Information Security Specialist

We have a 1year Information Security Specialist contract that may be extended by our client for two additional 1year terms. The anticipated start is February 1 2024 through January 31 2025.

Our client is seeking an Information Security Specialist to provide Information Technology cyber security services. The consulting services provided by the Information Security Specialist will work with our three branches Mission Support Cyber Threat Intelligence and Operations to assess identify develop and optimize our clients CTI and IR capabilities. These services are critical to developing and establishing a transformation roadmap to achieve current and future state vision. Our client staff are expected to be highly competent trained certified and are mandated to remain current on new technologies and security protection procedures which allow them to protect and defend the state of Californias Information Technology infrastructure against its enemies. Our client staff will also face challenges helping to further our clients ability to monitor and report on network security related issues and cyber security threats to the state of California and its citizens.

Task Summary

• Current State Assessment.
  • Collection and review of existing written documentation (example; policies procedures and processes).
  • Conduct our client stakeholder interviews to better understand the current strengths and areas of improvement.
  • Create Current State Assessment Comprehensive Report with our clients current state direction and capabilities including observations and recommendations based on identified strengths and areas of improvement. Submit draft reports to our client Contract Manager for input recommendations and questions before final report submittal.
  • Develop prioritized Transformation Roadmap with list of prioritized projects to achieve future state vision. Submit draft roadmaps to our client Contract Manager for input recommendations and questions before final roadmap submittal.
• Strategy and Governance.
  • Codify direction and vision of our client with stakeholders including but not limited to: Homeland Security Division Director our client Commander and other designated stakeholders.
  • Identify Program Governance Structure.
  • Optimize our client documentation (ex. Policies procedures processes) to a streamlined set of documentation that reduces duplication and aligns with future vision.
• Customer Prioritization.
  • Develop a vetted methodology to establish a Customer Prioritization Framework to consistently support customers.
  • Identify existing sectors of customers and apply framework to determine customer prioritization.
  • Enhance Standard Operating Procedures to optimize operational alignment with Customers and drive changemanagement for governance of Intelligencedriven information requirements.
  • Develop guidelines and criteria for actionable Request for Information (RFI) Priority Intelligence Request (PIR) and Commander Critical Information Requirements (CCIR) and help audit and shape Collection Plans.
• Growth Strategy.
  • Establish a scaling and growth plan beyond initial 18month Transformation Initiative
  • Craft 3year 5year and 10year growth visions.
  • Memorialize our client Growth Strategy as a means for senior leadership to leverage for additional resources and expansion of capabilities.
• Remaining Roadmap Projects.
  • Tasks to be determined based on Transformation Roadmap developed in Phase 1: our client Current State Assessment

Minimum Qualifications

• Demonstrated experience knowledge and capabilities with cybersecurity experience specifically incident response cyber threat intelligence and interagency experience that includes understanding of civilian and federal agencies (DHS military) program auditing and prioritization methodology around critical infrastructure.
