Job Summary
ABOUT THE ROLE
Digital Sage is hiring a hands-on Business Development & Government Tender Lead to identify qualify coordinate and submit government tender opportunities in Brunei Darussalam.
This person will own the tender pipeline from opportunity discovery through bid/no-bid assessment compliance planning proposal development pricing coordination submission clarification follow-up and post-bid review. The role requires strong organisation commercial judgement professional writing and the ability to coordinate technical finance operations and leadership teams under firm deadlines.
This is not only a relationship-building or administrative submission role. You must be able to read tender requirements carefully identify gaps build a compliant response plan coordinate accurate contributions and drive the team towards a complete professional and timely submission.
WHAT YOU WILL OWN

Continuous improvement of the companys tender process templates and response library.
KEY RESPONSIBILITIES
1. Tender and opportunity discovery
Monitor official Brunei government procurement and tender sources on a structured schedule.
Review relevant ministry department statutory body and government-linked procurement notices.
Track tenders quotations expressions of interest requests for information and pre-qualification exercises.
Maintain a central tender register with the source issuing agency reference number title category issue date clarification deadline submission deadline and status.
Identify opportunities relevant to the companys approved technology digital software marketplace managed-service and other capabilities.
Escalate urgent or strategically important opportunities promptly.
Preserve the exact source link or notice reference for every opportunity.
2. Opportunity qualification and bid/no-bid decisions
Read tender notices terms of reference specifications schedules and submission instructions.
Assess strategic fit customer relevance delivery capacity available partners competition commercial value submission effort and deadline risk.
Identify mandatory eligibility requirements registrations certifications past performance financial requirements and submission conditions.
Highlight unclear restrictive or potentially disqualifying requirements for management review.
Prepare concise opportunity briefs and recommend whether to bid decline seek clarification or partner.
Maintain an approval record and clear reason for every bid/no-bid decision.
Never commit the company to a bid without appropriate internal approval.
3. Compliance matrices and tender planning
Build a requirement-by-requirement compliance matrix for every approved tender.
Map each requirement to an internal owner proposed response and required evidence.
Identify missing documents unsupported claims unanswered questions and risks early.
Create a tender work plan with owners dependencies review points and submission milestones.
Maintain clarification assumptions risks and amendments logs.
Track addenda revised specifications and deadline changes.
Confirm that the final response includes every required form schedule attachment and declaration.
4. Proposal and response development
Draft clear professional and tailored tender responses.
Coordinate technical content with developers engineers solution owners and delivery specialists.
Translate company capabilities into outcomes relevant to the issuing agency.
Prepare company profiles methodologies implementation plans staffing plans service commitments and risk registers where required.
Ensure proposed timelines deliverables and service levels are realistic and supported by the delivery team.
Maintain an approved response library containing company information credentials case studies team biographies and reusable content.
Tailor each submission instead of relying on generic copy.
Coordinate executive review and final approval before submission.
5. Pricing and commercial coordination
Work with finance management suppliers and delivery teams to obtain accurate cost inputs.
Identify items requiring supplier subcontractor or technology-partner quotations.
Ensure pricing considers implementation effort support obligations taxes licensing travel third-party costs and payment milestones where applicable.
Maintain pricing assumptions and an auditable revision history.
Flag unclear payment terms unrealistic budgets commercial risks and obligations that could affect profitability.
Ensure no pricing or commercial commitment is submitted without the required approval.
6. Document control and submission management
Establish a clean folder structure and naming convention for each tender.
Maintain controlled versions for working review approved and final submission documents.
Keep the tender register compliance matrix clarification log approvals and final submission together.
Check file formats page limits signatures stamps file sizes language requirements and upload instructions.
Confirm attachments open correctly and contain no drafts internal comments or unintended confidential metadata.
Maintain a submission checklist and obtain final sign-off.
Submit through the authorised official channel before the deadline.
Retain proof of submission receipt acknowledgement or upload confirmation.
Escalate portal access or submission issues immediately.
7. Registrations certifications and company readiness
Maintain a register of relevant supplier registrations company documents licences certificates insurance documents and recurring requirements.
Track expiry dates and coordinate renewals in advance.
Identify registrations or certifications that could improve tender eligibility.
Work with finance administration and leadership to keep corporate information accurate and consistent.
