Morgan State University (MSU), a coeducational institution, is located in a residential section of
Baltimore, Maryland. The University offers a comprehensive range of academic programs
through the doctorate. The University has a broad undergraduate curriculum with more
specialized offerings at the masters and doctoral levels.

The Office of the Registrar, where our mission is to facilitate the undergraduate matriculation
process from admission to the point of graduation from the University. We operate under a

The Office of the Registrar is seeking an Assistant Registrar, Transfer & Compliance. This
position will aid the Office of the Registrar in all office functions, including enforcement and
interpretation of university policies, rules, and federal regulations related to academic
standards, enrollment, student academic records, and academic transfer credit and articulation
services oversight. Under the direction of the Executive Director for Enrollment Services &
University Registrar and direct supervision of the Associate Registrar, the Assistant Registrar,
Transfer & Compliance will support and navigate students, staff, faculty, and other
constituencies (internal and external) on MSU academic transfer credit process and policies.
Assist in managing Transfer-Evaluation and Articulation team consisting of experienced
professional and classified staff. This position will be required to articulate and process transfer
credit by researching and analyzing transfer credit work and integrating these courses into the
transfer equivalency tables. The Assistant Registrar, Transfer & Compliance, will evaluate
student transcripts and provide students with individualized reports of transferred credit.
The Assistant Registrar position offers a hybrid teleworking schedule.

Duties & Responsibilities:
1. Analyzes workflow processes, proposes solutions, resolves problems/issues, prepares
reports analyze data, provides recommendations for improved workflow, and assures
appropriate use of the student services management system.
2. Oversees the maintenance of the departments online presence, including web pages,
forms, training documents, etc.
3. Exercises duties following FERPA as well as state and federal regulations.
4. Provides support for student information system Ellucian Banner, data entry and
validation, training, electronic document research and workflow management,
production of student evaluation reports, DegreeWorks.
5. Troubleshoots student information systems and related systems to ensure efficient and
effective use of resources.
6. Review, interpret and evaluate college transcripts for students to determine the
placement of transfer courses to prepare transfer credit evaluations.
7. Research, review, and establish process documentation on various post-secondary
traditional and non-traditional academic credits, including college transcripts, tests and
examination credits [AP, IB, CLEP, A.C.E., and military], and other educational
institutions.
8. Assist Associate Registrar in design, development, implementation, and documentation
of on/off-boarding, training, and development utilizing a learning management system,
Canvas.
9. Responsible for comprehending/interpreting institutional accreditations and policies
following the Maryland Higher Education Commission and C.O.M.A.R policies.
10. Utilizing and entering course equivalencies into Banner Student Information System
(SIS) and College Source Transfer Evaluation System (TES), research transfer
institutions to determine accreditation, institution type, degree levels, calendar system,
course numbering, grading system, and transferability of courses to MSU.
11. Assist the Associate Registrar with quality assurance review and clean-up. Participates
and assists with projects as assigned to develop further and improve processes and
resources.
12. Point of Contact for Compliance/NCAA.
13. Supervision of Transfer Coordinator and Community College Liaison, Transfer
Evaluation Specialists and various Remote contractual staff.
14. Contributes to the continued improvement of the department through active
participation in meetings, training, presentations, and professional development
opportunities.
15. Perform other job-related duties as assigned.

Education, skills, and experience required:
1. BA/BS degree from an accredited higher education institution.
2. Strategic thinking with the ability to identify and solve problems and deal with multiple
projects simultaneously.
3. Strong customer service focus. Strong interpersonal skills and the ability to work
effectively with a broader range of constituents.
4. Experience with curricula and accreditation of international and U.S. institutions.
5. Knowledge of NCAA regulations and requirements.
6. Excellent organizational skills with attention to detail.
7. Demonstrated ability to work both independently (e.g., by assigning work from a queue
to themselves for completion) and collaboratively with other staff
8. Demonstrated abilities to be a proactive leader at a dynamic university.
9. Demonstrated organizational skills and abilities in managing multiple tasks and
timelines.

Computer literacy and technical proficiencies: Experience with higher education
enterprise student applications and student information systems such as:

1. Ellucian Banner Student Information System (SIS) or Student Information System,
College Source Transfer Evaluation System (TES ), Maryland ARTSYS articulation
system, or other computerized student information systems.
2. Cloud-Based Document Management System ( e.g., Ellucian Banner
Document Management), Google Suites Platform, Email Management System
(or Customer Relationship Management-CRM), Smartsheet, EAB, etc.)

Preferred skills and experience

1. Interest and aptitude for exploration of new methods of solving problems.
2. Knowledge of student records management law, policy, and administration
3. Understanding institutional and external data and data-driven principles related to the
institutions strategic plan, mission, and values.
4. Well-versed in student privacy issues, compliance with state and federal laws, and those
laws and regulations governing the safekeeping of student records (e.g., FERPA,
Personally Identifiable Information, General Data Protection Regulation {GDPR}).
5. Prior experience in working in an Admissions Office or Registrars Office.

Physical Requirements:

1. Ability to move about campus to attend/conduct meetings and training within the MSU
community.
2. Ability to interact via telephone, in-person, and via electronic media.
3. Typical office environment. Extended periods of sitting and working at a computer are a daily
