Job Purpose

Lead and manage the Operational Support Department in covering the roles of Treasury Administration Data Administration System Security Internal Control Functions and Trade and Transaction (T&TR) functions

Responsibilities Accountabilities & Deliverables

Overall responsibility for the departmental day to day tasks. To manage and coordinate the team to ensure that the following areas are covered:

  • Internal Controls Performing all reconciliations including Nostro Suspense Stock Reconciliation EMIR and Front Office and Back Office Reconciliation (FOBO). Quarterly Balance Sheet substantiation Conducting Trade Surveillance on Treasury trading activity. Counterparty limit excess monitoring. FX P&L and position monitoring. Treasury Confirmation matching. Checking daily rate revaluations in Urbis.
  • Trade & Transaction Reporting (T&TR) Ensuring the accuracy and completeness of trade and transaction data reported to regulators and other authorities. Monitoring the reporting process identifying and resolving any issues or discrepancies and liaising with internal and external stakeholders to ensure compliance with relevant rules and standards. Be expected to keep abreast of regulatory changes and updates and implement necessary changes to the reporting systems and procedures i.e. MiFID II EMIR SFTR and CSDR
  • Data Administration Management of Client Data Account Data and all other static data including Holiday Data CDs Bonds Currencies Receivables database and SSIs into ABCIB Systems. Unblocking and re blocking of Dormant Sanctioned and Operational accounts. Responding to external Audit Requests.
  • System Security Setup and update of user access rights in various ABCIB and external systems ensuring that proper controls including segregation of duty are maintained.

Accountabilities and Deliverables of the Role:

  • Monitor and evaluate the effectiveness of Internal Controls Policies and Procedures and Process Maps alignment with Group Standards and Policies
  • Identify and report any gaps weaknesses or violations of regulatory requirements or internal standards
  • Nostro Reconciliation Management (Daily / Monthly Reporting)
  • Provide guidance and support to business units and functions on compliance and risk issues
  • Conduct audits reviews and investigations as needed
  • Implement corrective actions and improvement plans to address any findings or recommendations
  • Collaborate with internal and external stakeholders to foster a culture of compliance and risk awareness
  • Vendor management for systems
  • Ensure a prompt and accurate response to amendment requests to the various core systems including password and access control maintaining adequate audit trials for the work undertaken
  • Implementation of Key Performance metrics / capacity planning and SLAs to drive a consistent rigorous and ongoing assessment of operational performance in line with Lean Six Sigma (LSS) standards
  • Alignment and standardization of processes for key products to create one best way / support the delivery of a Group standard Target Operating Model
  • Put in place a daily performance meeting (and supporting whiteboard with staff)
  • Look to build team selfsufficiency for the activities including reporting thereof
  • Support the Lean Six Sigma (Process Improvement) manager in all aspects of The Lean Journey that needs to be delivered in the department including personal and team LSS training
  • Identification and Management of the individual and departmental Process Improvement Initiatives to reduce costs and improve quality and reporting to the Process Improvement Manager
  • Maintain current awareness of the bank and its systems to ensure a questioning approach to the allocation of access permissions on a need only basis and the validity of requests for Data Administration and Internal Controls
  • Manage and oversee recruitment training career development appraisals and competencies of direct reports
  • Manage the skills matrix and training plan to ensure crosstraining is in place enabling adequate cover and seamless service
  • Ensure alignment with Financial Service Compensation Scheme (FSCS) obligations
  • Alignment with the imperatives of Bank ABC (SCV) Single Customer View project
  • Development and deployment of operational best practices using recognized industry concepts e.g. Lean / Six Sigma to increase process efficiency whilst minimizing operational risks
  • Produce relevant management information and KRIs as agreed with Head of Operations and Risk Management
  • Ensure that department staff have appropriate awareness of risk and compliance issues and that risk policies and processes are understood and followed
  • Be available to support all business areas in the development of new processes and products including Treasury (Front and Back office) Front Office Compliance Risk and Finance
  • Ensure departmental procedures are current and cover all elements of the Units job responsibilities.
  • To work with the European branches to align and centralize functions where possible
  • Ensure the timely completion of the Risk and Control Self Assessment (RCSA) to requisite standard
  • Monthly completion of Quality Assurance Testing (Dip Testing)

Supporting Responsibilities Treasury Administration:

  • Daily nostro reconciliation. Reviewing and promptly resolving any outstanding items over the nostro ensuring detailed commentary has been provided and that aging items are promptly escalated
  • Monitor and report on treasury activities and performance
  • Analyze and mitigate financial risks such as currency interest rate and credit risks
  • Monitor the Swift GPI tracker for London and Paris ensuring compliance to SWIFT GPI and Universal Confirmation results.
  • Monitoring and settlement of margin ensuring that all margin obligations are met for our CSA and GMRA counterparties. Prompt escalation of margin disputes/differences to Treasury and Market Risk.
  • Manage Treasury FX & MM transactions promptly and accurately ensuring all deals have been checked against the dealers Broker/Reuters conversations and have a matching swift confirmation prior to releasing payments.
  • Assist with Interest Rate Swaps and Re Purchase Agreements


Knowledge

  • Strong knowledge of Treasury Operation Products
  • Strong T&TR knowledge including EMIR and MiFID.
  • Previous banking/ IT and system security experience
  • Knowledge of ABCIB core systems: URBIS TI and SWIFT
  • Broad understanding of the bank and its products and the interrelationship between individual departments
  • Good general knowledge of IT security requirements and concepts.


Experience

  • Minimum of 1015 years experience in Operational Support / Treasury Operations preferably acquired within an international banking environment in a managerial position
  • Team Management experience
  • Treasury Operation experience MM IRS FX Bonds and Coupons Nostro Projection / Reconciliation and Payments
  • Experience with collateral management
  • Good general knowledge of the banking and IT system environment
  • Sound working knowledge of the segregation of duties concept as part of the overall control environment within the workplace
