The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.0 BACKROUND: Marine Corps Air Station (MCAS) Cherry Point (CHPT) Chapel has a requirement for a Catholic Director of Music (Roman Catholic) support services to provide the necessary musical support and direction for Chapel programs.

EXECUTIVE SUMMARY:

  • Meet with Catholic Chaplain/Contract Priest at least 1 hour per week.
  • Conduct Choir rehearsal at least 1 hour per week.
  • Plan liturgical music at least 1 hour per week.
  • Self-rehearsal at least 1 hour per week.
  • Performance and conduct weekly Mass at least 1 hour per week.

2.0 SCOPE: The director shall provide Catholic Director of Music (Roman Catholic) services necessary to support the religious music program and the mission of the Command Religious Program in accordance with the Performance of Work Statement (PWS).

3.0 TASKS: Duties include the following:

3.1 PROVIDE MUSICAL SUPPORT: Provide accompaniment and musical direction in support of the regularly scheduled Religious Services including, but not limited to, every Sunday and Holy Days of Obligation at the Roman Catholic Mass.

3.1.1 Provide musical support for the mid-week Roman Catholic choir rehearsal for a minimum of 1 hour.

3.1.2 Meet and discuss with the Roman Catholic Chaplain or contract Priest for one (1) hour weekly to plan all Liturgical music requirements.

3.2 MUSICAL RECOMMENDATIONS: Plan and coordinate all vocal music with the Command Chaplain and contact clergy for religious services. Coordinate the entire Music Program, selecting music appropriate to seasons of the church year. Make recommendations for additions or deletions to the music library to the Command Chaplain.

3.3 CHOIR DIRECTION/ACCOMPANIMENT: Provide accompaniment for each weekly choir rehearsal per week, directing rehearsal of at least 60 minutes. Lead the adult choir/ensemble from the piano during the worship services.

3.4 MUSICAL EQUIPMENT: Appraise the Command Chaplain of any malfunctions of the instruments and any required services needed to maintain the instruments musical integrity.

3.5 CANTATA: If a Cantata is to be performed, conduct weekly Cantata choir rehearsals for Christmas and Easter services, and direct Easter and Christmas Cantata rehearsals at least once a week beginning the first week of January for Easter, and first week in September for Christmas.

3.6 SPECIAL SERVICES: At the request of the Command Chaplain or contract Priest provide musical support as needed for special services such as memorial services and other programs including but not limited to National Day of Prayer, Easter Sunrise services, vigil masses and associated rehearsals.

3.6.1 At the request of the Catholic Director of Religious Education provide musical support and expertise for the Roman Catholic Faith Formation program.

3.7 PROVIDE MATERIAL RECOMMENDATIONS: The director shall provide recommendations to Command Chaplain of any supplies or materials needed for chapel music programs or supplies needed for a specific event. The director will monitor utilization of all musical materials and supplies and notify the Command Chaplain or contract Priest of malfunctioning musical instruments and required service.

3.8 ABSENCES: The Director shall notify the Command Chaplain one (1) week in advance when unable to perform services due to schedule time off, illness, and/or emergency. The director is responsible to secure a replacement, pre-approved by the Command Chaplain, in place of absence at no additional cost to the Government.

4.0 MINIMUN QUALIFICATION REQUIREMENTS: These support services require an extensive knowledge of Catholic music, religious service organization, and music program development. Leadership ability to direct choirs and develop musical programs for other Chapel programs is required. If the Director deviates from the contract requirements without approval of the Contracting Officer, such deviation shall be at the risk of the director and any cost related thereto shall be borne by the director.

Quoter shall submit their resume or a resume must be submitted for the personnel the vendor plans to hire showing their qualifications, experience, certifications, as required by paragraphs 4.0-4.7 as specified below:

4.1 Individual shall have a minimum of two years of experience as a Roman Catholic Music Director.

4.2 Individual shall have at a minimum a Bachelor of Arts in Music from an accredited institution.

4.3 Individual shall be able to effectively play the piano.

4.4 Individual shall be able to sight read music and read music from the Armed Forces Hymnal and Catholic Liturgical resources.

4.5 Individual shall be able to play a wide variety of music from traditional church hymns to contemporary church music in order to support all Catholic services and the service portions of the Mass.

4.6 Individual shall be prepared to provide basic musical instruction to children, youth, and adults.

4.7 Individual shall be prepared to begin performance on 30 August 2021

5.0 PLACE OF PERFORMANCE: The director shall perform their duties at MCAS Cherry Point Memorial Chapel and at other locations in the surrounding area, in support of planned events aboard MCAS Cherry Point, North Carolina.

HOURS OF PERFORMANCE: The hours of performance are:

6.1.1 Sunday 0830-1030 for Divine Worship; (0900 start time)

6.1.2 Support of non-routine Chapel programs and services such as memorial services, etc.
