The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.0 GENERAL: This is a non-personal services contract to provide Chapel support services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the Chapel support services as defined in this Job Description except for those items specified as government furnished items and services. The contractor shall perform to the standards in this contract.

2.0 PERFORMANCE

REQUIREMENTS:

2.1 Catholic Religious Education (CRE) Coordinator: The coordinator shall provide and coordinate the Kirtland AFB Catholic Community and the multigenerational Catholic Religious Education (RE) programming and activities. The Catholic RE program is designed to provide doctrinal knowledge consistent with the Roman Catholic faith tradition and in support of sacramental ministries requirements. The coordinator coordinates and supervises all parish activities/events and assists the Catholic Chaplain or Priest in the administration and coordinating of tasks associated with the Catholic Community.

2.2.1 Education and Experience Requirements. The CRE shall possess the following:

2.2.1.1. A minimum of a High School diploma or GED equivalent (documented evidence of the following is preferred: a degree in Education, religious studies, or related fields.)

2.2.1.2. Documented evidence of the following as a prerequisite: a minimum of three (3) years experience teaching in public schools, private schools, or RE programs.

2.2.1.3. Possess current Archdiocese of Military Services (AMS) approved Basic Catechist Certification or obtain certification within six months of assuming duty. Cost of obtaining certificate will be paid for by government.

2.2.1.4. Documented organizational and administrative experience. Including good people skills, some experience in finances and budgeting is highly recommended.

2.2.1.5. Have good computer skills to create: worship bulletins (MS Word); bulletin board and other advertising flyers (MS Publisher); slides to be shown in worship services (MS

PowerPoint); conduct classes through online platforms (such as Zoom) on situational basis which is dependent upon base HPCON level updated by Kirtland Air Force Base Commander; and attendance and other data spreadsheets (MS Excel).

2.2.1.6. Be able to clearly express the details of basic Catholic community life.

2.2.2. General Responsibilities:

2.2.2.1. Comply with all Federal, State, and Local Laws and requirements and Air

Force Instructions that apply to this position (See Paragraph 7.0, List of Instructions).

2.2.2.2. Comply with all Air Force Information security requirements. The coordinator is required to read and sign facility usage, security, key control, and safety letters.

2.2.2.3. Perform the Catholic Parish RE Coordinator services at the chapel facility located at 1950 Second Street SE, Kirtland AFB, NM 87117.

2.2.2.4. The coordinator shall submit and pass applications for background checks to the Background Check Monitor according to Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks. The following checks are required; Installation Records Check (IRC), State Criminal History Repository (SCHR) and Childcare National Agency Check with Inquiries (CNACI).

2.2.2.5. Ensure all volunteers working with minors receive a background check as described in Department of Defense Instruction (DoDI ) 1402.5 E2.1.9, E2.1.19, and E2.1.30.

2.2.3. Specific Responsibilities. The coordinator shall do the following in accordance with AMS

Guidelines:

2.2.3.1 Planning and Organization.

2.2.3.1.1. Coordinate, plan, and implement a comprehensive, holistic Catholic RE multigenerational program.

2.2.3.1.2. Maintain the RE library of books, CDs, etc., for parish members to utilize for their spiritual growth.

2.2.3.1.3. Organize RE enrollment and provide registration dates, times, and places to Catholic priest one month before RE classes begin. A calendar of classes and holidays is to be presented to the Faith Group Chaplain or Priest for review and approval before being presented to the parents of students and teachers at the start of the RE program.

2.2.3.1.4. Maintain RE enrollment and attendance records and student emergency data.

2.2.3.1.5. Record and submit data required by the Archdiocese for the Military Services which, must also be submitted to the Faith Group Chaplain at the end of each month. (CDRL

2.2.3.1.6. Maintain classrooms, cabinets, AV equipment, and storage areas containing

Catholic RE supplies, equipment and literature.

2.2.3.1.7. Submit requests for facility use, equipment and other support according to chapel procedures.

2.2.3.1.8. Track fund expenditures and ensure program does not exceed approved budget.

2.2.3.1.9. Serve as funds Project Officer as designated by the Catholic priest. Duties detailed in Paragraph 2.2.3.3.3 below.

2.2.3.1.10. Submit RE publicity to the Catholic Parish Coordinator for publication according to chapel procedures.

2.2.3.1.11. Prepare certificates, awards, and presentations for students and volunteers.

2.2.3.1.12. Coordinate long and short-term planning budgets through the priest.

2.2.3.1.13. Provide a verbal and written report concerning pertinent RE issues at the monthly Catholic Pastoral Advisory Council meeting and give a report. (CDRL A0004)

2.2.3.1 Programs

2.2.3.2.1. Be present on Sundays from 30 minutes prior to RE classes to 30 minutes after classes to conduct teacher or parental conferences and to be prepared to act as substitute teacher in the event the teacher cannot be present and there is not another substitute teacher lined up. In the event that there are two teachers missing on a single Sunday, and there is only one person able to substitute, the classes shall be combined for the day.

