Crowd Management Expert

We are seeking an experienced Crowd Management Expert with a strong engineering background to join our organization in Makkah Saudi this pivotal role you will leverage your 10 years of experience in large-scale urban master plan and high-rise infrastructure projects to plan coordinate and execute comprehensive crowd management strategies for large-scale events and operations. The ideal candidate will demonstrate exceptional organizational skills decisive leadership and the ability to maintain safety and order in high-volume environments while applying engineering principles to complex logistics challenges. You will work collaboratively with cross-functional teams to ensure seamless operations while prioritizing the safety and well-being of all participants.

• Develop and implement crowd management plans and protocols for large-scale events including Hajj and Umrah operations applying engineering-based risk assessment methodologies from urban infrastructure projects
• Analyze potential risks and hazards associated with crowd movements and infrastructure capacity constraints creating data-driven mitigation strategies informed by large-scale project experience
• Coordinate with security personnel event staff emergency response teams and engineering specialists to ensure effective execution of crowd management procedures across complex operational environments
• Monitor crowd behavior and flow patterns in real-time using analytical techniques making quick decisions to prevent congestion and safety issues in high-density settings
• Conduct regular training sessions for staff on crowd management techniques emergency procedures safety protocols and infrastructure-related operational requirements
• Establish and maintain communication systems between all operational teams to ensure coordinated responses across multiple zones and infrastructure touchpoints
• Prepare detailed reports on crowd management operations incidents infrastructure performance and recommendations for process improvements based on engineering best practices
• Ensure compliance with local regulations safety standards engineering specifications and organizational policies
• Respond promptly to emergencies and implement contingency plans as needed drawing on experience managing complex infrastructure projects
• Collaborate with stakeholders to evaluate event outcomes and refine crowd management strategies for future operations incorporating lessons learned from large-scale urban development projects

Qualifications :

• Bachelors degree in Engineering or related field
• Minimum 10 years of professional experience in crowd management event operations security management or large-scale project coordination
• Proven track record of managing large-scale urban master plan projects and high-rise development operations with high-volume attendance and complex logistics
• Demonstrated expertise in coordinating crowd movements and safety protocols across major infrastructure and event-based projects
• Strong knowledge of crowd control techniques safety protocols and emergency response procedures
• Experience with Hajj Umrah or similar pilgrimage-related crowd management operations (preferred)
• Excellent analytical and problem-solving skills with the ability to assess complex situations quickly
• Demonstrated leadership capabilities with experience managing and coordinating multidisciplinary teams
• Proficiency in risk assessment mitigation planning and operational safety management
• Strong organizational and time management skills
• Exceptional communication and interpersonal abilities
• Proficiency in relevant crowd management software data analysis tools and project management systems (preferred)
• Knowledge of Saudi Arabian safety regulations and local operational requirements
• Ability to remain calm and composed under pressure in high-stress environments
• Fluency in English; Arabic language skills are preferred
