JOB CONTEXT:
Since October 2023 Gaza has been plunged into an unprecedented humanitarian catastrophe marked by mass destruction displacement and loss of life. By October Palestinians were killed and 169780 were injured while 90% of the population2.1 million peoplehad been displaced multiple times. The health system is on the verge of collapse humanitarian access remains extremely limited and the entire population faces crisis or worse levels of food insecurity with nearly half a million people at risk of famine. Attacks on hospitals schools and shelters continue while widespread explosive ordnance contamination endangers civilians and obstructs humanitarian operations.
YOUR MISSION:
Theorganisationhas activated a Program Task Forceat country level to manage the operational administrativelegaland duty-of-care implications of a potential de-registration Manager for this Task Forceis a core member and isfully dedicatedtoanalysingplanningand implementing measures aimed at ensuringlogisticscontinuityinuncertainoperating environment.
Reporting to the Country Director The Logistics Manageris working with the Task Force TeamMembers andis responsible forleading and coordinating alllogisticsoperationsand scenarios related to the de-registration scenario according to HI Logistic Standards.
The position isbased at coordination level in Ammandue to theaccess constraints in Palestine.
- Analysethe impact of potential de-registration scenarios onlogisticsfunctions (procurement imports warehousing fleet supplier contracts).
- Develop and regularly updatelogisticscontingency plansto ensure continuity of critical operations.
- Identifyalternativelogisticssupport modalities(stock pre-positioning outsourcing shared services remote support).
- Contribute to the revision and implementation of the HQ-validatedProgrammeContinuity Action Plan.
Management
- Review risks and constraints related toprocurement processes ongoing contracts and suppliers.
- Anticipate potential supply chain disruptions and propose mitigation measures.
- Monitorlogisticsimplications of administrative and access restrictions (import/export customs clearance movements).
- Ensure traceability and compliance oflogisticsprocesses in line with HI and donor regulations.
3. FleetWarehousingand Facilities
- Assess the impact of the context
- Propose scenarios forrelocationdownsizingorreorganisationoflogisticscapacities asrequired.
- Ensure the safeguarding and security of critical assets and equipment.
- Ensure Archiving Process follow-up
4. Coordination and Support to Logistics Teams
- Work in close coordination with thePalestine Logistics Managerand fieldlogisticsteams.
- Ensure clearaccurateand controlledlogisticsinformation flow between field teams Task Force and HQ.
- Support teams in adaptinglogisticsprocedures in line with the Task Force and HQ decisions.
- Identifyneeds for temporary reinforcement or technicallogisticssupport.
5. MonitoringReportingand Information Management
- Contribute todaily Task Forcefollow-upand provide inputs to weeklyconsolidatedupdates to HQ.
- Document logistics-related risks constraintsdecisionsand actions in task force tools (logbook decision tracking table).
- Provide clearlogisticsanalysis and recommendations to support HQ decision-making.
6. Cross-Cutting Responsibilities
- Ensure full compliance with HIlogisticspolicies internal control frameworks and donor regulations.
- Maintain up-to-date archiving and documentation systems for procurement transport and stock activities.
- Provide monthly reporting and analysis to the Palestine Logistics Manager and contribute to overall mission planning and strategy.
- Ensure accountability to affected populations through transparent and needs-responsivelogisticssupport.
- Ensure a financial follow-up of the support service cost budget management
Requirements You have at least 3 years of experience in management of humanitarian logistics and at least 2 years of experience in emergency responses in conflict-affected countries.
You are able to handle conflicts you have strong interpersonal and intercultural skills with good communication and negotiation skills in English.
You have proven capacity to manage complex supply chains andlogisticsoperations in high-risk environments.
You got experience with remote team management andoperatingunder access constraints is highly desirable in-depth understanding of donor procurement rules humanitarian coordination mechanisms and emergencylogisticspreparedness.
