SEMANTIC & INTEROPERABILITY SPECIALIST


DESCRIPTION OF TASKS AND THE SCOPE OF COMPETITION

Following tasks will be performed by external service provider:

Management of technical specification reviews: This includes overseeing the review process for

technical specifications and deliverables produced by contractors ensuring they align with

OP.A.1s objectives in semantic IT solutions and reference data management.

Organising and preparing meetings: Facilitating meetings with other DirectoratesGeneral

(DGs) focused on semantic interoperability ensuring these discussions align with the goals of

the VocBench Suite and the Semantic Elicitation Platform.

Conducting presentations and problemsolving: Delivering presentations and engaging in issue

resolution during meetings with DGs and other stakeholders particularly in areas related to

semantic interoperability and the application of the VocBench Suite and other OP.A.1 tools.

Easing the development and maintenance of educational and promotional materials: Creating

and updating learning resources and promotional content for OP.A.1s solutions including the

VocBench Suite and Semantic Elicitation Platform to facilitate wider understanding and

adoption.

Activity and meeting reporting: Documenting and reporting on activities meetings and progress

related to OP.A.1s portfolio ensuring clear communication and transparency of ongoing efforts

and outcomes.

Interaction with a broad range of professionals: Engaging with business analysts stakeholders

users project leaders and developers focusing on the suite of semantic specifications and tools

provided by OP.A.1 facilitating effective communication and alignment of goals across various

groups.


MINIMUM TECHNICAL REQUIREMENTS (EDUCATION KNOWLEDGE SKILLS

EXPERTISE CERTIFICATIONS)


As stated in the Article 2.6.3.1. of DIGITTM II Service requirements a minimum educational qualification

for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which

typically corresponds to a bachelor s level or 3 years of higher education.

Following skills and knowledge are required for the performance of the above listed tasks:

Senior level networking & negotiation skills in regard to semantic standards

Very good knowledge of semantic interoperability

Ability to process complex documentation efficiently and fast

Ability to give business and technical presentations

Ability to apply high quality standards

Ability to cope with fast changing technologies used in various application domains

Very good communication skills with technical and nontechnical audiences

Analysis and problemsolving skills

Capability to write clear and structured technical documents

Ability to participate in technical meetings and good communication skills

Due to the particular nature of a large international organisation candidates should also have the following nontechnical skills:

Capability of integration in an international/multicultural environment rapid selfstarting capability

and experience in working in team;

Ability to participate in multilingual meetings;

Ability to work in multicultural environment on multiple large projects;

Excellent Team Player

Following specific expertise is mandatory for the performance of tasks:

Indepth and handson expertise with RDFbased tools for the development of semantic assets such as

Vocbench ShowVoc Prot g and Virtuoso1

No certifications & standards are required for the performance of the tasks.
