Job Summary

Post Context/Post Summary

SHAPE is NATOs strategic headquarters supporting SACEUR. The Cyberspace Directorate leads and coordinates all Cyberspace Operations Electronic Warfare EMS activities and CIS functions across ACO.

Within this structure the Cyberspace Operations Centre (CyOC) provides NATOs theatrelevel cyberspace situational awareness command and control and execution. The Cyberspace Operations Branch enables the coordination of all NATO military activity in cyberspace.

The Cyberspace Defence and Effects Section manages ACO cyberspace defence across SACEURs Area of Responsibility. The incumbent works in this section and is responsible for planning coordinating and integrating Sovereign Cyber Effects Provided Voluntarily by Allies (SCEPVA) into NATO operations and missions.

Principal Duties

The incumbents duties are:

- Is responsible for analysis and definition of operational requirements for requesting cyber effects support;

- Support planning coordinating and integrating of SCEPVA effects into NATO AOM on the strategic and / or operational level;

- Supports the coordination of SCEPVA framework participation in NATO exercises;

- Supports the Cyber Operations Room as required;

- Assists in writing directives standard operating procedures (SOPs) military orders etc. in order to provide NATO the necessary level of mission assurance;

- May be to formally represent section head/branch head/director various meetings;

- Provides support to discipline related capability development;

- Contributes to the preparation of and participates in NATO conferences/workshops related to the Cyberspace Operations (CO) discipline and CO capability development;

- Contributes to Education and Training (E&T) functions and doctrine development;

- Contributes to the collective Cyberspace readiness activities as a part of Collective Training and Exercises (CT&E);.

- Contributes to the analysis conducted from correlated information sources including Lessons Learned from Exercises;

- Routine / constant engagement with SCEPVA Contributing Nations regarding Cyberspace effects development in support of ACO MDO.

- Routine / constant engagement with all key stakeholders related to integration of SCEPVA into MDO (J2 J3. J3/5 J5 J6 and J10).

- Routine / constant engagement with ACO Operational HQ stakeholders (principally but not limited to J2 J3 J5 J10)

- Support any other related operational tasking as directed by CyOC Ops Branch Head

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

The risk of injury is categorised as No risk / risk might increase when deployed.

Essential Qualifications

a. Professional/Experience

  • Minimum of 4 years experience working within a National Cyberspace organization or a military Operational and/or Strategic Headquarters.

  • Minimum of 2 years Operational experience including the integration of non-lethal Effects disciplines.

  • Experience of development and execution of military planning and operations.

  • Experience in undertaking activities that includes the development of non-lethal Effects doctrine and policy including but not limited to PSYOPS INFO OPS CYBERSPACE LAWFARE or EW for the purpose of executing Joint Effects.

  • Experience in providing training within the field of Cyberspace Operations (to include one or more of the following Planning synchronisation and execution training intelligence STRATCOM or authorities framework of Cyberspace Operations)

b. Education/Training

University Degree in computer science engineering disciplines statistics or similar numerate discipline operations research. or related discipline and 2 years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language

English - SLP 3333 - (Listening Speaking Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Desirable Qualifications

a. Professional Experience

  • No evidence of specific Cyberspace related degree level qualification is sought as these type of qualifications have only been available in recent times meaning statement of requirement for an individual to hold a university level cyberspace related degree may preclude applications from personnel with a great deal of vocational experience.

  • Recent Joint Operational experience is desirable.

Attributes/Competencies

Personal Attributes: Able to work in a multilateral environment.

The incumbent will need to display a high degree of professionalism organisational coordination and communication skills in the performance of their duties.

The individual must be a proven self starter with the ability to work as part of a team or independently as required and demonstrate a willingness to surge to long working hours when needed.

The individual must be able to build and sustain personal relationships across a diverse range of specialisation and Nations.

The rapidly changing NATO / CYBERSPACE environment creates a requirement to solve numerous complex problems and challenges which shall require the incumbent to draw upon a comprehensive ability to reason analyse act with persuasion and diplomacy.

Professional Contacts: The incumbent needs to develop very good working relationship with other entities such as the NATO member nations SCEPVA Nations and ACO Operational commands.

Contribution to Objectives: The integration of cyberspace into a fully matured element inside NATOs AOM is foreseen as one of the key objectives in relation to cyberspace for NATO 2030. A very big part of that objective is and will be connected to the successful integration of the SCEPVA framework into NATOs AOM.

The incumbent contributes heavily towards the maturing and operationalisation of the SCEPVA framework heavily supporting the achieving of said NATO 2030 objectives ensuring that Cyberspace effects will be fully integrated into NATOs MDO.

There are no reporting responsibilities.

REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a 3 year duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
