EXECUTIVE DIRECTOR WITH LASA
LANCASTER PA


THE LANCASTER AREA SEWER AUTHORITY has announced the upcoming retirement of its longstanding Executive Director. With a Sewer Authority that will be turning 60 next year and is currently servicing over 41000 customers we are looking for a talented and dynamic Executive Director to help us achieve continued success with strategic vision environmental focus and exceptional planning and forecasting. LASA is one of PA’s top 10 largest Sewer Authorities covering 620 miles with 45 pumping stations and 2 treatment facilities. We serve nine municipalities located within Lancaster County. The area is known for its rich history smalltown feel and farmland steeped in tradition.
Our current plans for the next 1 to 5 years have us adding $100M plus in infrastructure overhauls and significant upgrades to our 2 treatment facilities as well as to our collection systems pumping stations and our lines. These plans and funding are already in place just waiting for your assistance and followup to see them through to fruition.

THE POSITION
The Executive Director leads the Authority in defining and executing the strategies necessary to meet the objectives of the Board. Assigns and manages resources to develop and execute the policies and procedures as necessary to effectively manage daytoday system operations in service to the municipalities the Authority services and according to the regulatory and environmental goals of local state and federal agencies.

Key responsibilities include:
  • Interface and communication with the Board
  • Establishing communicating and facilitating the execution of Board goals and objectives
  • Leading and managing other leaders toward building a healthy and sustainable organization
  • Communication and engagement with external government agencies and municipalities to understand influence and support their goals
  • Longrange planning and project oversight for the sustainability of Authority assets and resources

Strategic Communication – Communicates inside and outside the organization through multiple channels in ways that are coherent consistent and drive the strategic objectives of the Authority
Planning and Prioritization – Forward thinking approach to forecasting and planning the needs of the Authority. Prioritizes operational focus and guides the development of action plans
Relationship Management – Builds and maintains meaningful and positive connections with others inside and outside of the organization
Continuous Improvement – Effectively seeks opportunities to improve current processes systems and methods to promote reliability quality and efficiency of services
Negotiating Conflict – Addresses conflict quickly and effectively facilitates mutually agreeable solutions

knowledge and skills:
  • Wastewater treatment and collection systems knowledge
  • State and federal wastewater permitting knowledge
  • Capital project management – Managing a project portfolio
  • Proficiency in technology used in wastewater utility management

EDUCATION AND EXPERIENCE
  • A combination of Education and Experience that provides knowledge in the fields of Environmental Science Wastewater Management Municipal Management and or Business Administration for an Authority or in conjunction with an Authority.
  • Exposure to engineering or mechanical trades is a plus.
  • 7 plus years of progressive experience in the management of Wastewater Sewage Water or Environmental Authority operations.
  • Leadership experience in an organization or a department as a Director Assistant Director Senior Manager Finance Director or other like roles with the responsibility for strategic leadership and external influence.
  • 5 plus years of Financial oversight.
  • 5 plus years navigating and interacting with Local State and Governmental Guidelines and Regulations on Wastewater Treatment Operations and Reporting.

COMPENSATION
  • Base Salary Range: $120000 to $160000 (Salary will be commensurate with years of experience)
