TITLE: Cash and Voucher Assistance Coordinator (Pending Donor Approval)LOCATION: Aswan

GRADE: 5CONTRACT LENGTH: One year

Child Safeguarding:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The role is expected to ensure quality and timely implementation and monitoring of the cash & voucher assistance as part of the project in Aswan through capacity-building and mentoring of the team responsible of CVA implementation. The role holder is responsible for the appropriate implementation of CVA operations in line with sectorial minimum standards internal policies and program guidelines as well as donor requirements.

Projects Scope:

The project is funded from the Swiss Development Corporation (SDC) and will be based in Aswan. The project duration is one year from January 2026 to December 2026. The project will be targeting Sudanese community in Aswan based in Aswan field office and the team will be working and based across 3 friendly spaces in areas with high Sudanese concentration as Karkar and Nasr Elnuba working on multisectors:

- Child Protection: case management for children exposed to protection risks besides providing emergency cash and cash for protection. It will also include mentorship program for children especially the unaccompanied and separated children. Additionally there will be capacity building for community leaders and teachers on CP and safeguarding. Furthermore there will be awareness raising for children on their rights besides awareness for their parents as well.

- MHPSS: providing groups and individual mental health and psychosocial support to the children in groups and also individually according the care plan of each child. There will be also positive parenting groups conducted for the parents. Moreover there will be community events held to enhance their wellbeing and integration.

- Education: it will include renovation for community learning centers of Sudanese community beside training to the teachers on the main technical and socio-emotional mechanisms. The project will provide education grants as well for the children enrolled in these centers. There will be also programs provided to the children who dropped out to enable them to return back to school and other program for children who have weak literacy skills.

- Livelihood: the component will have two tracks; wage employment and self employment. The 1st track will include capacity building for the beneficiaries followed by matching to employment opportunity. Beneficiaries will be supported by cash assistance and apprenticeship for 3 months. The 2nd track will be self employment starting with capacity building for the beneficiaries then provision of seed fund to start their business. Beneficiaries will have at least 3 month of coaching and monitoring. Vocational training will be also provided based on need.

- Cash Assistance: the project will provide multipurpose cash assistance for vulnerable families besides winterization assistance one-off for transportation education grants and cash for protection as well. There will be also awareness raising on money management for those receiving the cash assistance.

- Health: will include emergency nutrition screening and rapid nutritional support provided to newly arrived crisis-affected children and women. Additionally there will be support to the public health system by training provision to staff and providing medical supplies. There will be also trainings for mental health and GBV-related service providers in Aswan. The project will support the establishment of health service points within the community to provide health care services as check up and also providing cash for health.

Gender will be mainstreamed across all sectors with focus on gender equality in awareness sessions girls empowerment and health and protection support for GBV cases

SCOPE OF ROLE:

Reports to: (Direct Line): Senior Operations Officer

Staff directly reporting to this post: 6 volunteers

FIELD TRAVEL: The CVA coordinator is expected to spend at least 90% of his/ her time at the projects field sites

KEY AREAS OF ACCOUNTABILITY:

Ensuring Quality Programming
  • Supervise and coach the volunteers while conducting the vulnerability assessments in line with SC internal standards and expectations with technical support from CVA Specialist
  • Conduct CVA risk assessment in case of cash-in-hand and apply all risk mitigation measures to ensure safe cash distribution
  • Assist the CVA specialist in market assessments
  • Coordinate with other SC thematic areas including duplication and de-duplication check along with the project Manager or other external sector agencies ensuring assessment findings are documented and that all assessments include a disaggregated analysis of childrens needs and vulnerabilities;
  • Ensure effective coordination and collaboration across teams and smooth referral pathway from and to CVA component
  • Ensure that the identified CVA risks are incorporated in the CVA program design and SoPs and that mitigation measures are put in place at program level and/or on a case-by-case basis
  • Ensure that Standard Operation Procedures are applied up to date and disseminated internally across relevant stakeholders;
  • Ensure that CVA is effectively integrated into Protection and Education programming notably through effective referral pathways and protocols appropriate calculation methodologies of transfer values and the identification and mitigation of risks;
  • Ensure the targeting selection and registration of CVA beneficiaries in line with the programs SoPs;
  • Support preparation and distribution plans for beneficiary identification cards and distribution ensuring that risk mitigation measures are incorporated into SOPs for cash distribution.
  • Facilitate coordination between the MEAL teams and of SC Egypt for the management and update of the CVA program database of beneficiaries;
  • Ensure strong CVA monitoring systems are in place in close coordination with the SC MEAL teams including baseline post-distribution monitoring and endline surveys to monitor and evaluate CVA processes outputs and outcomes;
  • Monitor CVA and humanitarian trends and propose program adaptations in a timely manner when relevant focusing on identified and emerging risks as well as prevention & response to violence for children and caregivers internal/external referral pathways coordination with relevant service providers and the implementation of international standards and best practices;
  • Support timely programme and donor reports on CVA activities in compliance with internal Save the Children requirements
  • Deliver the money matters and gender equality decision making sessions
  • Responsible for updated and accurate database
  • Monitor carefully the budget and target reach with clear communication to the project manager
  • Detect the growth needs of the volunteers and highlight to CVA specialist to ensure improvement of the team and quality delivery of cash
Ensure strong accountability to beneficiaries by putting in place accountability activities ensuring that feedback from all relevant stakeholders is considered in program design.
Ensure that the humanitarian minimum standards are maintained in accordance with the Inter-Agency Standing Committees recommendations for CVA the CALP Network the Sphere Charter and Minimum Standards and the Core Humanitarian Standards.

QUALIFICATIONS AND EXPERIENCE

Educational Background:

Bachelor degree in social sciences development studies or any relevant area

Essential:

Minimum 2-3 years of previous relevant experience in child protection cash programming for refugees or migrants in particular;

Professional experience in partner collaboration and capacity-building

Excellent drafting interpersonal interviewing and communication skills;

Leadership experience at a similar job;

Proficiency in Arabic written and spoken is a must and English language is preferable;

Demonstrated ability to work with highly vulnerable groups;

Awareness of the security context and political situation in Egypt for refugees;

Able to work effectively within a team and/or individually;

This is a field job; the candidate must be willing to work in the field effectively

Well organized with strong time-management skills

Ability to work under pressure and to handle heavy and competitive works effectively Shares Save the Childrens vision and values

Desirable:

Previous experience working with NGOs.
