The North Carolina Department of Health and Human Services requires the services of a senior business analyst/metrics analyst to support the Strategy team within Information Technology Division

  • The North Carolina Department of Health and Human Services requires the services of a senior business analyst/metrics analyst to support the Strategy team within Information Technology Division to help with business case analysis, process re-engineering and to develop dashboards to measure organizational performance.
  • The role also includes development and maintenance of plans, documents, templates solutions etc.
  • by collaborating with all the cross functional ITD teams.

RESPONSIBILITIES

  • Works to understand the Information Technology Division structure, and overall organizational strategy and operating objectives, including their linkages to related areas.
  • Collaborate with cross functional teams to help identify performance measures that align with organizational strategy.
  • Develop and maintain dashboards in various formats utilizing Power BI and other such tools for different audiences.
  • Monitor and evaluate performance metrics to identify areas of improvement.
  • Collaborate with various teams to document and centralize ITD processes using BPM standards.
  • Help develop and maintain SharePoint sites for ITD teams.
  • Conducts market research and analysis for IT specific use cases as needed.
  • Develop processes and standards to maintain Training Tracker for the organization.
  • Assist with IT Strategy Analyst to develop and maintain the ITD biennium plan.
  • Collaborate with the Workforce Strategy Manager to develop workforce strategy plans and develop roadmap that aligns with the modernization strategy.
  • Assist Workforce Strategy Manager to develop the DEI charter.
  • Develop various PowerPoint presentations for executive level meetings.

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

  • Demonstrated experience developing dashboards using Power BI, or similar tools.
  • Extensive understanding of SharePoint end user experience, sites, libraries, lists, groups, and general functionality.
  • Strong writing and communication skills and can build relationships with both their team members and clients.
  • Results-oriented individual with a very strong work ethic and must be able to demonstrate excellent negotiation, communication, and problem-solving skills.
  • Ability to work with customers as a member of cross-divisional work groups and maintain positive and productive relationships with customers, peers, and superiors.
  • Ability to act independently with sound business judgment and thrive in an environment with diverse communication styles.
  • Ability to prepare and present oral and written documents clearly and concisely.
  • Exhibit comprehensive knowledge of the work requirements demonstrated by an in-depth understanding and use of advanced principles, theories and practices associated with Business Analysis and PMI PMBOK Guide and Standards.
  • Experience working with customers to advise on strategies, alternatives and the implications of specific application customization and interface design.
  • Ability to manage complex assignments with multiple work streams and aggressive (and sometimes competing) timelines.
  • Understanding of Software Development Lifecycle (SDLC) concepts and processes.
  • Experience with Microsoft Office Suite (MS Word, EXCEL, PowerPoint, Visio) and Microsoft Project.
