Role Systems Analyst
Location: The primary place of performance is onsite at 80 Calvert Street Annapolis MD 21401;
May require travel to other offices as needed. Some teleworking may be allowed.
Duration: 12 months

Background: FMIS is the official accounting system of record for the State of Maryland comprised of accounting purchasing and inventory and reporting applications. The State implemented this system in the mid1990s. The state brands the former as ADPICS and the latter as RSTARS. Due to changing business and technical constraints. The State of Maryland is replacing its Financial Management Information System (FMIS). The state is encountering increasing difficulty in providing the required functionality and service levels.

This position will serve as FMIS Application Functional Support for the Financial Application Systems (FAS) group. This position is responsible for analysis problem resolution documentation and training for the States financial application (FMIS).

Duties and Responsibilities:

  1. Performs problem analysis to provide appropriate and timely corrective action when agency user operations are adversely impacted by application systems malfunction or error.
  2. Reviews error codes generated by the application system to determine the appropriate course of action for correction.
  3. Assists technical programmer analysts in the design development and testing of application system corrections or enhancements by analyzing modifications recommended determining system impact and estimating effort and resources required to perform modification.
  4. Document functional requirements for new and existing processes as necessary.
  5. Create test scripts and support the testing as necessary.

Education:

A bachelors degree from an accredited college or university with a major in Computer Science Information Systems Engineering Business or other related scientific or technical discipline.

Preferred Education: A masters degree is preferred. A masters degree in information technology is preferred. Applicable IT certifications will also be considered.

General Experience:

Must have eight (8) years of progressive working experience as a computer specialist or a computer systems analyst.

Specialized Experience and Qualifications:

  1. Knowledge of the functions and uses of mainframe or cloudbased application systems.
  2. Knowledge of the functions and capabilities of automated business systems.
  3. Knowledge of the functions and capabilities of computer systems and peripheral equipment as related to the functionality of applications.
  4. Knowledge of the principles and practices of training users of automated application systems.
  5. Skill in providing problem analysis and ongoing user support coordinating system development and implementation and training users on the functionality of applications for agency or Statewide systems housed on mainframe computers or cloudbased platforms.
  6. Skill in creating reviewing and updating application documentation and training materials.
  7. Skill in conducting classroom and oneonone training on the functionality of complex computer applications.
  8. Skill in using mainframe and PCbased software for problem diagnosis analysis correction and end user training on the functionality of applications.
  9. Skill in applying inductive and deductive reasoning to reach logical solutions to complex application system problems.
  10. MS Office Word Excel PowerPoint Google Docs Smartsheet.

Preferred Experience and Qualifications:

  • Knowledge and use of State or Public type accounting applications e.g. R*STARS.
  • Knowledge of adhoc reporting application e.g. FOCUS
  • Knowledge of mainframe utilities TSO FileAid.
  • Knowledge of eprocurement applications e.g. iValua.