Never represent the company as holding a registration certification experience or capability that has not been verified.
8. Stakeholder coordination and follow-up
Coordinate technical finance operations administration and leadership contributors.
Set clear internal deadlines and follow up professionally on late or incomplete contributions.
Maintain a visible action list for every active tender.
Attend or coordinate tender briefings site visits clarification meetings and presentation sessions when required.
Track post-submission questions demonstrations negotiations and award notifications.
Maintain professional communication with issuing agencies within the applicable tender rules.
Ensure all external communications are accurate authorised and recorded.
9. Pipeline reporting and post-bid improvement
Report new opportunities active bids pending decisions submitted bids awards losses and withdrawals.
Track deadlines owners values probability risks next actions and management decisions.
Maintain accurate records in the approved CRM tender register or reporting system.
Track conversion submission quality response time bid effort and outcomes.
Conduct a structured review after award loss cancellation or withdrawal.
Capture feedback where formally available and identify recurring compliance pricing resource or proposal weaknesses.
Improve templates checklists response libraries and workflows based on evidence.
10. Integrity confidentiality and responsible conduct
Protect tender documents pricing customer information technical information and company records.
Follow anti-bribery conflict-of-interest confidentiality and information-security requirements.
Never offer request or accept an improper advantage in connection with a tender.
Declare any relationship that could create a conflict of interest.
Do not share restricted tender information with unauthorised persons.
Do not make unsupported claims about the company its partners or delivery capability.
Escalate suspected misconduct procurement irregularities conflicts or inappropriate requests.
Follow official procurement rules and obtain professional advice when a matter requires legal interpretation.
REQUIRED EXPERIENCE AND CAPABILITIES
At least two years of relevant experience in business development tender management proposal coordination procurement response account management or commercial operations.
Practical experience preparing or coordinating bids proposals quotations RFIs RFQs or tender submissions.
Strong ability to read detailed requirements and submission instructions.
Excellent written English and professional business communication; Malay is an advantage.
Strong document organisation spreadsheet version-control and deadline-management ability.
Ability to coordinate several contributors and keep work moving under pressure.
Commercial awareness including scope cost inputs delivery effort payment terms and margin considerations.
Proficiency with Microsoft Office or Google Workspace spreadsheets document-management tools and CRM or pipeline systems.
Willingness to work hands-on across discovery writing administration follow-up and reporting.
Based in or able to work reliably in Brunei Darussalam.
Willingness to attend local meetings briefings and site visits where required.
High integrity and respect for confidentiality.
Formal procurement-law expertise is not required. However you must recognise when an issue requires escalation and must not present personal interpretation as formal legal advice.
PREFERRED EXPERIENCE
Previous work with Brunei government statutory body or government-linked organisation tenders.
Familiarity with Brunei tender notices supplier registrations and official submission processes.
Experience in technology software digital services systems integration managed services e-commerce or marketplace projects.
Experience building compliance matrices bid calendars pricing schedules and tender dashboards.
Experience coordinating technical solution responses subcontractors or delivery partners.
Familiarity with CRM tender-management project-management or document-control platforms.

Build an approved response library and document-control structure.
Coordinate at least one complete tender or proposal process where a suitable opportunity exists.
Establish a registrations and certification-renewal tracker.
Report the active pipeline with clear actions owners and risks.
By 90 days
Own the active government-tender pipeline with a documented status owner and next action for every opportunity.
Deliver complete and professionally reviewed submissions within approved deadlines.
Establish performance baselines covering opportunities bids wins losses effort and reasons for outcomes.
Recommend priority agencies sectors service offerings and partnership opportunities.
Implement continuous improvement based on post-bid reviews and available customer feedback.
Become the internal point of coordination for government tender activity while keeping technical finance operations and leadership teams appropriately involved.
APPLICATION AND ASSESSMENT
Please describe a tender or proposal you personally coordinated what you owned and how you ensured compliance and timely submission. Shortlisted candidates may receive a small fictional Brunei government-style tender notice and be asked to prepare an opportunity brief bid/no-bid recommendation compliance matrix clarification questions and internal work plan. The assessment will not require confidential information from a previous employer.
This is a full-time role based in Bandar Seri Begawan Brunei. Local travel for briefings meetings and site visits may be required.
