Senior Acquisitions Advisor

The Sr. Acquisitions Advisor is a senior position requiring an experienced professional to act as a hands-on strategic advisor in IT procurement. This role will support a team that coordinates and supports agency acquisition requirements and priorities with a focus on senior executive technical training and briefings, review of supporting documentation and driving the awareness and utilization of SEWP across the federal government. The Sr. Acquisitions Advisor is responsible for support to NASA's Solutions for Enterprise-Wide Procurement (SEWP) program which involves providing expert assistance with planning, review, and recommendations on the administration of SEWP actions. The role will support government agencies and the SEWP PMO concerning acquiring Information Technology (IT) and Audio-Visual products and services from SEWP vendors by providing expert knowledge of the FAR (and supplements) along with other acquisitions, procurement, and contracting standards. The role will support the SEWP Director, Deputies, and the overall program with federal initiatives and directives surrounding the acquisitions and procurement space, including GAO, OMB, OFPP, BIC, and others while working closely with multiple teams within the PMO. The position will serve at the NASA SEWP Program Management Office (PMO) in Greenbelt, MD, and travel to customer site(s) in the Washington DC metropolitan area and/or at federal agency sites (primarily within the continental United States) as needed, with the majority of time spent at the Greenbelt, MD office. SEWP currently operates in a hybrid telework environment.

Duties and Responsibilities

  • Responsible for direct support to SEWP Director and Deputy Directors (civil servants) and their supporting teams
  • Serves as a senior advisor to agencies, contractors, vendors, and other organizations
  • Provide procurement technical advisory services to SEWP and supported agencies, working with all teams within SEWP to reach satisfactory outcomes
  • Ability to assess contracting mechanisms and propose innovative approaches to internal and external customers
  • Possess knowledge of both pre-award and post-award contracting functions involving highly complex, visible and specialized contracts in addition to typical contract/delivery order awards
  • Provide expert guidance and assistance with the planning, coordination, and delivery of support solutions while acting as a technical advisor for acquisition strategies
  • Perform advance procurement planning that encompasses various procurement and program goals while incorporating the mission and vision of the program itself
  • Support SEWP engagement with executive-level acquisition and technical community within the federal government and related organizations
  • Ensure PMO leadership is supported with government-wide initiatives as needed, including reporting, BIC, OMB, and other requirements
  • Function as a SEWP relationship POC between customer stakeholders/users and other general SEWP support, to include responding to and handling customer requests including:
    • Assist stakeholders at the customer and affiliated government agencies in utilizing NASA SEWP
    • Create, update, and maintain documentation such as FAQ's
    • Provide SEWP training, briefings, and demonstrations in person, over the phone, and via webcasts
    • Respond to or coordinate responses to contract, catalog, and agency specific questions from both the customer and other federal agencies
    • Drive process and related improvements
  • Responsible for working with the customer, contract holders, and SEWP staff in the creation and implementation of customer-specific SEWP solutions and other acquisition methodologies
  • Lead NASA SEWP meetings with stakeholders on topics including:
    • Summary of stakeholder requests and pending action items
    • Options available to potential customers via the NASA SEWP site including tools, policies, etc.
    • Suggestions for technical acquisitions strategies and methodologies
  • Drive acquisition and technical guidance and solutions for agency strategic purchases of all sizes
  • Provide ad hoc analysis and reporting to SEWP personnel and civil servant leadership
  • Participate in special projects and other duties as assigned

Requirements:

  • Bachelor's degree or higher in business or related field, advance degree preferred
  • Expert knowledge of the federal government procurement process and acquisitions space, particularly as it relates to vehicles and IT procurement, including IDIQs, GWACs, BPAs, etc
  • Ability to quickly assess contracting mechanisms and propose innovative solutions to internal and external customers
  • Strong cross-functional organizational and communication skills, including frequent public speaking and presentation abilities
  • Ability to interact well with peers, customers, executives, and stakeholders in focused and detail oriented fashion, functioning independently while maintaining high-quality relationships
  • Excellent oral and written communication skills, including public speaking and presenting
  • Strong time management skills / self-starter
  • 15+ years of experience in federal contracting/procurement/acquisitions
  • Ability to travel will be required potentially up to 30%
