Job Description

Job Brief:

A large National wholesale and retail company with its Head Office based in Bloemfontein seeks a Learning and Development Specialist. The Learning and Development Specialist will design, implement and evaluate the development and continuous learning of all employees across the company. Responsible for leading talent development, performance management and leadership development to build incredible humans in line with the company culture. Develops stakeholder relationships with management to ensure and build a culture of continuous learning. Actively drives and promotes people capability to create high performance teams. Conducts training needs analysis in order to design training interventions, build and design content to meet the business needs


Responsibilities:

L&D Strategy & Execution: Develop and implement learning and development strategy, policy and framework aligned to the companies business strategy.

  • Compile a Learning and Development strategy.
  • Compile an operational plan to deliver the strategy.
  • Is an expert for all Learning and Development initiatives.
  • Provide guidance for flawless execution of training initiatives.
  • Work with the business to ensure employee personal and professional growth that meets objectives
  • Ensure Onboarding (Orientation and Job specific induction) is part of the strategy and is executed.
  • Develop and enhance current LMS by reviewing current content and making recommendations.

 

Training Needs Analysis: Develops and maintains company training needs analysis and builds training interventions/plan.

  • Analyse learning needs with managers to develop new learning programmes, modify or improve existing ones.
  • Build and design content in response to training needs.
  • Utilise instructional designer where applicable to assist to build and upload to LMS (Learning Management System) after designing the content.
  • Where content cannot be built internally, source external accredited training providers.
  • Review regularly to stay aligned to the business goals.
  • Facilitate training interventions in line with business needs                                                  

 

Management Development Programme: Develop an internal management development programme.

  • Build and design modular content for an Management Development Plan.
  • Consider this for existing managers where certain soft skills might need to be honed.
  • Consider this for potential managers in the TA pipeline where technical and soft skills need to be upskilled.

 

Skills Development Legislation: Develops and maintains skills development according to the legislation. Develops and maintains Company training needs analysis and ensures training plan delivery.

  • Make recommendations with regards to training and development needs for the WSP (work place skills plan), discretionary and pivotal grants.
  • Develop and implement the workplace skills plan including coordinating communication structures (training committees) and needs analysis, developing information systems, assisting with provider selection, liaising with SETA’s, assisting with implementation prioritising, advising on learning interventions, coordinating assessment and learner evaluation etc.
  • Develop and implement discretionary grant plan as directed by SETA.
  • Negotiating and liaising with SETA regarding learnerships, skills programmes, implementation and discretionary grants, on-site audits etc.
  • Monitoring the progress on approval of WSP plan and Discretionary plan submitted to SETA.
  • Submit grant levy applications as required.
  • Monitor the progress / receipt of payment of  grant applications.
  • Report on plan implementation.
  • Monitor and manage training budget.
  • Apply for worksite /learning material accreditation where applicable.
  • Is an expert on the Skills Development Act and Skills Levies Act.

 

Development Plans 

  • Facilitate the preparation of IDP’ by assessing IDPS to ensure alignment to the individuals performance
  • Responsible for designing and developing career pathways for each business unit
  •  

Induction

  • Develop and implement an effective induction programme for new employees

 

Performance Management: Develops and maintains a performance management system. Designs and builds performance management system in order to grow a high performance culture. Implements the system with monthly, quarterly appraisals. Plots performance curve.

  • Based on the job profiles, develops performance score cards per job and department.
  • Ensure that performance reviews are conducted.
  • Develops a rating capture model and captures all the scores on the rating capture model.
  • Calculates the organisations bell curve, develops plans together with managers to shift the bell curve towards high performance.
  • Ensures PDP’s are completed.
  • Ensures the gaps are closed that are identified in the PDP’s.
  • Ensure bench plan is in place.
  • Takes action when bench is depleted.
  • Follow up to ensure that each employee member has an PDP.
  • Support business in putting together accelerated development plans for all high performers.
  • Support the business areas in execution of PDP’s/9 box grid.
  • Build people capability to build incredible humans.

 

Training Administration: Ensure training administration is completed to timelines by overseeing the Administrator.

  • Planning / coordinate training course presentations including venue, accommodation and travel arrangements.
  • Conduct logistics for onboarding for new starters, booking of venue, subject matter experts, name badges, training materials, refreshments, equipment, schedules.
  • Maintain training records and training database.
  • Conduct administration related to the skills development legislation process.
  • Provides weekly/monthly training reports and statistics.
  • General training administration.

 

Employment Equity: Develops and maintains employment equity skills reporting according to legislation.

  • EE and skill development practised in accordance with legislative requirements.
  • Provide Skills section for EE plan and report.

 


Skills Required:

QUALIFICATIONS:

  • Bsc degree in Education, Training , HR related field 

 

PREFERRED SKILLS:

  • Attention to Detail
  • Time Management
  • Ability to handle pressure and meet deadlines

 

EXPERIENCE REQUIRED:

  • 3 years’ working experience in a similar role or industry
  • SDF accreditation essential
  • Strong communication skills
  • Proven work experience as a Training Coordinator, Trainer, Training
  • Facilitator or similar role
  • Adequate knowledge of learning management systems and web delivery tools
