Position: Lead Technical Analyst/ Systems Engineer

Location: Washington DC

Job Type: 12 Months Contract/Contract To Hire

Hiring Manager Notes:

  • Will need to be local to the DC office. Once office opens up (no timeline yet) they want this person to be able to come in twice a week at some point soon. Potential to go perm but not mandatory
  • First round video interview followed by an in-person interview to finish up.
  • Client is responsible for processing healthcare claims for customers who are utilizing that for SaaS.
  • Needs to have IT technical BG than grasp technical concepts. Does not need a specific skillset in a certain technology. Just needs to be able to assist across the board. Work with Network teams, database teams, platform engineering teams, Audit teams, Dev teams, etc.. Understand what they are saying and bring it back to this team. So, needs to be able to communicate well with cross functional teams.
  • Good comm skills is the number one thing and then strong technical acumen. Needs to be willing to learn and ask the right questions to understand the technical atmosphere.
  • Needs to be able to facilitate and host meetings w/ different technical groups
  • Needs to be able to come in and analyze the applications.. Be confident enough to speak up and say the tweak could impact the application this way.
  • Needs to understand the change mgmt process plays in a technical change as well. Needs to have strong documentation skills as well. Understanding repositories like SharePoint.
  • Needs to really work well with teams. Role is not for a person who wants to work alone.
  • Won't necessarily lead teams but will just need to be the lead resource and rally the troops basically.
  • Communicating, tracking & documentation is key for this role.
  • Think more infrastructure focus instead of application focus
  • Scenario: All of these apps touch this database so if we tweak this then it will mess this up.
  • Just needs to be able to communicate this to the appropriate teams and put action plan together.

Job Description:

PURPOSE:

Delivers critical and emerging systems and data analysis and implements tools and technology for the whole enterprise. Design, and deliver management systems. Build, manage, and sustain critical systems, business and data analysis techniques, methods, tools, and processes. Owns data collection capabilities through collaboration with internal and external teams. Leads cross-departmental, and cross-functional team members.

ESSENTIAL FUNCTIONS:

25% Performs complex system analyses on software programs, applications, and services.

20% Leads product and service evaluation and recommends new tools or platforms for user efficiency.

20% Leads the implementation of new technology for organizational efficiency.

15% Communicates directly with all stake holders including executive management.

10% Improves data collection capabilities through collaboration with organizational teams.

10% Manages product licenses and ensures compliance with IT industry regulations. Provides the organization with cost saving analysis.

Education Level: Bachelor's Degree

Education Details: Computer Science, Information Technology, or related field

Experience: 8 years relevant Technical Analysis experience

  • Ability to navigate through various complex systems, deliver quality solution with in budget and schedule. , Expert
  • Ability to understand projects and concepts as they relate to high-level business objectives., Expert
  • Knowledge of architecture, application development, data structure and analysis techniques and methods., Expert
  • Proficiency in reading security patterns and audit reports to adhere with standards. , Expert
  • Strong interpersonal skills and ability to work in a team-based environment., Expert
  • Understanding of Project Management and translating organization objectives into goals., Expert

The incumbent is required to immediately disclose any debarment, exclusion, or other event that makes them ineligible to perform work directly or indirectly on Federal health care programs. Must be able to effectively work in a fast-paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time. Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Additional Skills:

  • Coordinate infrastructure upgrades/updates/patches with IT Ops Teams (WebSphere, AIX, Oracle, Linux, MQ)
  • Negotiate and obtain approval for schedules pertaining to Infrastructure Upgrades
  • Understanding of the various applications and how they are impacted by upgrades, updates, patches, and outages.
  • Communicate Infrastructure change activities and scheduled outages with stakeholders.
  • Ability to Reboot/Restart/Start/Stop Servers, Application Servers, Applications running.
  • Manage the change requests and track its completion with team members. Ensure statuses are updated in tracking system (ServiceNow)
  • Update planned outage event calendar with upcoming activities.
  • Create Standard Operating Procedures (SOPs) to document change processes.
  • Create, Store, and Track Documents in SharePoint/MS Teams.
  • Host meetings with stakeholders to intake, track status, and understand new technical requests.
  • Record and track IP, DNS, Hostname, SSL Certificate, and other technical details in documentation.
  • Understand the Change Management process and represent teams infrastructure changes in CAB review meetings.
