Position: Facilities Engineer

Location: Houston TX Onsite

Duration: 612 Months Contract to Hire

(10 years of experience) will support clients Facilities Engineering Team at the companys Houston TX office reporting to the Manager USON Facilities Engineering & Construction.

EXTENSIVE UPSTREAM EXPERIENCE IS CRITICAL TO THIS ROLE
Proposed Project focus:
The Facilities Engineer / Project Manager will be responsible for providing project planning execution & coordination for new Central Tank Batteries Gas Lift Compression & Well hookup installations associated with development activities. This role will require strong planning and communication skills to coordinate across multiple disciplines to complete projects on time and on budget while meeting project objectives.

Skills and responsibilities to be considered:
Strong communication skills to coordinate with a crossfunctional team (operations engineering measurement automation environmental regulatory safety contractors & inspection personnel) on design layout equipment selection & proposed facility operations strategy.
Experience with actively managing tracking and reporting on multiple simultaneous projects while meeting safety budgetary & schedule objectives.
Ability to walk down existing Central Tank Batteries (CTB) facilities and use available engineering/vendor/operational data to identify and analyze potential process changes/improvements to meet production goals and zero emission objectives.
Application of APA Engineering & Closed Vent Study (CVS) design standards to ensure proposed facilities or changes to existing facilities are constructed in compliance with both company and regulatory requirements.
Working with technical maintenance and operational personnel to develop strategies for addressing reoccurring design & operational challenges.
Development of the Scope of Work (SOW) cost estimate Design Basis Memorandum (DBM) Project Execution Plans (PEP) and Authorization of Funds Expenditure (AFE) documents necessary to obtain project approvals.
Development of construction RFQ packages through coordination with third party engineering firms construction foreman & operations personnel.
Ensure Management of Change (MOC) approvals are identified coordinated and approved where required based on the Scope of Work to be performed.
Coordination of PreStartup Safety Reviews (PSSR) with engineering construction & operations personnel.
Experience with sizing & selection of production equipment tank working/breathing capacity PVRV venting sizing capacity separator dump sizing & blanket gas regulator sizing desired.
Experience in sizing vapor recovery units vapor destruct equipment (combustor/flare) and the associated vent piping systems desired.
Proficiency with Microsoft Office applications required. Modelling software programs such as Aspen Hysys ProMax and PipeSim experience desired.
Experience with related industry codes and standards applicable to upstream Oil & Gas operations in TX & NM desired. (ASME B31.3 B31.4 B31.8 ASME BPV code etc.)
Project Management Professional (PMP) certification desired.
Previous experience with an onshore upstream operator or experience with an EPC firm who provides similar services preferred.
Able to travel to field locations on a regular basis based on project planning & coordination needs.

ADDITIONAL NOTES :
An Engineering Degree is a definite requirement petroleum chemical mechanical civil are preferred however others will also be considered.
Upstream plant and facilities experience is first prize but not cast in stone
Please do not submit candidates with just pipeline experience.


EHS Requirements
Client requires PEC Safe land Certification to be obtained prior to beginning this role. Proof of certification can be uploaded into Fieldglass for verification by the hiring supervisor. This role will also require ANSI Z390.12017 instructor led H2S training (will be specific to certain roles).
Additionally Client requires the following PPE be provided by the contractor prior to commencing work:
Safety glasses ANSI approved
Steel toe safety shoes
Hard Hat
H2S monitor
SCBA (ProdOps and Drilling roles) (this will be modified for these job postings)
Flotation device/ life jacket off shore
Fire Extinguisher
FR Clothing
Some roles will require task specific PPE and should be provided by the contractor prior to commencing work. For example:
Hearing protection
Gloves
Chemical Handling PPE
Hot Gloves
Face Shield
