Job Title: ICT Programme Manager
Location: Dublin 1 Hybrid 50% onsite
Contract / Permanent: FTC 12 Months With further extension
Start date: 25th March.
Role:
The Bank requires the services of an experienced Senior ICT Programme Manager to manage largescale IT projects of varying degrees of complexity as part of an IT Transformation setting.
The successful candidate will lead the cultural and technology DevOps transformation across the Bank and lead the planning and Delivery of DevOps adoption and best practices to streamline software development testing deployment and operations.
Proposed candidates should have:
Experience in planning and delivery of DevOps transformation and leading the transformation from waterfall to Agile/DevOps Model
Experience of various Agile Methodologies /Scaled Agile delivery an advantage
Experience championing the adoption of agile ways of working with agile teams and senior management
Enabling business and IT team agility and adoption.
The Bank reserves the right to reassign the Senior ICT Programme Manager to other projects or programmes in its portfolio should the need arise.
Experience Level Required:
It is a mandatory requirement that the Resource proposed has the equivalent of 7 years managing programmes end to end with full responsibility for successful delivery and ideally with DevOps experience.
It is a mandatory requirement that the Resource proposed holds a formal Project management and Agile certification such as PMP PRINCE2 DASSM or equivalent.
Technical proficiency in DevOps technologies tools and processes while not mandatory is an advantage.
Key Deliverable:
The following nonexhaustive list of Key Deliverables are applicable to this Role.
Plan and drive the DevOps implementation for DevOps adoption and implementing DevOps best practices to streamline software development testing deployment and operations.
Manage the endtoend transformation encompassing people process and technology to embed new ways of working as we transition towards adopting DevOps and Agile practices.
Work with IT Transformation teams to embed IT and Business agility including leading and supporting teams with agile ways of working.
Carry out activities as noted under the oversight of the IT Transformation Programme Manager IT Strategic Change Team stakeholders and leadership team.
Mobilise and project manage the delivery of assigned IT projects to meet the agreed IT Transformation requirements within timescale cost and quality constraints.
Track and monitor project budgets in line with the Bank s internal processes and ensure effective tracking and reporting to IT Transformation programme manager stakeholders and finance teams.
Proactively manage Risks Assumptions Issues and Dependencies ensuring these are identified mitigated or escalated as necessary so that the projects have the best chance of success.
Ensure regular effective communications with all stakeholders and provide visibility of progress of projects demonstrating control over both internal and supplier progress in order to provide certainty on deliverables and to enable replanning if necessary to deliver to agreed timelines.
Follow the Central Bank s project management methodologies and related processes to ensure that effective governance is in place for assigned projects.
Provide leadership and work with all IMTD stakeholders involved in project delivery to manage the scope and planning of the project and secure the necessary skills and resources required at the right time aligned with demand management processes in order to ensure successful project completion.
Manage supplier/ vendor activities where external resources are being used ensuring commercial agreements are in adherence with procurement and payment policies and guidelines.
Manage relationships with third parties including regular reviews of performance; and facilitate vendor selections making sure that the appropriate stakeholders are involved and the appropriate owners for vendors are identified.
Manage and contribute to the development of Tenders where required for different work streams and adherence to public procurement process.
Drive post implementation reviews to ensure the lessons learned are identified documented and used to continually improve project delivery.
Problem solves issues recommending solutions or escalating issues as appropriate; and
Provide relevant skills transfer coaching and mentoring to other team members.
Key Experience/Competencies/Skillsets:
The following Experience/Competencies/Skillsets are applicable to this Role.
Experience in leading successful DevOps transformation delivery engagements at an enterprise level including understanding of DevOps challenges and pitfalls on one or more public Clouds a distinct advantage.
Project management methodologies and tools: Strong experience in managing and leading Agile IT projects along with practical experience in developing and leading Agile ceremonies techniques and tools ideally in a similar business background of similar scale (e.g. central banking IT transformation financial services etc.).
Core PM competencies: Strong knowledge and experience of core project management competencies including budget setting and management risk management time quality and resource management.
Procurement and vendor management: Demonstrated experience in multivendor environments with associated supplier/ vendor management skills; Experience in public procurement and contract creation/agreement will be an advantage.
Communications and stakeholder management: Excellent communication and negotiation skills and must be effective at presenting to and influencing senior stakeholders; Excellent interpersonal skills with the ability to build effective relationships at all levels.
Leadership and management: Strategic outlook coupled with the ability to offer pragmatic solutions and drive decisions in support of organisational and IT requirements; Excellent leadership skills generating commitment and passion within matrixed and direct team structures; Ability to motivate the team foster a collaborative culture and resolve conflict; Forward thinking with the ability to remove ambiguity creating clarity and direction.
Willing and able to work under pressure managing multiple simultaneous work streams.
