ROLE PURPOSE: The Child Protection in Migration Coordination Specialist will act as an expert facilitator to coordinate the IOM SCI and UNICEF - Protection for Migrant Children Joint Program - implementation in Egypt. This program overall gaol is to strengthen the respect protection and fulfilment of migrant childrens rights. This role holder will be expected to map the different CP migration interventions across the three agencies and other relevant stakeholders including services provided to migrant children and capacity building efforts; accordingly develop a comprehensive action plan to fulfil the program objective in Egypt. This role holder will be responsible to organize and co-lead on regular coordination meetings across the three agencies and with external stakeholders including governmental entities. S/he will assume budget holder responsibilities (relatively a small budget) and lead on some of the project activities to ensure that plans are inclusive and child sensitive. The Child Protection in Migration Coordination Specialist will also play a critical role in representing SCI networking and relationship building with relevant key stakeholders at national and local levels. The role holder will be responsible to support in coordinating other migration projects under SCI program. In the event of a major humanitarian emergency the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. | ||

KEY AREAS OF ACCOUNTABILITY: Planning & Coordination: Serve as Secretariat ensuring staff directory and contact information is up to date; and ensuring timely organized communication to keep all partners informed at country regional and global level. Map the child protection migration interventions across key agencies including services offered to migrant children and capacity building initiatives to develop a comprehensive action plan that addresses the joint program objectives. Organize and co-lead regular coordination meetings and facilitate joint planning (workplans and milestones) with focal points from the three agencies IOM SCI and UNICEF. Drafting meeting agendas and notes; reliably saving documents and communications in the joint IOM-SC-UNICEF Sharepoint site Actively attend the global coordination meetings provide updates on the projects progress and ensure timely deliverables of requested actions. Lead on facilitating an inclusive and child-sensitive planning processes ensuring participation of all relevant actors. In collaboration with the CP TA conduct consultative workshops and technical meetings with national stakeholders including government agencies child protection actors and civil society to fulfil the global program objective in Egypt; In collaboration with the CP TA ccoordinate with relevant government entities the planned capacity building interventions; In collaboration with the CP TA work closely with the program partners to Strengthen CP national Standard Operating Procedures (SOPs) tools and referral pathways for child protection in migration contexts; Work closely with the MEAL team for the generation and dissemination of evidence on good practices and costing of models where migrant childrens access to national services has improved Support the CP TA in developing technical terms of reference and facilitate the hiring process of technical consultants to deliver some of the project activities and follow up to ensure quality deliverables. Responsible for event or meetings organizations within the country Coordinate the consolidation of inputs from Country Team partners for the development of funding proposals aimed at scaling up programme activities in future phases Support SCI country office in coordinating some activities for other migration projects under SCI program. Conduct visits to other governorates for supporting the set up of other migration projects and coordinate with the relevant stakeholders and data collection needed for these projects. Support coordination and strengthen synergies across all projects addressing refugees and migration ensuring that all relevant Save the Children teams are regularly updated on emerging needs gaps trends and risks to inform adaptive programming and interventions; Conduct regular field visits to targeted and non-targeted governorates and support data collection efforts in collaboration with the CP TA other Technical Advisors Operations and MEAL teams. Budget Responsibilities and Compliance: Assume budget holder responsibilities (relatively small budget). Manageprojectsfinancial processes in close cooperation with the Finance team and in line with SCI finance policies and proceduresandwith grant agreement stipulations. Responsible forfinancial managementofthe projectsbudget; forecasting planning tracking of expenditures and burn rates. Ensure expenditures are approved andin accordance withthe budget lines. Ensure that SCI regulations are communicated to all staff and that all activities meet SCIs requirements financially and technically. Documentation and reporting Coordinate quantitative and qualitative reporting for the Country Team - in coordination with other Country Team Coordinators regional and global offices collate and share inputs to the final report for the donor. Produce and compile monthly briefs and quarterly reports about SCI interventions Responsible for the completion oftimelyreports from the three agencies to be submitted to the global team (as per agreement); Strengthen program learning and documentation in collaboration with the MEAL team; document good practice and lessons learnt throughout the project implementation. Shares best practices and lessons learned and more broadlyassistwith research design implementationevaluationand dissemination of best practices internally and externally. External networking: Maintain good relationships with partners government authorities INGOs UN agencies networks and other actors to ensure linkages and alignment for SCI migration programming Actively represent SCI in relevant working groups platforms. In case of Emergency: Promote childrens rights contributing to their well-being and protection in times of emergencies guided by humanitarian principles and code of conduct; During emergencies he/she should act in a way that facilitates SCIs response to emergencies giving priority to all assigned; and Be prepared to support SCI interventions in response to emergencies and show needed flexibility General: Demonstrate leadership in relation to Save the Children policies and practice with respect to safeguarding code of conduct health and safety equal opportunities and other relevant policies and procedures; Comply with Save the Children policies and practice with respect to safeguarding policy code of conduct health and safety equal opportunities and other relevant policies and procedures. Embed counter-fraud and ethical controls in all operational processes ensuring compliance with donor and legal requirements while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs; Ensure adherence to the Do No Harm principle across all coordination planning and implementation activities; Proactively identify map and assess contextual operational and safeguarding risks related to child protection in migration programming; and Support the development implementation and regular review of robust risk mitigation measures to prevent harm to children and affected populations in coordination with programme teams and partners. | ||
