We have a 2year hybrid Pension Solution Technical Analyst contract that may be extended by our client by another 3 years. The anticipated start is May/June 2024.

Onsite work must be carried out at our client offices in Sacramento California. Any remote or hybrid working arrangements must be preapproved by our client and all remote work must be done from within the United States.

Our client selected Sagitecs Neospin as the software package for their new system. The new system including its Neospin core and all peripheral elements of its architecture (including 3rd party software and required interfaces) has been underway for several years and is scheduled to implement in Fall 2025. Once complete this system will replace our clients current legacy system.

The Fall 2025 implementation will mark a critical milestone for our client as they enter production usage of the system. Our client will transition from a project focus to ongoing program management shifting from implementation to maintenance and operations of the new system.

Our client seeks to strengthen their internal capabilities to implement support manage and maintain this new system alongside its software vendor partners.

Project Transition to Program Management:

  • As the system moves from postimplementation stabilization toward steady state the project will transition to ongoing program management. During this transition our clients primary objective will be to ensure processes are in place to support program management and that those processes are followed to maintain the stability and reliability of the production system.
  • As our client anticipates Problem Incident Reports (PIRs) and enhancements to be identified during stabilization and steady state program management must manage ongoing maintenance releases that address both PIR resolution and planned enhancements.

Strengthening Internal Capabilities:

  • Our client recognizes that the technology and environment supporting the new system differs significantly from its legacy systems and the importance of building robust internal capabilities to manage and maintain the new system effectively.
  • These capabilities span both business and technical domains.

Our client is creating a sustainable and efficient system that will meet the ongoing needs of our stakeholders. By building internal business and technical expertise and coupling it with the experience of our vendor partners our client will ensure the longterm success of the system.

Task Summary

PreImplementation Activities to support our client and continuing the building of the resources ability to support our client in stabilization and program management. The Pension Solution Technical Analyst is expected to apply experience to:

  • Assist our client User Acceptance Test (UAT) Testers in the timely completion of UAT.
  • Collaborate with UAT testers to validate system functionality to ensure business process completion.
  • Assist with recommending reasonable workarounds that would accomplish user business goals.
  • Assist our client Batch and Interface Testers by supporting batch processing and interface testing activities.
  • Assist with planned Soft Launch activities:
    • Contribute to the introduction of the system during the Soft Launch phase.
    • Collaborate with our client and vendor to test and refine the support model that is intended to support stabilization.
    • Support the Implementation Team in managing the activities during the Soft Launch phase.
  • Assist in testing remaining complex functionalities including but not limited to:
    • Internal Revenue Code (IRC) 415 Testing: Validate design compliance with relevant regulations.
    • Actuarial Extracts: Validate design accuracy and completeness.
    • Payroll and Tax Processing: Ensure seamless transition to financial operations.

CutoverRelated Activities to support our client and continuing the building of the resources ability to support our client in stabilization and program management. The resource is expected to apply experience to:

  • Assist in the readiness checkpoints and actual implementation to support cutoverrelated activities:
    • Plan for an orderly Go Live process.
    • Participate in the development of measurable checkpoint criteria.
    • Participate in the assessment of readiness.
    • Support the transition from development to production.

Stabilization Activities to support our client and build the resources ability to support our client in program management. The resource is expected to apply experience to:

  • Support our client by participating in the planning for stabilization support.
  • Augment our client resources in providing stabilization support to business users:
    • Provide assistance to endusers during production use.
    • Support our client operations by troubleshooting issues and escalating systemrelated issues appropriately.
  • Assist in evaluating PIRs and potential enhancements:
    • Assist our client in analyzing requests and when appropriate propose reasonable alternative solutions.
    • Collaborate on designing new features and defect resolution in a manner that allows for seamless integration with existing functionality.
    • Assist our client in prioritizing and scheduling enhancements and defect resolution for future releases.
    • Participate in code reviews and Data Change Request (DCR) reviews before production migrations.
  • Support our client and the software vendor in achieving system stability:
    • Represent our client in daily prioritization meetings during stabilization as we work collaboratively toward achieving steady state.

Program Management Activities to support our client. The resource is expected to apply experience to:

  • Support our client program management:
    • Apply acquired knowledge of our client business processes and requirements to facilitate business and technical discussions.
    • Apply acquired knowledge of Neospin design to provide informed recommendations that bridge business needs with technical design constraints and capabilities.
    • Facilitate discussions on scope and design with the software vendor.
  • Support our client contract manager(s) by providing guidance on future maintenance and support models:
    • Advise our client on the development of sustainable and costeffective maintenance and support strategies.

Contract Closing Activities or Resource Change Activities to complete knowledge transfer to our client or our client designee. The Pension Solution Technical Analyst is expected to apply experience to:

  • Prior to the conclusion of the contract or if a resource is replaced develop a plan to transfer knowledge to appropriate our client staff or our client designee. Provide any requested materials and content for transfer of knowledge.

Minimum Qualifications

  • 3 years of functional experience with public Defined Benefit Plans with demonstrated understanding of Pension Administration functional design and system capabilities and experience applying that knowledge to facilitate business or enhancement request discussions and decisions.
  • 3 years of technical experience with public Defined Benefit Plans with experience writing business requirements to integrate design changes with existing system functionality or with experience in the functional design development and/or maintenance and operations of technology that supports defined benefit pension plans including plan structures benefit calculations and/or payroll.
  • 3 years of experience with browserbased pension software or Commercial OfftheShelf (COTS) pension software.

Desirable Qualifications

  • Experience with System Development Life Cycle (SDLC) practices.
  • Experience with C# programming language for applications running .NET
  • Experience with SQL Server.
  • Experience with Amazon Web Services Architecture.
  • Experience with Neospin Software demonstrated understanding of Neospins technical architecture.
  • Experience with Neospin Software demonstrated experience developing enhancing and/or maintaining Neospin.
  • Experience with Neospin Software demonstrated experience troubleshooting technical issues in Neospin.
  • Knowledge of our client pension operations in the processes policies and procedures that support our clients Defined Benefit Plan and Cash Balance Benefit Program.
  • The Pension Solution Technical Analyst will adhere to the hybrid working model by working onsite 23 days per week at our client offices in Sacramento California.
