Requirements:

Minimum 15 years of experience in civil infrastructure and Utilities projects (Building roads highways Water Mains drainage TSE utilities etc.)
Minimum 5 years of experience in KSA in similar role
Knowledge of Local construction Saudi market cost historical data & Productivity rates market trends.
Proven track record in leading estimation teams for mega infrastructure and building projects

Tendering & Cost Estimation Requirements:

Expert in 5D Estimation Tendering and Cost Modelling using CCS Candy and HCSS HeavyBid or similar software programs producing accurate BOQs and detailed cost breakdowns.

Skilled in Procurement Strategy scope packaging RFQs supplier/subcontractor negotiations and best-value sourcing.

Strong in Bid Analysis & Benchmarking ensuring compliance competitiveness and precision across tender submissions.

Technical & Methodology Leadership Requirements:

Lead preparation of Technical Submittals clarifications and execution methodologies for multidisciplinary projects.

Develop Construction Methodologies and Execution Strategies optimizing cost time and quality outcomes.

Proficient in Global Measurement Standards: NRM 1/2 CESMM 4 POMI CSI SMM 7 for accurate cost planning and documentation.

Sustainability & Compliance Requirements:

Practical knowledge of LEED Estidama and Mostadam frameworks integrating sustainability and QHSE best practices within tendering processes.
