The Chief Information Officer (CIO), reporting directly to the (Chief Executive Officer) CEO, is part of the Executive Leadership Team and is responsible for the organization's technology vision and its successful implementation.

The CIO is responsible for the Company's modern website, HPF, and the supporting ecosystem, which serves over 2 million Washingtonians annually. Responsibilities include leading a department of 60 staff and as many contractors, a $30M budget while leading the organization through its modernization journey.

The CIO will oversee all technology implementation and maintenance necessary to meet the Company's business requirements, including assessing system needs, system and application development, life cycle replacement for and software, testing, performance, and implementation and system operations.

The CIO must coordinate closely with other departments to support key business functions of the Company. You will work in a consultative fashion with other department heads as an advisor of technologies that will improve organizational performance and customer experience. It is imperative that the CIO understand the supportive role technology plays in meeting the Company's business needs.

Duties and Responsibilities

  • Provide technology vision and leadership in the creation, development, and implementation of the information technology initiatives that support the successful performance of the Company.
  • Responsible for operations of a suite a cloud-hosted applications serving over 2 million Washingtonians annually
  • Leads teams across five domains: Security, Data, Quality, Development & architecture, and cloud. Responsible for operations and continuous improvement across these five domains
  • Responsible for the organization's technology roadmap. Leading 60+ employees and a broad suite of vendors to ensure its successful delivery
  • In collaboration with the COO, responsible for the implementation of Agile across the organization, ensuring continued software delivery for both front-office and back-office systems
  • Support teams in modernization journey to re-architect applications to cloud-enabled microservices and transition team's processes to utilize DevSecOps automation/principles to DevSecOps
  • Continuously foster a culture of innovation by bringing forward new technologies, new processes, and concepts
  • Uses Emotional Intelligence to build trusted relationships with staff key partners, builds high-functioning teams, and inspires them to deliver on the organizational vision
  • Can utilize different leadership styles depending on the contextual need, including instilling calm and determination in times of crisis
  • Assess and understand the ongoing technology needs of the Company and determine the most appropriate and effective solutions to meet those needs in a cost-effective and responsive manner.
  • Support key operational business functions and business operations in other departments through improvements within the Healthplanfinder or the Company's technology infrastructure.
  • Develop strategic relationships with other state and federal agencies to maximize the development and implementation of the technology systems.
  • Assess and understand the needs of the users of the Company websites and develop, maintain and continuously improve those sites to meet those needs
  • Work with the CISO to ensure Security remains a strategic priority for the Company.
  • Provide technical expertise and guidance to the Company's security officer and ensure that the appropriate data backup and disaster recovery procedures and plans are in place.
  • Ensure that the annual operating and capital budgets meet the needs of the Company without exceeding the limits prescribed by the Company Board.
  • Build strategic relationships with key vendors. Manage key technology vendors, including a system integrator, other key vendors, and key consultants, in maximizing the efficiency of the Company in meeting customer needs. This includes managing SLAs, accountability, strategic procurements, and relationship development
  • Recruit, hire, and develop highly talented associate directors, managers, and staff.
Qualifications:
  • Degree in Computer Science, Information Systems, Security, Business Administration or a related field.
    • NOTE: Qualifying experience may substitute year for year for education.
  • 10 years of experience with increasing responsibilities for the management and support of information systems and information technology.
  • A recognized leader in information technology with a track record of successful operations of highly integrated, complex public-facing systems
  • Experience leading cloud transition, agile implementation, and large-scale transformations
  • A strong communicator, understands the intersection between business and technology, and understands the importance of cross-department integration, leads and grows talented technical resources, builds relationships with vendors, and can navigate from IT vision to day-to-day implementation if required.
  • Deep understanding of modern technology stacks, system development life cycle, emerging technology, and products. Proven ability to remain current on technology skills and knowledge
  • Ability to act as thought partner to CISO, lead architect, development manager, analytics leader, quality leader, and cloud leader
  • Experience growing and leading high-functioning technology teams and deliverable measurable outcomes
  • A track record of cross-department and cross-organizational partnerships, implementing technology solutions to arrive at envisioned business outcomes
  • General knowledge of business processes and their interrelationships, especially as they exist in the health care industry, and the ability to analyze and resolve logical and interpersonal complex issues.
  • Ability to create bridges and alliances with key partners, such as the Health Care Authority (Medicaid), Department of Social and Health Services (DSHS-ACES eligibility system), and Office of Insurance Commissioner (OIC, plan reporting requirements) to facilitate a smooth transition and enhance the systems' implementation.
  • Proven skills in vendor relationship development, negotiating with vendors, contractors, and others, and managing major vendor contracts.
  • Proven commitment to Security, with a focus on protecting clients and sensitive data
  • A committed team player with exceptional interpersonal, problem-solving and communication skills, especially as it relates to translating technical language to business audiences.
  • Demonstrated experience as a visionary but pragmatic manager that can facilitate the productivity of IT solutions but minimize cost while maximizing results.
  • Demonstrated ability to work within a fast-paced, quickly evolving organization and able to manage multiple, complex priorities, and respond to changes effectively.
  • A persuasive leader and motivator who is open and inclusive and strives to bring people together to build consensus but takes responsibility for the final decision.
  • Strong oral and written presentation skills are essential.

Desired:

  • CIO, CTO or COO experience in an organization of comparable size and complexity
  • Experience working with technology systems in the public sector or healthcare industry
  • Direct management of a $30M budget and of a team of 60+ employees and as many contractors
  • Knowledge and understanding of the intricacies of the state legislative process, fiscal note production procedures and processes, WACs, and federal laws and policies regarding the Affordable Care Act of 2010, the Washington State Senate Bill 5445, and House Bill 2319.
  • A track record of implementing technology for societal betterment
  • Azure experience
  • DevSecOps experience
  • Early career experience in development, design, testing, infrastructure, security, data or analytics.

Working Conditions:

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel requirements will be limited to local travel, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment (e.g. desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.).
