Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Senior Campaign Officer will lead the design implementation and monitoring of the advocacy and public awareness components of the multi-phase Railway Safety Project implemented by Save the Children Egypt in partnership with ENR and EBRD. The officer will ensure alignment with national safety goals community empowerment and child-led advocacy initiatives while coordinating across local stakeholders civil society and public authorities. The role will lead on positioning rail safety as a public concern and promote behaviour change through policy dialogue and integrated campaigning.
Background information about the project:
Save the Children in partnership with the Egyptian National Railway (ENR) and the European Bank for Reconstruction and Development (EBRD) is implementing a multi-phase technical cooperation project aimed at enhancing railway safety awareness in Egypt. The project targets communities living near high-risk railway crossings with a particular focus on children youth and vulnerable groups. Phase I of the project (18 months) focuses on two high-risk hotspots with a potential expansion in Phase II.
SCOPE OF ROLE:
Reports to: Advocacy Campaigns Communications Manager (ACCM) Manager
Staff reporting to this post: None directly. Works closely with Campaign Operations Officer and project consultants
KEY AREAS OF ACCOUNTABILITY:
Advocacy and Coordination:
Coordinate inputs draft key sections and ensure the strategy reflects operational realities and stakeholder feedback to support the development and refinement of the advocacy and engagement strategy for the Railway Safety Project.
Liaise with ENR EBRD Ministry of Transport and other public institutions to ensure adoption of project guidelines and protocols at national and local levels.
Engage civil society actors private sector partners and relevant IFIs for joint advocacy and fundraising efforts.
Represent Save the Children in high-level coordination meetings roundtables and consultations related to transport community safety and SDG 11.

QUALIFICATIONS
EXPERIENCE AND SKILLS
At least 5 years of campaigning experience partnership management and research
Experience of and strong skills in developing and implementing advocacy and campaigning strategies;
Experience of research writing and editing clear accurate and engaging materials for a range of audiences and platforms;
Excellent skills in identifying key stakeholders building relationships advocating towards government officials and other advocacy targets
High level analytical and strategic thinking skills
Cultural awareness and ability to build relationships quickly with a wide variety of people
Patient adaptable flexible able to improvise and remain responsive and communicate clearly and effectively under pressure.
Excellent planning and coordination skills with the ability to organise a substantial workload comprised of complex diverse tasks and responsibilities
