Max Rate: $21.43/hr on W2 Plus an additional $4.57/hr as Helath and Welfare

Location: Agana Heights Guam

ADMINISTRATIVE SUPPORT SERVICES: Contractor shall provide administrative support services required to obtain the desired results of Uniform Business Office Programs. The contractor will perform a variety of administrative programmatic support functions to include:

  1. Utilizing various forms of Uniform Business Office (UBO) program software to create spreadsheets manage databases and filings systems.
  2. Preparing invoices memos presentations reports and all other documents in the Military Health System software programs as required by the UBO Manager or equal.
  3. Providing highlevel UBO support by handling complex responsibilities such as reviewing incoming documents editing documents performing basic bookkeeping and conducting research.
  4. Consolidation of simple medical histories of patients in order to assist with processing insurance payments to include familiarizing themselves with medical terminology and codes medical records and hospital or laboratory procedures that will allow employee to consolidate simple medical histories of patients.
  5. Providing information and assistance to eligible beneficiaries based on inperson written or telephone inquiries.
  6. Ensuring all related encounters with disclosed health insurance coverage are effectively communicated to insurance companies within 10 days of the admission/discharge generating on applicable ABACUS reports.
  7. Working with insurance companies to provide course of action for UBO Staff to resubmit claims with appropriate corrections supporting documentation or to file appeals to ensure payment;
  8. Ensuring process for delinquent accounts are submitted by UBO Staff to CRS within 60 days of the date of admission/discharge;
  9. Preparing all necessary paperwork for filing accounts with CRS within 60 days of admission / discharge and debt with ARTIVA Program.
  10. Working with customers over the phone and at the service window to educate them on U.S. Naval Hospital Guam Uniform Business Office program process and their responsibilities.
  11. Communicating with insurance companies in pursuit of successful collection of payments;
  12. Working with UBO leadership to develop and continuously improve processes in order to meet the above program requirements;
  13. Quality checking work performed by other contract or GS staff;
  14. Assisting staff members with the cleanup of aged outstanding accounts by preparing account packages and other required process to satisfy policy requirements as set by BUMED;
  15. Completing necessary training;
  16. Managing a share point file including building and developing excel spreadsheets and other documents to more effectively run UBO programs;
  17. Helping develop written communication (letters brochures memos etc.) to improve education and communication with customers insurance companies and staff;
  18. Working flexible 8 hours between 6:00AM4:00PM as needed for calling numbers in the United States of America.

SKILLS AND KNOWLEDGE REQUIRED FOR THE POSITION:

The contractor must possess and exhibit the following skills and knowledge requirements:

  1. Possess professional knowledge of customer relations programs and customer conflict resolution techniques.
  2. High School graduate or equivalent with courses in typing filing office methods and business English.
  3. One year experience in medical general office environment required.
  4. Be able to speak read write and understand the English language fluently.
  5. Experience in a healthcare facility and knowledge of the military health care system.
  6. Familiar with utilizing ABACUS.
  7. Knowledge of the Composite Health Care System (CHCS).
  8. Able to work independently.
  9. Demonstrate technical experience in medical insurance process that can handle complex responsibilities such as reviewing incoming documents editing documents performing basic bookkeeping and conducting research.
  10. Ability to provide information and assistance to eligible beneficiaries based on inperson written or telephone inquiries.
  11. Keyboard skills in typing and computer word processing use of various Microsoft programs database management for monitoring and graphics software for designing audiovisual training aides.
  12. Skill in operating computers scanners copiers printers fax machines and email in a work processing/data transcription mode. Knowledge of grammar spelling punctuation and formats.
  13. Knowledge in correspondence handling procedures
  14. Knowledge of medical terminology.
