| ROLEPURPOSE: This position holder will be responsible for leading the implementation of the project case management interventions with consistency with Save the Children Child Protection Case Management common approaches and standards operating procedures. The job holder will be responsible for leading supervising and building the capacity of partner NGOs in a manner that ensure the appropriate quality and time of case management provided services. The case management officer will participate in developing Sponsorship annual plans. S/he in coordination with the MHPSS and Livelihood Officers and under the supervision of the project manager will ensure providing comprehensive service to project beneficiaries. S/he will provide support to partner NGOs case management officers and caseworkers to ensures the overall quality of the case management process. The position will also ensure regular monitoring of implementation besides submitting timely reports to the project manager to be included in the donor report. | |

KEY AREAS OF ACCOUNTABILITY: Project Implementation Oversee the implementation of the case management process ensuring high quality deliverables to fulfil our obligations to stakeholders at all levels. Orient partner NGOs staff on the context of child protection and case management of refugees in Egypt including available opportunities challenges previous activities legal and regulatory situation lessons learnt and other related issues. Develop and lead the partners NGOs capacity building plan including staff hiring conducting capacity needs assessment developing capacity building plan implementing and monitoring of the capacity building and technical assistance interventions in line with the project implementation plan. Provide on the job coaching and other related support to the partner NGOs case management officers and case workers and conduct regular supervision meetings with them to provide technical advice. Support the partners NGOs to establish an effective timely and quality case management system including developing all case management tools (internal regulations) Ensure that NGOs case management team are conducting clear and accurate screenings assessment and action plans with maintaining clear comprehensive accurate records of all contact with beneficiaries following the inter-agency case management standards operating procedures. Support the child protection technical advisor and the MEAL team in rolling out the case management quality benchmarks and revising the standard operating procedures (SOP). Ensure that the NGOs team operates as per the agreed implementation plans. Ensure proper data management and data protection of all the beneficiaries data. Attend regularly the monthly inter-agency meetings (Child Protection Sub-Working Group Case Conference and BID panel etc); Conduct regular case file audit to the partner NGO to ensure that they are up to date and check quality and consistency of work. Make regular field visits to provide support to case workers and partner NGO staff to respond to their inquiries on daily basis. Identify and organize collaborative partnership with new services providers. Work closely with the child protection advisor to ensure that the project case management provided interventions are working in parallel with SC case management standards operating procedures. Maintain close communication and coordination with other projects and technical units. Work closely with the MEAL team to monitor the quality of the case management intervention conducted by the NGO staff. Reporting and documentation Draft concise useful and analytical reports case studies and other documents as needed on a monthly quarterly and annual basis and as requested by SC donors and other stakeholders. Regular reporting to Project Manager with projects updates. Review the Partner NGO technical reports to improve quality of provided services. Organize and maintain project filling system. Staff Management and Development Participate with partner NGOs management in the development of job description selection criteria and recruitment of case management staff. Coordinate with partner NGOs management to ensure case management staff understand and can perform their responsibilities. Provide NGOs management with continuous feedback and suggestions for the development of case management staff. OTHER RESPONSABILITIES:
Ensure mainstreaming of SC Child Safeguarding policy in all the program activities. In case of Emergency: Promote childrens rights contributing to their well-being and protection in times of emergencies guided by humanitarian principles and code of conduct. During emergencies he/she should act in a way that facilitates SCIs response to emergencies giving priority to all assigned. Be prepared to support SCI interventions in response to emergencies and show needed flexibility General: Demonstrate leadership in relation to Save the Children policies and practice with respect to safeguarding code of conduct health and safety equal opportunities and other relevant policies and procedures. QUALIFICATIONS AND EXPERIENCE Bachelors degree in development related fields; having masters degree is preferable. Minimum of 4-5 years of experience in development/humanitarian aid; previous experience in case management programming is a must. Previous management experience is required. Highly developed interpersonal communication skills writing and organizational skills. Fluency in English and Arabic (spoken and written) is required. Experience with refugee/marginalized communities is required. Experience with capacity building for partners NGOs Commitment to SCIs values and policy; Familiar with the refugee context in Egypt and associated political/cultural sensitivities | |
