The Procurement Manager is responsible for managing and coordinating all procurement subcontracting and logistics activities for an offshore EPC project. The role ensures that materials equipment and services are procured in line with project requirements technical specifications schedule cost objectives and quality standards.
The position demands strong commercial acumen supplier management expertise and hands-on experience in sourcing for offshore engineering fabrication and construction scopes.
This role reports to the Project Director / Project Control & Services Manager and works closely with engineering planning construction logistics and QA/QC teams.
Key Responsibilities
1. Procurement Strategy & Planning
- Develop and implement the Project Procurement Execution Plan (PEP) in alignment with EPC project milestones and client procedures.
- Define procurement strategies for long-lead items critical packages and offshore construction materials.
- Ensure procurement schedules are integrated into the overall project plan; track key material and vendor delivery milestones.
- Develop and maintain supplier databases specific to offshore and marine supply chains.
2. Sourcing & Tendering
- Prepare and issue Request for Quotation (RFQ) packages ensuring clarity in scope specifications and delivery requirements.
- Evaluate commercial bids in coordination with engineering (for technical compliance) and contracts (for commercial risk).
- Lead technical-commercial alignment (TBE/CBE) and final negotiations with vendors and subcontractors.
- Prepare and issue Purchase Orders (POs) Subcontracts and Service Agreements in compliance with project terms and company policies.
3. Supplier & Subcontractor Management
- Identify prequalify and manage suppliers and subcontractors for fabrication coating offshore installation and marine equipment.
- Monitor supplier performance in terms of delivery quality and documentation compliance.
- Coordinate vendor data submittals inspection test plans (ITPs) and shipping documentation with QA/QC and expediting teams.
- Manage vendor kick-off meetings progress reviews and inspections (FATs/SATs).
4. Offshore Logistics & Materials Coordination
- Interface with logistics and marine teams for the transport of heavy equipment spools and structures to offshore sites.
- Ensure compliance with QatarEnergy and port authority regulations for import/export and offshore delivery documentation.
- Monitor fabrication yard material receipts storage preservation and issuance.
- Coordinate with construction to ensure readiness of materials for offshore load-out and sail-away.
5. Contract & Cost Control
- Ensure procurement activities are aligned with project budget and cash flow forecasts.
- Maintain transparency and traceability in all procurement transactions.
- Support claims variations and change order management from a procurement perspective.
- Ensure cost optimization and timely reconciliation of purchase orders and commitments.
6. Leadership & Governance
- Lead a team of buyers expeditors logistics coordinators and procurement engineers.
- Establish procurement KPIs and performance dashboards.
- Ensure adherence to ISO 9001 and company procurement policies.
- Report procurement status and material readiness to project management and client representatives.
Qualifications & Experience
- Bachelors degree in Engineering Supply Chain Management or Business Administration.
- Minimum 12 years procurement experience in EPC oil & gas projects including 4 years in offshore environments (platforms jackets topsides or subsea).
- Proven track record in procurement and subcontract management for large EPC contracts.
- Sound understanding of offshore fabrication marine logistics and installation supply chains.
- Proficient in ERP systems (SAP / Oracle / IFS) and procurement modules.
- Familiarity with QatarEnergy / ADNOC / ARAMCO procurement standards.
- Excellent negotiation communication and leadership skills.
Preferred Certifications
- CIPS / ISM or equivalent professional procurement certification.
- PMP or CCP (Certified Cost Professional) an advantage.
- Offshore survival (BOSIET/HUET) & H2S certification (preferred).
