Context UNICEF in the State of Palestine works to uphold the rights of children to access services and protection, from early childhood through to adolescence. Our objective is to ensure that every child in the Gaza Strip and the West Bank, including East Jerusalem, irrespective of background or circumstance, has an equal chance to fulfil their potential. We are working for every child and young person in the State of Palestine. The State of Palestine lies within the Mediterranean climatic zone, which is characterized as a hot, arid, and water-scarce region that has experienced an increase in temperatures over the past fifty years and is considered the 28th most water-stressed country in the world. The inability to access, manage the natural resources sustainably and to enforce laws and instructions due to the political situation are making the threats of climate change more aggravated especially with the high population rate, poverty level, and food insecurity. Communities in Palestine suffer from natural disasters, particularly floods and droughts, and has a limited national mitigation planning. The State of Palestine requires technical support to properly mainstream climate change in UNICEF Programmes and to ensure its integration in the national policies, strategies, and sector plans. Currently, there is a critical window in the country for strengthening climate change mitigation and adaptation measures including emergency preparedness and response, building on heightened national awareness of climate change and its impact. There is also a critical need to support the Government to mainstream and strengthen climate change within national and sub-national plans and interventions, and to apply for and manage climate funds. Task description Within the delegated authority and under the supervision of the Climate Change Expert (CCE) or his/her designated mandated representative(s), the UNV Climate Change Officer will: 1. Support coordination and meeting arrangements for the Climate Action Taskforce (CAT) within UNICEF SoP, and preparation and implementation the CAT action plan. 2. support the mainstreaming of Climate, Energy, Environment and DRR (CEED) strategies across UNICEF SoP sections and Programmes, 3. The Climate Change Officer provides support implementation of the Climate and Environmental related output results in the Country Programme, including the Climate Landscape Analysis for Children (CLAC), CAT action plan and others. 4. Contribute and coordinate UNICEF- SoP at national, regional and global advocacy points and inputs into the COP climate conference and other events and activities. 5. Support integrating climate change and environmental related issues into WASH, Education & Adolescents, Health & Nutrition, SBC, Child Protection and Social Policy sections’ activities and actions; including: 6. Contribute and support capacity development plan- for SoP the climate change and environmental related aspects, including UNICEF staff and partners and not limited to WASH/Inequalities; Water diplomacy; Integrated water resources; climate finance for WASH etc. 7. Assist and liaise with other relevant stakeholders active in climate change and environmental sustainability in the SoP and MENA region. 8. Participate actively with other climate change and environmental partners and joint UN climate action working groups in SoP, including preparation for the COP 28 and onward. 9. Contribute and support the climate finance, partnerships and resource mobilization and provide advice to the climate change regional and global efforts with CSO, Government, Private sector, UN and development partners. 10. provide support to the climate change finance, draft concept notes, proposals, baseline for the Green Climate Fund Readiness, NDCs, National Adaptation Plan and others. in collaboration with UNCEF sections. 11. Follow up and contribute to the monitoring, reporting and evaluation to the climate change, environment, energy and DRR according to the UNICEF’s global and regional strategy and national climate change contexts in SoP as indicated in the CAT action plan. 12. Collect and research lessons learned and assessments/ studies on climate change, energy, environment and DRR issues. 13. Support youth and children climate activism in the climate change diplomacy events, and the development of the Conference of Youth (COY) and COP advocacy points and initiatives. 14. Support communication and policy advocacy regarding climate change, environmental degradation and child rights in SoP. 15. Identify partners and entry points for strategic engagement regarding climate change impact on children as well as strategic entry points for engagement with the government and relevant intuitions. 16. Any other related tasks as may be required or assigned by the supervisor.
