Senior IT Officer, Architecture – Business Solutions

The mission of the Corporate Information Technologies Department (CIT) is to use technology to enable IFC’s strategic priorities and to support business and operations. By acting as the technology partner and business enabler, the department provides state-of-art IT solutions to support IFC’s operations.

CIT is seeking an experienced IT professional to augment the Application Solution Architecture function within the IFC’s Architecture and Technology unit (CITAT).

Requirements

• Build a strong solution architecture practice, aligned with the WBG enterprise architecture strategies, principles and to guide the implementation of all IFC’s systems.

• Ensure sound architectural practices are adopted and applied within the IFC IT program that would lead to optimization of the IFC IT landscape, applying such approaches as re-use, knowledge sharing, outsourcing and standardization.

• Establish and maintain robust coordination with multiple teams across CIT delivery portfolios, infrastructure, Office of Information Security, Enterprise Architecture, Database administrators, project managers, portfolio PMOs, innovation initiatives, subject-matter experts, and various business stakeholders.

• Develop and maintain architecture and design blueprints for strategic/transformation programs and products in alignment with organizations IT Strategy, WBG approved technology stack and implemented based on industry best practices, guidelines, and standards.

• Architect, design highly scalable, available, and fault tolerant systems in the Cloud (AWS and Azure) and on-premises.

• Lead the technical engagement for defining and documenting application architectures aligned with enterprise standards, guidelines, and best practices.

• Ensure solution architectures for enterprise solutions drive efficiencies, improve performance and reliability, increase innovation, and reduce costs. These solution architectures could be cloud-native, on-premises or leverage a hybrid cloud model. • Ensure solutions leverage industry standard enterprise integration technologies to integrate disparate systems on-premises, in the cloud and across cloud providers.

• Build, maintain key architectural artifacts and ensure alignment with architectural guidelines, best practices, and blueprints.

• Lead and/or take part in deep-dive session and design exercises with various stakeholders across CIT and ITS to envision and blueprint enterprise grade solutions for IFC.

• Define transition approaches and roadmaps for migrating legacy systems.

• Lead the definition and elaboration of technical strategies and patterns.

• Develop and deliver compelling presentations and demos to achieve buy-in from relevant stakeholders and to communicate the same to implementation teams.

• Conduct technical reviews and impact assessments on solution designs submitted by implementation teams.

• Translate business requirements into technology requirements for inclusion in contracts and/or statements of work (SOW).

• Lead engagements to provide technical quality oversight at various points throughout a project lifecycle.

• Identify opportunities for innovation.

Selection Criteria

• Bachelor’s Degree with a minimum of 10 years relevant experience in Computer Engineering or relevant area or Master’s degree with a minimum of 8 years relevant experience.

• Cloud certification offered by AWS/Azure is required.

• Ability to grasp high level concepts to create technical solutions to meet business needs.

• Self-starter with a track record in learning and applying technologies.

• Outstanding analytical and problem-solving skills, including the ability to analyze problems and identify the root cause.

• Extensive experience and very detailed knowledge of Cloud Computing; infrastructure, services, products, best practices, and standards; as these relate to virtual machines, databases, integration, CDN, performance and monitoring, security, auto-scaling, scalability, elasticity.

• Experience and knowledge with modern authentication, authorization frameworks and technologies.

• Experience and knowledge of DevSecOps (Azure DevOps) principles, practices, and tools.

• Development experience in .Net Core and modern UI frameworks such as React is preferred.

• Experience and knowledge in implementing containerized applications in either AWS or Azure cloud environments.

• Experience and knowledge in implementing solutions that leverage business process, workflow management and document management capabilities.

• Experience in implementing enterprise grade solutions leveraging languages such as .Net and Java.

• Experience and knowledge in SQL and non-SQL databases; Oracle, MS SQL, PostgreSQL, and MongoDB

• Strong verbal and written communications skills are a must, as well as the ability to work effectively across internal and external teams and virtual teams.

• Excellent oral and presentation skills – Formal presentations, whiteboarding, large and small group presentations is highly desired.

• Experience of delivering systems using Agile methodologies

• Experience of architecting, designing, and developing product-based solutions and systems
