakeholder Coordination and Engagement
Serve as the local focal point for the assignment in Burkina Faso and/or Niger
Identify and collaborate with key stakeholders including:
government representatives
research institutions
NGOs and development partners
value chain actors
Organize and facilitate at least one stakeholder consultation/workshop (virtual or in-person) to:
present preliminary findings
validate findings
gather feedback and additional insights
Ensure stakeholder perspectives are integrated into the final analysis
Conduct training sessions for civil servants and public administrators
c) Recommendations
Develop concrete and context-specific policy recommendations
Identify entry points for policy alignment and improvement
Highlight opportunities for scaling up NUS and diversification strategies
Provide technical and strategic support to public officials for integrating NUS into sectoral policies
Methodology
The consultant will adopt a mixed-methods approach including:

Lump sum: EUR 3500

Requirements
Advanced degree in economics agricultural policy environmental policy or a related field
Proven experience in:
policy analysis in agri-food systems or biodiversity
stakeholder engagement and facilitation
Burkinabè national
Knowledge of seed systems agrobiodiversity or NUS (strong asset)
Excellent analytical and report-writing skills in French
Reporting and Coordination
The consultant will report to the ORPH CROPS project team and will:
Act as the main country liaison point
Ensure coordination with national stakeholders and project partners
Participate in regular follow-up meetings with the project team
Ensure regular communication on progress and emerging
