PURPOSE
  • Shape and implement an HSE strategy fully integrated into all business and operation processes. This will involve building strong effective relationships with both internal and external stakeholders at senior levels.
  • Advise the Managing Director and Senior Management teams on the implications of current and emerging HSE legislation
  • Provide assurance that risk is effectively managed through delivery of operations with an equally excellent approach to safety reliability and quality.
  • Be the Terminal change agent (change anchor) for the Operational Excellence programme.
  • Inspire and lead the HSE Team.
PRINCIPAL ACCOUNTABILITIES
  • HSE LEADERSHIP
  • Interpret the Corporate APM Terminals HSE strategy to cocreate a sitespecific HSE vision and strategy with the Senior Management Team considering the regulatory framework risk profile and business drivers.
  • Empower and enable Operational team members with daytoday responsibility to implement HSE related activities (management/implementation/assessment/training) whilst understanding and managing the implications of change to HSE risk.
  • Assure all HSE improvement activities reflect latest legislation & practice and are effectively embedded within the organisation.
  • Develop and implement assurance programs including deep dives; audits and inspections to assure the level of HSE engagement compliance and senior management commitment.
  • Manage internal and external relationship and create and maintain a stakeholder map.
  • Enable risk management and incident management process and assure critical controls are in place.
  • Assure critical controls are identified and a control effectiveness and maintenance plan is developed and implemented.
  • Define the HSE requirements of contractors and vendors and assure provision in contracts and conformance of contractors at their place of work.
  • Evaluate and ensure emergency response preparedness through regular emergency mock drills and upkeep of the emergency response plan and procedures.
  • Ensures that all HSE issues and emergencies are managed fulfilling the requirements of the regulations applicable by National laws.
  • Ensure strict adherence to safety induction training process for all employees contractors and visitors to maintain high standards of safety performance.
  • Plan and conduct HSE audits to detect existing or potential accident and health hazards determine corrective & preventive measures where indicated and followup to ensure implementation of recommendations.
  • Responsible for setting and achieving the budget for the HSE department.
  • STRATEGIC LEADERSHIP
  • Create a communication plan based on your stakeholder map and continuously monitor its reach content and effectiveness.
  • Influence engage and support Senior Managers and personnel in developing the HSE culture.
  • Implement best practices by embedding strategic HSE elements in business unit operating and resourcing plans.
  • Provide technical expertise strategic leadership and support across the Senior Management Team.
  • HIGH PERFORMING TEAM
  • Inspire and lead the HSE Improvement team to deliver the HSE vision and strategy through a business partnering model.
  • Lead monthly HSE committee meetings to measure the HSE performance and appraise the management on the improvements required to achieve operational efficiency.
  • Rolemodel a valuesled HSE risk management approach.
  • REGULATORY LEADERSHIP
Actively lead the relationships between the Business Unit and APMT HSSE HQ to:
  • Represent and protect business interests through negotiation challenge and influence.
  • Advise the business in a timely manner on all HSE legislative and best practice developments.
WORK/BUSINESS CONTACTS AND AUTHORITY
  • Internal: Management team all terminal staff Regional and Global HSSE Team other relevant internal stakeholders other Terminals to share and implement best practices Stakeholder management structures within the Operational Excellence Programme organization.
  • External: Service providers Inspection bodies Civil defence Fire & Emergency services other Government Agencies and Officials.
The position has both internal & external contacts where it is required to influence behaviour & acceptance. While with internal contacts this can be a shared outcome often the position may require influencing and bringing about agreement in conflicting situations.
REPORTING AND SCOPE
  • Direct Reports to this position:
Safety Compliance Manager Safety Officers Safety Admin Assistant Business Partner.
  • The position reports direct to the Terminal Managing Director.
  • The geographical scope of the position is primarily local/domestic.
CRITICAL KNOWLEDGE AND EXPERIENCE
  • BSc/MSc in Health Safety security or environment discipline or related studies.
  • At least 35 years of experience in health and safety at a senior level with a proven track record in the delivery of business objectives in the public/private sector preferably from port operations and/or similar industrial environment.
  • Preferably operational / managerial experience at a terminal
  • Solid understanding of modern terminal operations and terminal management systems.
  • Solid knowledge of APM Terminals Operating System
  • NEBOSH general certificate with distinction grade.
  • Chartered member or working towards chartered membership of IOSH (CMIOSH).
  • Kelvin TOPSET Senior Investigator certificate.
  • Proven trackrecord leading and developing teams.
  • Proven trackrecord of being a key decision maker.
  • A demonstration of continued professional development within HSE.
  • Environmental Qualification (desirable).
  • Risk Management qualification (desirable).
  • Port Facility Security Officer International Certificate ISPS Code (desirable).
  • Quality qualification (desirable).
CRITICAL SKILLS
  • Ability to track & trace and drive a project to completion.
  • Ability to juggle multiple timelines and overcome barriers to achieve what is needed.
  • Ability to work and influence at most levels of the organization.
  • Strong change management and interpersonal skills able to focus on business impact and change in behavior for the new ways of working and thinking.
  • Ability to drive implementation of new processes and support the organizational changes.
  • Effective negotiation and conflict resolution skills.
  • Good workshop facilitation skills with the ability to adapt to local cultural differences.
  • Results driven with a strong analytical and problemsolving skill set.
  • Open minded positive attitude and high drive to succeed and break through barriers.
  • Ability to perceive situations from different perspectives.
  • Clear persuasive and collaborative communication & influencing skills.
  • Travel will be required occasionally.
  • Proactively addressing problems jointly with stakeholders before they grow acute.
  • Experience with working in virtual project team and working with external consultants is also preferred.
