DHHS IT Project Mgr - Expert

The NC Department of Health and Human Services (DHHS) isseeking a senior project manager to manage the planning and implementation of astatewide IT project for North Carolina State Laboratory of Public Health (NCSLPH).

The NC SLPH is seeking to replacethe current Laboratory Information Management System (LIMS) for their Newborn Screeningprogram with a new Newborn Screening Program Laboratory and FollowupInformation Management system and requires the services of a senior projectmanager to manage the planning and implementation of the new version of theLIMS. Thislead project management role will work with multiple internal and externalstakeholders and selected vendor(s) to analyze plan and implement the new versionof the LIMS. This position will be responsible for working with seniorlevelbusiness executives IT personnel business program resources and Vendor staffto execute project requirements and manage stakeholder expectations. Thisposition will manage the daytoday activities for the project and complete allinput to the State Project Management (Touchdown) system as needed.

Responsibilities include but are not limited to:

Working with the NC SLPH to obtain a thoroughknowledge of the needs of a lab information management system

Working with personnel within the State Labteams and the Information Technology team that are responsible for the LIMS todevelop necessary project management change management risk managementrollout and training plans. To theextent possible integrate this project into the existing governance processesfor the LIMS to ensure alignment of priorities and minimal disruption toongoing operations and other required deliverables

Developing and maintaining detailed project schedulebudget and monitoring expenditures

Developing and maintaining all required project managementartifacts following State DHHS and PMBOK guidelines

Managing scope resources timelines costs/budgetquality communication and procurements to meet the goals of the State

Leading and performing handson analysis of the businessand technical environments and writing procurement documents

Working with vendors to manage contract deliverablesoversee all vendor activities to ensure that all the milestones are met

Ensuring that project plans and schedules are establishedand maintained ensuring that deliverables are completed timely and accurately

Establishing project governance conducting formalpresentations coordinating with all project stakeholders and ensure thatappropriate project controls are instituted

Serving as an IT project liaison to the business client

Working with business stakeholders to develop necessaryproject management change management risk management rollout and trainingplans

Working with the technical team to ensure technicalreadiness during implementation and supervising implementation activities

Developing and maintaining all required State CIO projectdocumentation

Ability to build influence lead and motivate effectiveteams towards end results

Strong analytical skills

Strong written and oral communication skills includingdevelopment of project

Must have experience writing Procurement documents(RFP/RFQ) and technical artifacts

Experience as a Project Manager on a cloudbasedimplementation project is a plus

Management prefers applicants with the following:
