The primary purpose of this position Logistic Management Specialist NHis to maximize the organizations ability to acquire develop and sustain Product Support and Services by generating the best possible logistics solutions through cultivating the workforce to meet National Defense Strategy requirements.


Duties

  • Coordinate with functional and program specialists (supply production inventory management procurement maintenance transportation training and funding) to ensure timely and accurate fulfillment of case requirements.
  • Provide comprehensive logistics support in overseas locations including coordinating FMS activities with functional specialists.
  • Serve as the primary liaison between the U.S. government American Embassy foreign customer officers and other DoD components/commands.
  • Assess the impact of changes in technical requirements documentation training schedules or new equipment.
  • Monitor Due in for Maintenance (DIFM)/MICAP aircraft parts and high visibility assets throughout the repair cycle. Provide shipping/transportation data and ensure accurate delivery of parts and equipment.

  • This position has been designated for Drug Testing. If you are selected for this position you may be subject to urinalysis testing prior to appointment and you will be subject to random urinalysis testing as a condition of employment.
  • Riyadh/Dhahran Saudi Arabia member may serve an unaccompanied tour (12 months) or an accompanied tour (24 months). Overseas tour can be extended until the 5 year mark.
  • All federal employees are required to have direct deposit.
  • Disclosure of Political Appointments
  • Previous overseas time without 24 month residency interruption in the U.S. counts towards the 5 years.
  • Advance in hire may be authorized if there is demonstrable proof provided on your resume
  • Recruitment/Relocation Incentive may be authorized for this position. Leave accrual may be authorized upon request. Retained pay may be offered.
  • The incumbent must possess the ability to negotiate controversial and complex matters with high-level officials of the Royal Saudi Air Force (RSAF) contractors USAF and DoD personnel
  • All positions in Saudi Arabia employees must pass a physical unless already overseas and a physical was taken to obtain current position.
  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • Selectee may be required to serve a probationary or trial period.
  • May be eligible for General Overseas Allowances and Differentials.
  • Diplomatic and/or Official passport and visa for travel to foreign countries is required.
  • The duty location for this position can be either Riyadh or Dharan Saudi Arabia.

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement of specialized experience at a level close to the work of this position that has given them the particular knowledge skills and abilities required to successfully perform. Typically we would find this experience in work within this field that is closely related. To be creditable one year of the specialized experience must have been equivalent to the next lower grade level NH-02 GS-11 or equivalent. Specialized experience is described as the ability to identify investigate and resolve logistics problems; and/or plan analyze and coordinate a systems acquisition into operational use.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
1. Knowledge of basic theories and principles of systems design specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
2. Knowledge of theories and principles of Foreign Military Sales development and execution and the Security Assistance Program and policy.
3. Knowledge of system life cycle concepts and design as they apply to system research development and acquisition.
4. Ability to plan analyze and coordinate a system or portion of a major systems acquisition and transfer into operational use to include the identification and correlation of specific requirements for money manpower materiel facilities and services needed to support the program.
5. Ability to communicate effectively both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking standing bending carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.

WORK ENVIRONMENT: The work is performed in a typical office setting requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted heated and ventilated.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran disabled veteran and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position he or she must submit a certification memo in lieu of a DD-Form 214 Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the members military service branch on official letterhead and contain the following:

  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by or by direction of the adjutant personnel office unit commander or higher headquarters commander.
