Assistant Field Officer
Organizational Setting and Work Relationships
The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual programme and protection objectives Operations Plans UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.
The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.

Duties
- Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
- Promote and monitor the implementation of assistance projects.
- Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern.
- In co-ordination with implementing partners assist with the reception registration and provision of assistance to persons of concern to UNHCR.
- Keep track of cases of detention; register applicants for voluntary repatriation and family reunion.
- Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.
- Submit recommendation for protection interventions to the designated officer.
- Negotiate with local authority counterparts partners and populations of concern.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL) except the northeast Jordanian Syrian border area where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions low visibility and/or heavy traffic.
The Field Unit of Irbid supports the refugee response for about 80000 refugees mostly Syrians living in host communities across Irbid Ajloun and Jerash Governorate. The Field Unit reports to the Sub-Office Mafraq and operates with strong technical support from the Country Office (CO) to implement the operational response.
The Field Unit Irbid (FU) consist of 4 staff including this position with the responsibility of maintaining the collaboration and coordination with the implementing and operational partners as well as the local authorities and local organizations network. The FU will also ensure the regular contact with refugees to identify needs trends and provide counselling.
The incumbent will be responsible to manage the FU under the supervision of the Head of Office of the SO Mafraq and with technical reports to the relevant protection units in the CO. The FU is newly created after an adjustment of UNHCR footprint in Irbid the incumbent will have to support the set up of the new team redistribution of tasks and implement the agreed handover and support mechanisms with the other UNHCR offices. The incumbent should be familiar with management of office such as administrative support budget management HR and staff performance.
The Assistant Field Officer is expected to coordinate quality timely and effective protection responses along with the other UNHCR offices as well as report on the needs of refugees monitor access to protection services and assistance and maintain a strong network with the local actors. For this purpose the Assistant Field Officer will closely work with the Protection and Programme Units in CO Amman. Noting that the primary function of the FU is coordination for field related activities the incumbent is expected to have a leading role in the coordination with partners and other stakeholders and liaising with local authorities across the entire area of the FU area of responsibility to ensure that UNHCRs approach to the Government is consistent strategic and coherent.
The Assistant Field Officer ensures two-way communication with refugees feedback mechanisms and participatory approaches. To achieve this objective the position will need to build and maintain effective interfaces with the refugee communities local authorities and protection and assistance partners.
The Assistant Field Officer should therefore be familiar with leading core UNHCR interventions including protection for refugees living in out-of-camp contexts both urban and rural as well as in-camp contexts. These programs include providing direct counseling community engagement assistance and referrals on issues of legal gender-based violence and child protection.
Living and Working Conditions:
Irbid: Irbid Governorate in Jordan is 90 kms NW from the capital Amman. With a population of just under 2 million Irbid is Jordans second largest city. Irbid is categorized as (B) duty station.
Accommodation average rent at Irbid Governorate can range between 300 USD a month for unfurnished apartments to 750 USD a month for a fully furnished 3 bedrooms apartment.
Irbid tends to have a Mediterranean climate; summers are mildly hot. winters are usually cool and wet starts around the end of November and continues until mid-March there is occasional snowfall.
International schools are not available in Irbid most of the available schools are governmental with few privet Arabic schools. All private schools in Irbid are fee-paying and study is mostly in Arabic. Fees varies between 600- 4900 USD a year. The admission procedures for all schools are quite simple.
Advanced medical services are available in Irbid. However critical medical situation treatment is referred to Amman. UNHCR has signed a frame agreement with Irbid Specialty Hospital to treat UNHCR patients and their dependents when the need be.
