JOB CONTEXT:
- The Palestine mission was up to February 2025 part of the Mashriq regional programme which covers Egypt Iraq Jordan Lebanon and Palestine. However the mission is now under the direct management of the Emergency Division (HQ).
- Since 2023 HI has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank including a longterm rehabilitation project in Gaza.
- The conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 100000 Palestinians have been injured in Gaza and several thousand among them have suffered from amputations or permanent impairments.
- The total budget for 2024 will likely be between 7 and 12 M EUR. The total number of staff is around 150 around 200 volunteers.
- Current sectors of activity: physical rehabilitation humanitarian mine action humanitarian logistics education in emergencies emergency preparedness disability mainstreaming/inclusion in humanitarian action advocacy.

- Externally: Mine Action AoR Victim Assistance Technical Working Group partners local authorities INGOs.
YOUR MISSION:
Under the responsibility of the Technical Head of Programs (THOP) and in link with the Armed Violence Reduction (AVR) Specialist and the Victim Assistance (VA) and EORE Explosive Ordnance Risk Education (EORE) Senior Technical Officer contributes to Humanity & Inclusions strategy in oPt.
Specifically she/he supports the implementation of a crosscutting and comprehensive approach to VA by HI in oPt as well as EORE and Conflict Preparedness and Protection (CPP) activities. As part of HIs Technical Unit she/he works closely with the field teams and other technical specialists especially in the thematic of Protection MHPSS Rehabilitation Inclusive Humanitarian Action and the other pillars of the AVR sector.
She/he provides technical guidance on specific and broader efforts in Victim Assistance EORE and CPP as well as quality management. She/he takes an leading role as cochair of the Victim Assistance Technical Working Group supporting the wider Mine Action Sector to develop and implement comprehensive Victim Assistance in oPt.. Finally she/he contributes to HI oPt Advocacy strategy.
Mission 1: Contributes to the implementation of a crosscutting and comprehensive approach to Victim Assistance (VA):
- Leads on delivering Victim Assistance and EORE/CPP needs assessments;
- Supports the THOP and AVR specialist to advance (through documentation tools etc. a comprehensive and crosscutting approach to VA for HI in oPt;
- Contributes to the AVR strategy development and support teams in its implementation;
- Promotes synergies and supports coordination between teams involved in VA and EORE/CPP activities;
- Works closely with other HI departments to ensure VA and EORE/CPP responsibilities are upheld and opportunities are seized.
Mission 2: Provides guidance technical support capacity building and quality management to VA and EORE/CPPrelated activities:
- Provides appropriate technical guidance (including tools) and support to project managers;
- Contributes to the reporting and information management of VA and EORE/CPP activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team (including setting up a Victim and survivors data base);
- Works with project managers and supervisors to identify key learning needs;
- Together with the AVR Specialist and THOP works to develop quality management guidelines and tools for VA and EORE/CPP;
- Monitors VA and EORE/CPP activities compliance with national and international standards and organizational SOPs;
- Ensures the capacity building of EORE/CPP TOs as well as relevant staff on Victim Assistance.
Mission 3: External liaison partnerships and representation:
- Liaises with relevant external actors as required including the Palestinian Mine Action Center UNMAS and the Mine Action Area of Responsibility;
- Leads the VA certification process (internal coordination document collection);
- CoChairs the Victim Assistance Technical Working Group including organizing meetings producing minutes and bolstering the functioning of the Working Group;
- Supports the representation of HI in the Mine Action AoR and the EORE/CPP technical working group;
- Contribute to the development and writing drafts new project contents for continuity or expansion of the projects under her/his technical scope;
Mission 4: Contributes to HI oPt Advocacy Strategy:
- Contributes to the implementation of the Advocacy Strategy;
- Provides technical (quantitative and qualitative) inputs to the Senior Advocacy Officer and review materials produced as needed;
- Maintain a regular VA and EORE/CPP external data monitoring to feed into the context analysis internal and external communication.
Mission 5: Emergency Preparedness and Response Responsibilities:
- Contribute to the support or implementation of emergency preparedness actions of the program(s) and during an emergency adapts his/her work modality in order to contribute to an effective HI humanitarian response.
CHARACTERISTICS OF THE POSITION:
Due to the current difficulties in obtaining anauthorization to enter Gaza it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.
Requirements
YOUR PROFILE:
- At least 3 years of experience in Humanitarian Mine Action (HMA) or Armed Violence Reduction (AVR);
- Previous experience working on Victim Assistance and referrals;
- Previous experience working in Explosive Ordnance Risk Education;
- Ability to multitask prioritise and work under high pressure;
- Committed to communitydriven participatory approaches.
