Organizational Setting

Guided by the Country Program Framework 2023 -2027 FAOs country programme in Egypt is aligned with country priorities as expressed in national strategies such as; VisionUpdated Sustainable Agricultural Development Strategy and Action Plan (SADS-2030) National Water Resources Plan 2017-2037 Egypt National Climate Change Strategy-2050 and First Updated Nationally Determined Contributions (2022) National Food and Nutrition Strategy (2022-2030) Egypt National Action Plan for Antimicrobial Resistance (2018-2022) Programmer (2022) National Strategy for the Empowerment of Egyptian Women 2030 Haya Karima Initiative (Decent Life Sustainable Rural Communities) 2019-2030 Nexus of Water Food and Energy (NWFE) Program and residential Initiative Bedaya A New Beginning for Human Building.

Through the support of various international donors FAO Egypt is implementing a growing portfolio of projects covering but not limited to; land and water enhancement agriculture production animal health climate change adaptation agrifood value chain development food security and nutrition and support to vulnerable rural and smallholder farmers. Further an expected pipeline of projects covering climate change adaptation natural resources management biodiversity restoration and risk reduction is expected. FAO Egypt also sits in various coordination mechanisms in the country in a strategic capacity as a technical lead for food systems and agriculture.

To deliver its program FAO Egypt is working with several line ministries such as Ministry of Agriculture and Land Reclamation Ministry of Environment Ministry of Foreign Affairs Ministry of Health and Population Ministry of Social Solidarity Ministry of Water Irrigation and Ministry of Youth and Sports.


Reporting Lines

The Climate Change Specialist will work under the direct supervision of the FAO Representative.


Technical Focus

Support the implementation knowledge development training and dissemination of FAOs climate change portfolio through the provision of technical expertise on climate change and agrifood systems including areas such as climate change adaptation mitigation biodiversity and gender linkages.


Tasks and responsibilities

The Climate Change Specialist will support FAO national counterparts and partners in the climate change programme of work; concept note development: economic market or value chain analysis; knowledge sharing and generation; capacity-building and further development of activities under the Country Porgramming Framework (CPF). The focus of the support will be primarily on the implementation of ongoing projects and programmes within the climate change biodiversity and environment (OCB) portfolio.
Depending on the profile the specific tasks of the incumbent will be related to areas of work of the team related to:

Provide technical guidance to integrate and mainstream climate change and biodiversity considerations into national and regional agricultural development plans policies and investment strategies.
Conduct technical analysis of nationally determined contributions long-term strategies national adaptation plans and projects such as GEF and GCF.
Support in advancing climate policy processes including mitigation adaptation loss and damage and transparency mechanisms.
Support private sector engagement in climate adaptation and mitigation and biodiversity goals through innovative financing mechanisms public-private partnerships and sustainable business models.
Conduct assessments of climate vulnerability and risk in agricultural systems providing recommendations for policy and programmatic interventions.
Analyse ongoing initiatives and case studies; document lessons learned good practices and risk mitigation strategies.
Develop project concept notes project proposals technical knowledge materials and other relevant documents that contribute to the development of ongoing and future projects and programmes.
Develop training materials and capacity-building programs for policymakers technical experts farmers and private sector actors on sustainable agriculture and climate risk management.
Participate in field missions and technical workshops as needed.
Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

University degree in Economics Development Economics Environmental Economics Environment Management Natural Resources Management or related fields;
At least three (3) years of relevant experience in climate change and natural resource management projects and programmes;
Working knowledge (level C) in the English and Arabic languages;
National of Egypt or resident of the country with valid work permit.

Technical/Functional Skills

Experience in climate change analysis and policy environmental and development economics are preferred.
Experience with incorporating climate change considerations into agricultural and nature resource management investment programmes and projects.
Experience in medium and large size climate programming for GEF GCF and donor funding are preferred.
Knowledge about government decision making and network with climate institutions will be considered assets.
