Procurement Category Manager ICT

Rate of Pay: 339.60- 448.97 per day

Summary:

The Procurement Category Manager ICT will provide senior specialist procurement expertise to support the effective compliant and value-driven procurement of ICT goods services systems and technology-related contracts across the Council. Working within Corporate Procurement the post holder will lead procurement activities across the ICT category ensuring procurement strategies sourcing activities and contract management approaches support organisational priorities legislative compliance value for money and service transformation.

Responsibilities:

• Ensure procurement outcomes deliver value for money social value ethical procurement sustainability and compliance objectives.
• Ensure procurement activities comply with the Procurement Act 2023 Council Contract Procedure Rules (CPRs) public procurement regulations and internal governance arrangements.
• Develop compliant tender documentation evaluation frameworks KPI measures contract structures and procurement timelines for ICT-related procurements.
• Support the development review and implementation of procurement strategies policies systems and innovative working practices.
• Represent the Council at regional or national procurement meetings partnerships and collaborative procurement initiatives as required.

Qualifications:

• Degree-level qualification or equivalent professional experience in Procurement Business Commercial Management ICT Law Finance Public Administration or a related discipline.
• Knowledge of the Procurement Act 2023 public procurement legislation contract management and procurement governance frameworks is essential.

Essentials:

• Significant experience working within procurement category management contract management or commercial services in a complex environment.
• Experience leading complex procurement exercises involving ICT systems software digital services or technology-related contracts.
• Experience managing tendering processes including market engagement sourcing procurement routes evaluations KPI development and contract award.
• Experience maintaining procurement systems contracts registers reporting and governance documentation.
