TITLE: Awards Manager (national position)
TEAM/PROGRAMME: AwardsLOCATION: Damascus/Syria
GRADE: 2CONTRACT LENGTH: One-Year

CHILD SAFEGUARDING: (select only one)
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE: The Awards Manager is responsible for delivering an efficient and effective award management process for assigned portfolios. This role involves leading award management and developing best practices in the field.

ROLE PURPOSE:
The role has three main aspects:
and Develop the Country Office Award Management Effort: Spearhead the award management processes and initiatives.
Building of Staff: Focus on building the capacity of national staff on award management from opportunity identification to closeout ensuring adherence to donor requirements and maintaining quality data in AMS
of Best Practices Systems and Processes: Contribute to and develop best practice systems and processes for award management.
Key responsibilities include:
Acting as the key contact for the assigned awards throughout the award management cycle.
Handling donor communications strategic award portfolio management and reporting.
Providing strategic leadership to a dynamic team.
Collaborating with all departments and teams in the country and regional offices to develop staff capacity related to award management.
Offering on-the-job support to develop an award management system that aligns with Save the Childrens quality standards in consultation with the Director of Awards.
Additional responsibilities:
Coordinating internally with Save the Children members and locally based donors for the assigned awards.
Reviewing proposal packages and leading the Award Management System (AMS) to ensure internal proposal processes are followed.
Providing support and information to technical field-based and operations teams during project implementation to ensure donor-compliant awards.
Maintenance of systems processes and day-to-day team management will be the primary functions of the Awards Manager. This role is pivotal in fostering a culture that promotes the delivery of high-quality programs while continuously improving the capacity of the staff.
In the event of a major humanitarian emergency the role holder will be expected to work outside the normal role profile and adjust working hours accordingly.

Scope of the role:
Developing Self and Others; Networking
Build a high-performing emergency award management team to support best practices and high-quality delivery across the response.
Lead and support capacity building in award management for the AM team and other relevant staff including budget holders involved in the response.
Develop strong relationships with the region center and members escalating issues through the correct channels when required.
Ensure adequate staffing levels are maintained and handovers are planned and documented.
Communicating with Impact
Provide strategic support to the Response Team Leader on all aspects of award management including pipeline management through the creation and maintenance of the funding tracker.
Maintain effective communications with Save the Children Members providing timely updates on their awards and promptly flagging potential issues.
Ensure the production of high-quality timely reports that accurately reflect the impact achieved and lessons learned during award implementation.
Build and maintain relationships with relevant networks and award management staff of similar organizations in the country as well as local representatives of donor organizations.
Compliance (Systems Processes & Donor)
Champion awards management in emergencies by applying relevant waivers and tools for emergency response.
Ensure the Award Management System (AMS) is effectively maintained and up to date for all response awards and sub-awards including authorization and document retention.
Ensure key staff (including partners) understand donor compliance requirements rapidly but thoroughly throughout the project management cycle maintaining a complete audit trail of implementation and reporting for all awards.
Work with relevant program staff to ensure all implementing partners for the response operations undergo legal vetting before commencing work with Save the Children are engaged with appropriate agreements and have effective monitoring systems in place to meet donor expectations and requirements.
In rapid onset emergencies work with program staff to ensure capacity assessments and inductions into Save the Children policies are undertaken for all new partners taking necessary actions within an appropriate timescale.
Monitoring and Analysis
Use strong financial analysis skills to oversee the award portfolio and pipeline.
Collaborate with the finance department to provide technical advice on strategic donor cost allocations minimizing compliance issues where possible.
Lead the Award review meeting ensuring all key information are well coordinated and shared in advance in monthly basis.
Leadership Portfolio Management & Strategy
Work with the Response SMT to map seed and other sources of unrestricted funding across the membership to activate emergency flexible funding in the early stages of the response.
Coordinate with the existing CO AM team to build new donor relationships identified for the response.
Work with the existing CO AM team to align the existing portfolio with response needs according to the response scope and scale.
Provide detailed analysis of current/pipeline awards to the Director of Awards for review and further presentation to SMT.
General
Comply with Save the Children policies and practices concerning child safeguarding code of conduct and health.

QUALIFICATIONS AND EXPERIENCE:

Essential
Advanced university degree in International Development Business Administration or a related field; six years of professional experience in grant and award management within the humanitarian sector including at least one year in a senior-level capacity.
Experience with award management policies procedures and systems.
Previous experience in awards management within a humanitarian setting.
Excellent planning management and coordination skills with the ability to organize a diverse and demanding workload.
Proven track record of contributing to senior management teams and providing strategic support across multiple sectors or regions.
Extensive experience with NGOs including establishing and managing the award management function in the field.
Understanding of major humanitarian institutional donors (e.g. BHA ECHO DEC Sida SDC Danida Norad FCDO GFFO BMZ) including budgeting compliance and reporting; experience engaging with donors at a strategic level.
Well-developed skills in team and staff management with proven coaching and capacity-building abilities.
Knowledge of the financial aspects of award management and an understanding of operations and programming.
Strong attention to detail problem-solving skills and the ability to analyze trends.
Proficiency in Word Excel Outlook Internet Explorer and financial systems.
Ability to build relationships quickly with a wide variety of people demonstrating cultural awareness.
Patient adaptable and able to improvise and communicate clearly and effectively under pressure.
Strong written and spoken communication in Arabic and English and strong interpersonal skills.
