The Nabni Building for Peace (B4P) Facility is a grant-making initiative that aims at supporting peacebuilding and locally led reconstruction processes in conflict-impacted communities in the Middle East and North Africa (MENA) region. Nabni works exclusively with local non-government organisations. Its work centres around three pillars: 1) financing / grant making; 2) technical assistance and capacity development; and 3) knowledge exchange and learning. Within the overarching aim of strengthening social cohesion and of promoting peace Nabni seeks to further the Building for Peace (B4P) approach and supports efforts aimed at infrastructure rehabilitation the restoration of essential services support for livelihood opportunities and strengthened local governance. Nabni is currently funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the KfW Development Bank. The Nabni Facility Management Unit (FMU) is a small team based primary in Jordan hosted alongside the Norwegian Refugee Councils MENA Regional Team.
Responsibilities
Roles and responsibilities
TheNabniGrant and ReportingCoordinatorsupports effective donor grant management including KfW and potential future donors with a focus onfacilitatinghigh-quality reporting from partners/grantees toNabni. The role oversees partner grants throughout the lifecycletracking progressto ensurecompliance while providingtechnical and hands-onsupport for partner reporting. Responsibilities include preparing and consolidating donor reportscoordinating the preparation of new concept notes or proposals to donorsmaintaininggrantdocumentationand tracking systemsandcontributing tolearningand process improvements. TheGrant and Reporting Coordinatoralso supports risk management ensuring adherence to donor rules and regulations andoverseesingrant cycle management processesunder Pillar 1.
Generic Responsibilities
SupportNabnismanagement of donor grants including KfW and potential future donors.
Lead the preparation consolidation and submission of high-quality donor reports (narrative and financial) ensuring accuracy consistency and timeliness.
Focal point for the development of new concept notes or proposals to donors
Ensure proper grant documentation filing and archiving in line with audit and donor requirements.
Support programme design processesfor the Facility andforpartners(in support of the Country Grant Managers)including proposal development and budget review and contribute to negotiating grants under the programme.
Help track theimplementation of grants throughout the grant lifecyclesupporting contracting and all phasesfrom award signature to close-outhelping the FMU and partners to ensuretimelyand compliant delivery of all grant milestones.
Maintain dashboardsand support the implementation of the partner performance system and processes
Support budget monitoring and burn-rate analysis flagging risks under- or over-spending and compliance concernsin a timely manner.
Help ensurepartner/granteeprogrammatic financial and administrative compliancewith grant obligations. Liaise with FMU team members such as the MEL Adviser and Country Grant Managers to actively support high-quality partner partner grants management including capacity strengthening compliance guidance and review of partner reports.
Compliance and adherence to NRCNabni and donor policiesguidanceand procedures.
Specific responsibilities:
Support Pillar 1 (financing/grant-making) activities.
Support the management ofNabnise-Call for Proposals (e-CfP) system.
Lead information management systems that support partner/grantee tracking andNabnidonor reporting.
Maintain and regularly update grant tracking tools including reporting calendars compliance checklists amendment logs and implementation progress trackersand a ready reference ofup-to-datemanuals for partners.
Maintain dashboardsand support the implementation of the partner performance system and processes
Support budget monitoring and burn-rate analysis flagging risks under- or over-spending and compliance concernsin a timely manner.
Contribute to lessons learned best practices and continuous improvement of grants and reporting systems.
Provide technical guidance and capacity building to partners/grantees on donor rules (KfW) reporting and grants management processes. SupportNabniand partner uptake of donor rules and regulations through training and mentoring.
Contribute tocompliance andrisk managementparticularlyrelated to partnerships donor rules and regulations and reporting.
Helpidentifypotential compliance or implementation risksof partner/grantee implementation andreporting andproposeriskmanagement options.
Requires travel within the countries of operation:Iraq Syria and Yemen.
Any other tasks as delegated by the line managers
Critical interfaces
TheNabniFacility Management Unit (FMU) is asmall and collaborativeteam and FMU positions will work closely with the entire FMU. Additionalcritical interfaces for this position include:
Nabnislocal partners (grantees)
Nabniconsultants and service providers
Norwegian Refugee Council interlocutors atthe country regional and head office levels as well as NRC Germany including but not limited to counterparts inMonitoring & Evaluation
Donors including BMZ/KFW and new donors if applicable.
Qualifications
Generic professional competencies
Relevant university degreewithin the field of social sciences statistics research international development or economics or other related fields of study.
At least 3 years ofgrant management orM&E experience in an international organisation preferably in ahumanitarianor development context.
Prior experience working with KfW-funded projectsand/orknowledge of KfW requirementsis an advantage.
Prior experience developing or managingpartnershipswith local and national non-governmental/civil society organisations is mandatory.
Analytic and computer skills including MS Office (Word Excel Outlook PowerPoint). Skills in other analytical or presentation software such asPower BIis astrongadvantage.
Excellent verbal and written communication skills arerequired along with the ability to collaborate effectively with diverse and sometimes remote teams and stakeholders.
Excellent coordination diplomacy and facilitationskills are essential.
Documented results related to the positions responsibilities.
Context related skills knowledge and experience
Fluency in both English and Arabic written and verbal.
Priorexperienceworking in the MENA Region is mandatory.

What we offer:
Duty station:Amman Jordan.
Contract: Fixed-term contract 12 months with possibility of renewalbased on performance and funding.
Travel: Up to 30% - in the MENA region (particularly Iraq Syria and Yemen)
Salary/benefits: Grade7 according to NRCs Jordan salary scale and terms and conditions.