2.2.3.2.2. Coordinate and oversee RE classes and Children s Church, ensuring all volunteers are properly assigned, trained, and equipped.

2.2.3.2.3. Assist the Protestant Community Religious Education Coordinator to conduct an ecumenical Vacation Bible School between June August timeframe annually.

2.2.3.2.4. Recruit, recommend selection, train, motivate, and place volunteer teachers and aides in the RE program.

2.2.3.3. RE Supplies and Equipment

2.2.3.3.1. Plan RE programming and order required books and materials. The coordinator will maintain records of curriculum requested for purchase. The coordinator will send anticipated budgetary requirements for overall program plan formulation to the Catholic priest by 1 June of the calendar year.

2.2.3.3.2. Coordinate and request RE equipment and supply purchases with the

Catholic priest, submit for approval according to local procedures, in a timely manner, at least

30 days prior to use.

2.2.3.3.3. Complete the AF Form 4356, CTOF Purchase Request Form, as trained by Chapel Tithes and Offering Fund Account Manager, as needed for purchases. Submit request to the Catholic priest or account manager allowing 10 days for processing.

2.2.3.3.4. Coordinate all support requirements with the Non-Commissioned Officer In Charge (NCOIC), Chapel Operations, or a designated representative.

2.2.2.3.Volunteers

2.2.2.3.1. Interview each new RE volunteer teacher to discuss qualifications, expectations, and requirements of RE program and determine appropriate position based on needs of program and individual s abilities and desires.

2.2.2.3.2. Provide initial volunteer teacher orientation at beginning of the RE year and provide adequate on-going catechetical training to equip effective volunteers and to fulfill teacher/aide requirements of the Archdiocese for the Military Services.

2.2.2.3.3. Plan and conduct a teacher appreciation event annually which may be done in conjunction with the community appreciation event.

2.2.2.3.4. Submit names of all volunteers and sub-coordinators to the Background Check Monitor so that a background investigation check can be done in accordance with DOD instruction 1402.5. The coordinator shall maintain the results of these background checks and confer with the Background Check Monitor regarding each result.

2.2.3. Working Hours. The coordinator shall perform 30 work hours in accordance with the needs of the Catholic Community. Generally, the hours will be Sundays from 0800 to 1200 hours for RE (year round or as advertised); subject to change based on daily operations. The coordinator shall attend Catholic Mass and all scheduled meetings (example: weekly staff meetings, quarterly CPAC meetings, etc.). If coordinator is not able to attend services or meetings, the coordinator shall have a substitute in their place. The coordinator shall also be required to maintain a schedule of regular office hours as agreed to by the Wing Chaplain, posted and published in the Catholic bulletin and appropriate mediums such as Kirtland Air Force Base Chaplain Corps Facebook and texting application. The coordinator shall publish no less than 6 hours of availability between Monday and Friday. The coordinator shall also be available for special services (example: holy days of obligation, etc.).

2.2.3.1. Attendance of all meeting and special services shall be within the coordinator s 30 hour work week. If work is directed outside of what is written in this JOB DESCRIPTION, the coordinator shall immediately contact the Contracting Officer prior to beginning the work outside of JOB DESCRIPTION.

The coordinator assumes full cost of completing any work outside of what is written in this JOB DESCRIPTION if there is not a negotiated agreement in place with the Contracting Officer.

2.2.3.2. The CRE position is telework eligible. Please refer to Section 3.1 of this JOB DESCRIPTION for additional telework information.

2.2.4. Other Requirements.

2.2.4.1. Maintain a neat, clean, well-groomed, modest, professional appearance and conduct ones-self in a business-like manner with a willingness to work within a community of diverse faith expressions, supporting a religiously pluralistic environment.

2.2.4.2. Maintain a professional working relationship with chapel staff, airmen, guardians, families, and other personnel to achieve duties as necessary.

2.2.4.3. Account for the security and cleanliness of all facilities utilized in conjunction with RE programs.

2.2.4.4. Pay any Social Security payments, federal or local income taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.

2.2.4.5. The coordinator shall perform the services described above or coordinate performance by a substitute of equal or higher proficiency. Sub-coordinators must meet the requirements for the position as outlined in this JOB DESCRIPTION.

3.0 TELEWORK

3.1. Telework: Work shall be performed with equipment provided by the chapel, but the Government will not assume operating costs associated with an alternate worksite. The coordinator shall maintain accountability for any government provided equipment. Coordinator employees shall maintain availability via email and phone during the approved hours specified. Telework does not abrogate the requirement for complying with the protection of information IAW DOD and USAF regulations. Telework arrangements shall commence with Chapel POC or Contracting Officer approval after the following details are discussed and documented in writing:

Teleworking shall not result in an increase in compensation;

The coordinator is responsible for continuity of performance in accordance with the terms of the contract; and the coordinator shall monitor worker access, performance and duty hours; and plan in case of VPN failure, or unsuccessful telework performance.
