Morgan State University (MSU), a coeducational institution, is located in a residential section of Baltimore, Maryland. The University has a comprehensive undergraduate curriculum with more specialized offerings at the masters and doctoral levels. The University offers an extensive range of academic programs through the doctorate.

The Office of the Registrar, where our mission is to facilitate the undergraduate matriculation process from admission to graduation from the University. We operate under a student-focused philosophy that says we will provide the highest level of customer service, professionalism, courtesy, and efficiency to the campus community. The Office of the Registrar seeks two (2) detail-oriented Transfer Evaluation Specialists to provide academic transfer credit and articulation services to our incoming student population. This position exists to articulate and process transfer credit by researching and analyzing transfer credit work and integrating these courses into the transfer equivalency tables. Under the direction of the University Registrar and direct supervision of the Associate Registrar, the Transfer Evaluation Specialists will support and navigate students, staff, faculty, and other constituencies (internal and external) on MSU academic transfer credit process and policies. The Transfer Evaluation Specialists will evaluate student transcripts and provide students with individualized reports of transferred credit. The Transfer Evaluation Specialist position can be fully remote.

Duties & Responsibilities:

Review, interpret and evaluate college transcripts for newly admitted students to determine the placement of transfer courses to prepare transfer credit evaluations accurately; the review of all transfer credit from various sources, including other educational institutions and workplace learning, evaluated by a recognized agency such as ACE, and tests/examination credit. Utilizing and entering course equivalencies into Banner Student Information System (SIS), College Source Transfer Evaluation System (TES), The Articulation System for Maryland Colleges and Universities (ARTSYS), research transfer institutions to determine accreditation, institution type, degree levels, calendar system, course numbering, grading system, and transferability of courses to MSU. Responsible for comprehending/interpreting institutional accreditations and policies per the Maryland Higher Education Commission, C.O.M.A.R, and Maryland General Education policies.

Essential job duties:

1. Research and review post-secondary traditional and non-traditional academic credit, including college transcripts, tests, and examination credit [AP, IB, CLEP, A.C.E., and military].
2. Maintain the Degree Audit and Transfer Credit systems by creating course equivalency grids and inputting transfer course equivalencies and rules in Banner, ARTSYS, and TES systems.
3. Responsible for comprehending/interpreting institutional accreditations, MD Higher Education and COMAR policies, and MD General Education policies.
4. Experience interpreting core requirements for each major at MSU.
5. Responds to calls and emails from academic advisors and students regarding course transfer and applicability toward a program of study.
6. Participates and assists with projects as assigned to develop further and improve processes and resources.
7. Contributes to the continued improvement of the department through active participation in meetings, training, presentations, and professional development opportunities.
8. Perform other job-related duties as assigned.

Education, skills, and experience required:
1. BA/BS degree from an accredited higher education institution.
2. Strategic thinking with the ability to identify and solve problems and deal with multiple projects simultaneously.
3. Flexibility to deal with changing department needs.
4. Strong interpersonal skills and the ability to work effectively with a broader range of constituents.
5. Experience with curricula and accreditation of international and U.S. institutions.
6. Strong customer-service focus.
7. Excellent organizational skills with attention to detail.
8. Ability to communicate and interact with others individually and in groups. Work well as part of a team and communicate effectively with various constituents. Awareness of how one interacts with others. Includes verbal and non-verbal communication skills and listening skills.
9. Demonstrated ability to work independently (e.g., by assigning work from a queue for completion) and collaboratively with colleagues.
10. Responsible for data entry, collection, and synthesis of data for reporting purposes.
11. Research-driven utilizing online and paper-based resources, websites, books, course syllabi, course descriptions, college catalogs, and other documents to properly evaluate and equate transferred courses.
12. Well-developed problem-solving and analytical skills acumen.
13. Maintaining contact with transfer coordinators and department chairs concerning course equivalencies.
14. Broaden procedures and safeguards to protect students at MSU throughout the training process and work with the academic community to design efficient transfer tools toward retention and graduation.
15. Respond to MSU advisors and inquiries from other colleges/universities concerning equivalencies.
16. Attends state, regional, or national professional development opportunities on a limited basis.
17. Ensure departments' conformity to established policies and timelines and assist in developing and maintaining detailed training and procedures manual for the registrar's office.
18. Well-versed in student privacy issues, compliance with state and federal laws, and those laws and regulations governing the safekeeping of student records (e.g., FERPA, Personally Identifiable Information, General Data Protection Regulation {GDPR}).

Computer literacy and technical proficiencies: Experience with higher education enterprise student applications and student information systems such as

1. Ellucian Banner Student Information System (SIS) or Student Information System, College Source Transfer Evaluation System (TES ), Maryland ARTSYS articulation system, or other computerized student information system.
2. Cloud-Based Document Management System ( e.g., Ellucian Banner Document Management), Google Suites Platform, Email Management System (or Customer Relationship Management-CRM), Smartsheet, EAB, etc.)

Preferred skills and experience
1. Interest and aptitude for exploration of new methods of solving problems.
2. Knowledge of student records management law, policy, and administration.
3. Knowledge of NCAA regulations and requirements.
4. Prior experience working in an Admissions Office or Registrars Office.
5. Understanding institutional and external data and data-driven principles related to the institutions strategic plan, mission, and values.

Physical Requirements:
1. Ability to attend/conduct meetings and training within the MSU community.
2. Ability to interact via telephone, in-person, and electronic media.
3. Position can be fully remote, which requires an appropriate work environment within their home for work purposes. While performing the duties of this job, though working remotely, the position must have a professional setup and conduct meetings in a typical office environment with minimal noise. Morgan State University will not be responsible for costs associated with the team member's home office setup, such as remodeling, furniture, or lighting, nor for repairs or modifications to the home office space. Logistic requirements include timezone and flexibility to travel to Morgan State University when needed.
