JOB TITLE: Regional Information Management Officer

TYPE OF CONTRACT: Consultant Level 2

DURATION: 1 Month extendible

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The escalation of the crisis affecting Iran and neighbouring countries since late February 2026 has resulted in widespread disruptions to telecommunications transport corridors fuel supply chains and cargo movement across the region triggering a rapid deterioration of humanitarian operating conditions.

At the same time airspace restrictions port congestion and the de facto closure of key maritime routes including the Strait of Hormuz have severely constrained the movement of humanitarian cargo. Thousands of vessels are unable to transit forcing rerouting and significantly increasing shipping times and costs. These disruptions affect not only Iran but also Afghanistan Pakistan Lebanon and the wider Middle East.

Given the scale and multi-country nature of the crisis humanitarian organisations face significant logistics challenges to ensure the delivery of relief supplies lifesaving cargo and operational support across an interconnected set of affected countries. The Logistics Cluster led by WFP and with already active operations in Afghanistan Lebanon Palestine Yemen Syria has initiated enhanced regional coordination activated LogIE for Iran and is convening multicountry informationsharing mechanisms to monitor access constraints fuel availability and supply chain risks. To support regional coordination efforts with partners and with the current active operations and enhance and streamline the logistics information available WFP is looking to recruit a Regional Information Management Officer.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Regional Logistics Coordinator (currently remote) and in close collaboration with the WFP Regional Office in Cairo and the logistics working groups and Logistics Cluster teams in Afghanistan Pakistan Lebanon Syria and Yemen the Regional Information Management Officer is responsible for guiding and overseeing the IM team across the region to identify the information needs of the humanitarian logistics community and respond to them in the most efficient way possible by implementing the tasks described below.

The IM will act as the focal point for collecting analysing and disseminating logistics information in close coordination with logistics and information personnel of other humanitarian organizations and national counterparts involved in the humanitarian response.

  • Produce Logistics coordination products/reports in specific formats as required within the operation. Key products include: situation updates infographics operational overviews bulletins snapshots briefings.

  • Liaise with Logistics Cluster partners other stakeholders including OCHA and other regional actors to gather information for the production of sitreps and bulletins ensuring that challenges and concerns relating to the logistics operation are represented.

  • Ensure the Logistics Cluster LogIE regional page contains accurate information to allow for humanitarian logistics planning across the region and at the national level by collecting information on the status of the border crossings for cargo movements status of the roads ports and airports and humanitarian corridors.

  • Liaise with the various logistics cluster operations to collate critical information and engage with partners to expand the primary sources of information.

  • Gather information on the overall logistics situation working in close collaboration with the Information Management Officers in the region including comprehensive data on logistics procedures and bottlenecks from the various Logistics Cluster partners and national authorities and support emergency response operations with the drafting of lessons learned mission reports as required.

  • Draft donor proposals and reports collating key operational information. Assess and design the appropriate Information Management staffing and set-up for the response conduct recruitment if needed.

  • Draft consolidate and share key logistics information and procedures such as Concept of Operations Gaps and Needs Analysis (GNA) and SOPs ensuring they are regularly revised/updated if required.

  • In the event of the implementation of common logistics services for the humanitarian community inform relevant stakeholders on commodity tracking reporting procedures and prepare reports based on the Relief Item

  • Tracking Application (RITA) data to illustrate cargo flow and commodities movements.

  • Manage content of the Logistics Cluster regional crisis dedicated webpage in close coordination with the Logistics Cluster support team in Rome.

  • Lead communication activities in close collaboration with communications teams to amplify the visibility of Logistics Cluster activities in social media and other platforms.

  • Oversee and manage the Cluster communication systems/platform with partners across the different locations including mailing lists and messenger apps as well as maintain the internal communication channels within the Cluster team and implement best filing practices in SharePoint to streamline knowledge management and accessibility.

  • Prepare operational overview infographics briefings and snapshots on the logistics operation for management donors stakeholders Humanitarian Country Team Office of the Humanitarian Coordinator and other stakeholders. Work closely with OCHA to ensure updated logistics information is disseminated to all focal points as necessary and provide the necessary inputs on behalf of the Logistics Cluster for the various information products of OCHA (Flash updates Situational Reports etc).

  • Attend coordination meetings on access constraints and provide updates on logistics bottlenecks to OCHA working groups on a regular basis. Contribute to the Flash Appeals Humanitarian Needs Assessment Humanitarian Response Plan and other interagency key documents ensuring the proper definition of indicators and implementation of monitoring mechanisms.

  • Identify the most appropriate methodology to source and map information that can be used for advocacy in addressing issues in the supply chain.

  • Provide WFP colleagues with inputs on Logistics Cluster activities; liaise regularly with reports officers in other agencies and NGOs.

  • Establish and maintain internal information sharing mechanisms documentation formats assessment formats central file storage according to Global Logistics Cluster support team guidelines templates and standardization.

  • The Regional IMO operates in full adherence to the IASC-endorsed operational principles for best practices in humanitarian information management and exchange: accessibility inclusiveness inter-operability accountability verifiability relevance objectivity neutrality humanity timeliness sustainability and confidentiality.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

  • University degree in economics social sciences international relations communications journalism or related field; or the equivalent combination of education and experience.

Experience Knowledge & skills

  • Minimum 4 years of professional experience in an international context including: responsibility in information management communications and/or reporting roles; experience with reporting/tracking systems; previous experience with humanitarian organizations and/or in emergency contexts

  • Excellent written and verbal communication skills; high attention to detail and proofreading ability; good research and analytical skills; ability to meet deadlines and work under pressure as part of a team; good communication and networking skills; ability to work independently while asking questions and seeking support in a fast-paced work environment; willingness to work in challenging environments/field locations.

  • Proficient in MS Office package particularly in Microsoft Excel and PowerPoint and management of SharePoint sites. Demonstrated ability in data acquisition and knowledge of Access or other database tools is a great advantage. Demonstrated ability in acquiring wrangling structuring manipulating and visualizing unstructured and structured data with BI platforms like Tableau or GIS platforms is a distinct advantage.

Languages:

Fluency in English is required. Fluency in Arabic or Farsi is a distinct advantage.
