The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.0. BACKGROUND. Per US Navy Regulations, SECNAVINST 1730.7E, SECNAVINST 1730.9A,

SECNAVINST 5351.1, and OPNAVINST 1730.1E it is incumbent upon Commanding Officers (COs) to have a CRP which accommodates the religious needs and rights of assigned military personnel, eligible family members, and other authorized users. Per SECNAVINST 1730.7E, civilian religious ministry providers (CRMP) may be contracted to lead religious education services, events, and programs.

1.1. The object of this contract is to secure the services of a Young Adult Ministry Director who can support programs, events, and services tailored to meet the religious and spiritual needs of the 18-25 age demographic. The YAMD functions as part of a religious ministry team (RMT) led by the command chaplain, who is the Department Head accountable to the CO. Other civilian personnel and volunteers may support the YAMD in the execution of religious services, events, and programs. These personnel shall function under the leadership of the YAMD, who is accountable to the Command Chaplain.

1.2. Religious services, events, and programs led by the YAMD will support the religious needs of young adults aboard NCBC Gulfport. The YAMD will work in coordination with the command chaplain to assess those religious needs. The YAMD will report all religious facilitation needs of other faiths to the command chaplain. The YAMD cannot provide confidential counseling or advisement to the Commanding Officer. The YAMD will refer all confidential counseling and command advisement needs to the command chaplain. The presiding chaplain is responsible for all elements of religious services, programs, and events provided by the YAMD. All programs, events, and services shall be conducted at the discretion of the presiding chaplain. The YAMD will not collect Religious Offering Funds (ROF).

2.0. PERFORMANCE. The performance of this contract begins October 1, 2022 and is for two years.

2.1. Report to the Command Chaplain who is the Contract Subject Matter Expert and Religious Ministry Department Head who is accountable to the Commanding Officer.

2.2. Provide leadership, direction, and administration in support of all YAMD programs, events, and services.

2.3. Accomplish CRP administrative requirements in a timely fashion.

2.4. Be neat, clean, well- groomed and in appropriate clothing when providing services and in public areas.

2.5. Become acquainted with and obey pertinent DON and DOD instructions. Perform in a manner that precludes any waste of government resources. Do not use government equipment for personal business. All motor vehicles operated on the installation by the Youth Ministry Director shall be registered with base security and operated according to applicable directives.

2.6. Work in coordination with the Command Chaplain and RMT members to maintain a flexible work schedule that can adjust to CRP and command operational requirements.

3.0. TASKS. The Youth Ministry Director will provide the following:

3.1. The YAMD will provide religious programs, events, and services at Seabee Memorial Chapel or other locations approved by the command chaplain. The YAMD is authorized to use chapel facilities, equipment and materials in support of young adult services, programs, and events. Requests for facility and material support will be made in a timely manner. All programs, events, and services shall be conducted at the discretion of the presiding chaplain.

3.2. Communicate ministry funding requirements to the command chaplain via the departmental Leading Petty Officer. Funding requirements requests will be made quarterly or as needed.

3.3. Young adult ministry will be tailored to reach the 18-25 age demographic:

3.3.1 Plan, coordinate, and conduct weekly young adult ministry on a weekly basis. Plan weekly young adult ministry support in coordination with the command chaplain.

3.3.2. Advise the command chaplain on creative and innovative ways to meet the spiritual and religious needs of the 18-25 age demographic.

3.3.3. Collaborate with the RMT and other ministry providers as needed in support of young adult ministry opportunities.

3.4. Attend the Tuesday morning weekly RMT meeting. If unable to attend, submit a ministry update and requests for support to the command chaplain.

3.5. Submit information to the RP s as needed for advertisement and publication support.

3.6 Submit all required Youth Ministry Director documentation in a timely manner.

3.7. Upon consultation with the command chaplain, secure an adequate substitute for vacation periods and when otherwise necessary. Any financial compensation for the substitute providers shall be the responsibility of the YAMD Youth Ministry Director.

3.7. Maintain current credentials for access to the installation. Comply with station and government policies and regulations in regard to identification badges, parking, and professional decorum.

3.8. Candidates must be able to perform moderate physical work. Some walking, standing, carrying of light items, cleaning of immediate work area is required.

4.0. QUALIFICATIONS. Preferred consideration for the position of YAMD will be given to the offeror(s) who best meets the following professional and personal requirements. Only qualified applicants need apply:

4.4. Professional. Candidates for this contract must have at least 2 years of young adult ministry experience or equivalent, and the requisite skills to support a variety of young adult ministry services, events, and programs. Examples include, but are not limited to: youth pastor, campus minister, college/university chaplain, catholic young adult religious educator, religious camp counselor, parachurch young adult ministry leader, young adult ministry program director, etc. Exceptions can be made for candidates who do not meet this requirement. The Command Chaplain will make that decision during the interviewing process.

4.4.4. Education. Candidates must have a high school diploma and some college education experience. Candidates with college educational experience in a field related to young adult ministry will be preferred.

4.4.2. Candidates must be able to plan, coordinate, and provide young adult ministry support that is approved by the Command Chaplain onboard NCBC Gulfport, MS.

4.4.3. Candidates must interview for the position of YAMD. The interview(s) will be conducted by the Command Chaplain, Catholic Priest, Protestant Chaplain, Leading Petty Officer, the Chapel Religious Program Specialist, and other NCBC Gulfport personnel selected by the Command Chaplain. The interview will be led by the Command Chaplain.

4.4.4. Candidates must have a working understanding and be able to support the Navy organization and the pluralistic ministry requirements that affect the use of chapel facilities and staff. An offeror with no previous Department of the Navy (DON) experience must demonstrate such understanding to the satisfaction of the Command Chaplain within three months of the start date of the contract.

4.2. Personal. Candidates must have a religious background, be a person of high moral character, and maintain a teachable attitude.

4.2.1. Candidates must have a positive and pleasant demeanor when interfacing with others
