Description:
The client is looking for an advanced level Project Manager II to work 40 hours a week as a Project Manager for the DNR IT Project and Portfolio Management Section providing services to Environmental Management Division Bureau of Remediation and Redevelopment.

Skilled in managing complex IT projects leading teams supporting stakeholders and implementing IT infrastructure. 10 years
Knowledge and direct experience working as a business analyst/project manager in collaboration with IT professionals such as developers and business experts to create requirements and develop technical specifications for use in developing custom applications. 10 years
Proficient in project management methodologies like Agile Scrum Kanban or Waterfall. 10 years
Proficiency in business analysis methodologies and best practices related to business needs investigative techniques workflows use cases user stories comparison analysis time and cost estimates data analysis tools and techniques. 10 years
Highly analytical and selfmotivating with the ability to prioritize meet deadlines and manage changing priorities. 10 years
Nice to Have:
Experience working with legacy applications.

Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. Local candidates are preferred. Services to DNR must be physically completed within the State of Wisconsin including during remote work. Current Remote work policy is 60/40 (2 days required in office per week). Specific days will be aligned with program needs.
Headquarters is downtown Madison WI.
This work requires 40 hours/week work for a candidate with advanced skillsets and experience.

The most qualified candidate will have Direct experience as a business analyst collaborating with IT professionals to develop technical specifications and requirements for custom applications.
  • Skilled in managing IT complex projects leading teams supporting stakeholders and implementing IT infrastructure.
  • Proficiency in business analysis methodologies including investigative techniques workflows use cases and user stories.
  • Expertise in data analysis tools like SQL Excel data visualization and statistical analysis software.
  • Ability to collaborate with technical experts end users and other stakeholders to gather information about functions features data requirements input requirements and output requirements.
  • Ability to use analytical and investigative skills to accurately document the business needs through requirements gathering.
  • Experience with requirements management tools such as Confluence or DevOps.
  • Proficient in project management methodologies like Agile Scrum Kanban or Waterfall. Ability to create technical specifications identify project roles track resources budgets and monitor project progress.
  • Strong communication skills for reporting conflict resolution and stakeholder engagement.
  • Ability to prioritize tasks adapt to changing demands and facilitate risk management. Knowledge of system analysis techniques business intelligence tools Oracle databases and SDLC.
  • Experience writing clear and concise documentation for technical and nontechnical audiences.
  • Highly selfmotivating with the ability to prioritize meet deadlines and manage changing priorities.
Additional Skills:
Familiarity with SharePoint legacy applications and government environments.
Responsibilities:

1. Orienting to current applications and collaborating with team members.
2. Leading discussions and interviewing stakeholders to understand business processes.
3. Researching and documenting current processes and workflows.
4. Thoroughly documenting the business needs through requirements gathering.
5. Analyzing business requirements and proposing innovative solutions using data analytics.
6. Creating solutions aligned with program goals.
7. Identifying process improvement opportunities.
8. Understanding regulatory and reporting requirements.
9. Communicating with stakeholders and transferring knowledge to the development team.
10. Create and oversea a comprehensive workplan monitoring progress and adjusting timelines and strategies as necessary to ensure efficient project execution.
Reporting to the DNR IT PMO Supervisor and Business Relationship Manager this position adheres to DNR IT standards software and tools to fulfill its tasks effectively.
Pay range: $43 to $48 per hour on W2.
