Required Skills:
- 84 months experience with Government Taxation organization which includes technical design development maintenance and end user support of tax or audit systems.
- 84 months experience in designing processes (Choreography/Orchestration Processes) using technologies Like WebSphere Process Server (WPS) IBM CP4BA (BAW IBM Cloud Pak for Business Automation) IBM CP4I (IBM Cloud Pak for Integration)
- 84 months expertise in Design Development and Management of Business Rules Architecture System involving Rules Entry UI System invoking portable Runtime Engine deployable in WPS (WebSphere Process Server) Decision Service Design and Development using ADS (Automation Decision Services IBM Cloud Pak for Automation CP4BA).
- 84 months experience with SOA Component Development Architecture using J2EE Technologies (JMS CTG IBM EAD4J JADE Spring Framework BPEL IBM SCA/SDO Component Architecture) and working with develop tools like Elastic Jenkins GIT lab and JFROG
- 84 Months Experience in system analysis and design experience for multitiered transactional systems and writing technical documents for multifaceted componentbased systems.
- 84 months experience with Java Programming in an IBM Development Environment using IBMs Rational Application Developer (RAD) WebSphere Integration Developer (WID) and using WebSphere Application Server (WAS)/ WebSphere Process Server as Runtime Environments.
- 12 months expertise using IBM Red hat OpenShift Cloud Platform and Micro Services Architecture.
- 84 months of experience in Java Messaging Services using IBM MQ Series IBM CP4I MQ (IBM Cloud Pak for Integration)
- 84 months of experience in IBM DB2 Data Modelling creating logical Data Models performance tuning of applications interacting with database systems.
Description: The position is for a technical lead as part of the DTF Modernization program Withholding/Wage Modernization and Integrated Account System Modernization Projects.
A new returns processing system is being developed as part of the Withholding Tax (WT) and Wage Reporting modernization project. This project will replace the legacy COBOL/IDMS/DB2 system and associated intake applications with a system built on strategic platforms. It will increase processing efficiency and free up resources both at DTF and ITS as the maintenance of the legacy system grows more challenging every year. The WT system brings in $50 billion annually.

Responsibilities:
- Responsible for all phases of the System Development Life Cycle for complex projects.
- Guiding the technical design for modernization of legacy systems.
- Coordinating the technical solutions among various technical support groups.
- Making changes in multiple systems in real time to enable changes requested by user group.
- Implementing technical solutions.
- Developing tax processing system components and maintaining existing processing systems.
- Supporting production tasks including analysis of issue proposing and implementing solutions for defect resolution.
- Coordinating with development team on development activities and integration testing.
- Developing technical design documents and program specifications.
- Guiding requirements gathering sessions.
- Guiding the analysis of requirements and system design work.
- Coding and performing unit and integration tests of programming assignments.
- Writing and tuning SQL
- Supporting user testing efforts.
- Performance tune new and existing applications.
- Mentoring less experienced staff.
