REAL ESTATE DEVELOPMENT DIRECTOR
GENERAL SUMMARY
Projects Development Director of Tilal Real Estate works closely with the CDO and as part of a team that will lead and implement Tilal strategic goals, objectives, and priorities by developing a pipeline of development projects.
The Director will plan, organize, and manage all functions and activities assigned, including activities and coordination with all stakeholders, suppliers, contractors, public officials, and the clients.
They will be responsible for originating, coordinating, and implementing all aspects of pre-execution phases of development projects - from deal origination and feasibility through tendering, construction contracts awarding, and closing. Projects will include construction and acquisition/rehabilitation, as well as joint ventures with other developers.
The Real Estate Development Director contributes to the company s success by providing strategic planning, project management, and financial oversight in new build development projects while maintaining the highest standards of excellence in terms of quality. They will be responsible for delivery of the real estate development program and responsibilities will commence in the development lifecycle at the site identification and acquisition stage through due diligence to construction and to the ultimate handover to the operational business unit. The role will be based in a regional office with frequent site visits. Every development project has challenges and issues that need to be overcome, and this role will be to deploy strong leadership and problem-solving skills in order to lead the process so that budgets and time frames are met and outcomes are consistent with quality expectations.
RESPONSIBILITIES AND DUTIES
Manage all phases of development for housing and commercial development projects, including identifying new projects, developing feasibility studies, managing the design, managing tendering and all pre-execution phases.
Conduct all physical, financial, and operational due diligence on projects during feasibility, tendering and pre-execution phases.
Coordinate pre- execution development activities, including but not limited to:
a) New opportunities analysis
b) Technical requirements analysis
c) Statutory requirements analysis
d) Financial planning requirements analysis
e) Design and value engineering
f) Tendering and submitting technical and financial offers
g) Technical evaluation of contractors
h) Contract Management and construction documents
Identify and source qualified architects, engineers, environmental firms, construction companies and other professionals as needed.
Coordinate with marketing, sales, and lease teams before, during, and after construction to ensure smooth clients/tenant relations
Oversee compliance with municipality, and other government offices.
Coordinate responses to Request for Proposals, Request for Qualifications, Request for Information, etc.
Oversee regional scheduling of work in line with company goals and objectives
Communicate and manage all issues and risks affecting the projects
Communicates project status to project participants and stakeholders accurately and on time. Develop and implement solutions to correct any deviation.
Lead and manage a large team of professional consultants to ensure effective project delivery
Develop and manage budgets for development projects together with the Finance Manager during the site acquisition phase. Appraise and profile the associated risks for development.
Manage the site Due Diligence process to ensure that all development risks are identified and quantified.
Manage the approval and permitting phase of the development process and ensure approvals are in line with company requirements. Maintain positive relationships with jurisdictions and planning commissions to ensure same.
Manage the detailed design phase of the projects, ensuring strict adherence to corporate specifications and attention to cost management
Managing the bidding, negotiation, and construction contract process
Monitor general contractor and vendor performance during construction phase
Ensure that the projects are effectively handed over to the company from the contract with completed documentation and in a right first time manner.
Ensure that the projected expenditure is under constant review and any anticipated deviations are highlighted and controlled
Ensure that construction projects are in line with current health & safety laws and internal company requirements
Support development efforts by working closely with other departments to determine more effective processes and tools

EDUCATION, EXPERIENCE AND QUALIFICATIONS REQUIREMENTS
Bachelor s degree in architecture, architectural engineering, or engineering.
Certification in Project Management, Real Estate Development, Construction, or related field
Minimum of 12 years of experience in real estate development projects with a focus on pre-execution phases
Knowledge of construction and project management processes.
Must have proven ability to manage multiple pre-execution real estate development projects simultaneously, to lead multiple teams, and to effectively solve problems on a variety of issues that may occur during the real estate development process.
Experience working in a client-side real estate development environment
Understanding of business and management principles involved in strategic planning, resource allocation and project management
Business analysis skills, with the ability to foresee issues, develop constructive solutions and provide decisive recommendations
Knowledge of local laws and regulations regarding real estate development
Ability to present to large groups of people
Ability to work independently and react quickly in a demanding fast-paced environment
Ability to manage multiple projects at one time, balance priorities and deadlines
Ability to motivate and direct people effectively through positive leadership
Ability to interact with diverse individuals and develop solutions to problems
Position requires driving, valid Saudi Driver s license is required
Expert in Primavera or other comparable program management software
Highly developed written and oral communication skills, including preparation of reports, briefing papers, and correspondence.
Excellent organizational coordination, problem-solving, and time management skills, including the planning and managing of multiple projects.
Ability to be proactive and capable of resolving complex problems expeditiously.
Dealmaker s sensibility and skills to proactively identify new projects.
