About the Opportunity:

The Web Solution Architect Contractor shall build websites using Azure and Drupal as the content management system hosted on a FEDRAMP approved CLOUD based platform that meets regulatory compliance standards in accordance with NIST (in the areas of Information Security and Cyber Security) follow relevant AmeriCorps agency policies and use applicable governance processes established by the Office of Information Technology to achieve approval by AmeriCorps Investment Review Board Technical Review Board and Agency CEO. As defined in a Call the Contractor shall design and develop a Minimal Viable Product (MVP). The Government plans to issue subsequent Calls to mature the MVP by incorporating prioritized functionality & features to the MVP system as well as training transition maintenance & upgrades efforts. The purpose of some websites is to increase access to the agencys evidence and technical assistance assets by acting as a centralized location with integrated pathways to connect resources. The websites shall facilitate use of evidence via an online hub where various agency stakeholders can access the agencys evidence building and compliance assets wholistically essential for achieving learning goals. Access to critical activities with intentional user experience focused on learning will amplify the agencys culture of learning opportunities. The Contractor shall build websites independent to but using the current AmeriCorp.gov web structure. Identified entry will be through a Page Header entry point; e.g. for ease of user experience. As defined in a Call the Contractor shall research discover design develop build and maintain an online singleentry point learning experience titled AmeriCorps Learning and Resource Campus (Learning Campus) that amplifies the agencys learning opportunities. The Learning Campus shall provide access to materials that allow learners the opportunity to advance their learning at different educational levels from simple learning opportunities to more advanced learning opportunities crossfederal organization resource sharing via connected platforms evidence exploration that drives innovation and the ability for tailored networks and learning clusters for evaluation knowledge and capacity building. For the Learning Campus build identified stakeholders in AmeriCorps State and National (ASN) and Public Health AmeriCorps (PHA) grantees are the focus and intended audience. The Learning Campus aims to provide AmeriCorps partners with credible actionable and timely information and resources about building and using evidence for learning innovation and award compliance. A core tenet of the AmeriCorps Learning Agenda is improving internal and external audiences evaluation competencies to be informed consumers of evidencebased research and influence policymaking. The Learning Campus solution shall allow ease of access to training and technical assistance strategic award lifecycle learning evaluation technical assistance foundational scholarship guidance materials and tools that reinforce develop and improve successful competencies for evaluation research and use of evidence in achievement of this core goal. Successful award management at AmeriCorps is not merely about reducing risk and complying with federal statute but is also the evaluation of achieved outcomes innovation and scaling to attain positive community change from our investment in people organizations and communities.

Primary Responsibilities

Design and develop system architectures define key capabilities and performance requirements and identify design and technology maturity constraints of the system in accordance with AmeriCorps requirements. Develop system implementation approach and operational concepts ensure requirements are met and valuate performance. Perform routine web site audits as well as ongoing maintenance on an as needed basis.

Basic Qualifications

• Must have 8 years experience with Drupal (latest version 9.x) and PHP

• Bachelors must be within Computer Science or related field
